Nokia Siemens Networks opened an R&D center in Aveiro, Portugal, in 2007. It focused on network management, technical communications and fiber-optics telecommunications, with a planned investment of €45 million over three years and a stated aim of strengthening cooperation with the University of Aveiro.
What did Nokia Siemens open in Portugal?
The 2007 opening was an R&D center in Aveiro, not the company’s separate global-service or innovation facilities elsewhere in Portugal. EE Times reported the inauguration that year; a precise calendar day is not confirmed in the available reporting.
What was the center intended to work on?
The center’s remit combined network management and technical communications with advanced research in fiber-optics telecommunications. Nokia Siemens presented it as a way to bring its research work closer to the University of Aveiro.
How much did Nokia Siemens plan to invest?
EE Times reported a planned investment of €45 million over three years. That figure describes the announced commitment; the available reporting does not establish how much was ultimately spent or how the investment was distributed across the period.

How did the Aveiro center fit into Nokia Siemens’ wider Portuguese expansion?
Portugal hosted several distinct Nokia Siemens initiatives. The contemporaneous announcements describe different locations and purposes, so their staffing figures should not be attributed to the Aveiro R&D center.
| Initiative | Purpose and location | Announced scale |
|---|---|---|
| Global Service Center protocol, June 2007 | Engineering services through a Global Network Operation Center and a Global Care Center; the protocol does not identify either as the Aveiro R&D facility. | 170 initial engineering jobs, with about 500 engineers targeted by 2010, according to the Portuguese government and Nokia Siemens protocol. |
| Innovation-center plan, 2007 | Tagus Park; software applications for telecommunications operators, in cooperation with the Technical University of Lisbon and Instituto Superior Técnico. | 70 engineers initially, with a plan to reach 100 in 2008. |
| Competence-center investment, July 2008 | Described by Portugal’s Council of Ministers as supporting high-level technical services, exports, innovation, suppliers and universities. | A comparable investment amount and staffing target are not stated in the Council of Ministers account. |
What scale had the company’s Portuguese operations reached by 2010?
RTP reported in February 2010 that the global telecommunications center in Alfragide had been operating for six months and employed 600 people. This was a separate operation from the Aveiro R&D center.

In the same month, Diário de Notícias, citing LUSA, reported that the Global Networks Solutions Center managed more than 17 million users worldwide and had 600 highly qualified employees. That report compared the headcount with 160 jobs initially projected in the government protocol. The 160 figure differs from the protocol’s reported 170 initial engineering jobs; the accounts do not explain the difference in their stated baselines.

The Aveiro announcement documents a planned research investment and a defined technical focus, alongside a university partnership. The later workforce and network-user figures show the reported scale of a separate global-service operation in Portugal; they do not measure the Aveiro center’s headcount, research output or completed spending.
