New York’s one-time inflation refund checks were mailed in October and November 2025; this is not a new payment announced for 2026. Who qualified for a New York inflation refund check?
Under the eligibility rules in the September 2025 announcement from the Office of Governor Kathy Hochul, a recipient had to:
- File a 2023 Form IT-201, New York State Resident Income Tax Return.
- Have income within the applicable limit for their filing status.
- Not be claimed as a dependent on another taxpayer’s return.
The announcement specified no age restriction. It described the qualifying figures as “income”; it did not establish a more technical tax measure, so the thresholds below should not be relabeled as federal adjusted gross income.
How much was the check?
The state announced four payment tiers based on 2023 filing status and income:

These are the amounts and income thresholds published by the Governor’s Office in 2025. The announcement does not specify a more precise income calculation.
When were the checks mailed?
The Governor’s Office said mailing began in September 2025, with deliveries continuing through October and November. Checks were mailed directly; eligible people did not have to apply, sign up, or submit payment information. The state also said mailing was not organized by ZIP code or region, so neighbors could receive checks at different times.

On November 25, 2025, the Governor’s Office reported that 8.2 million checks had been mailed and that the main large-scale mailing phase was complete. It said small numbers of additional checks could still go out as the Tax Department identified more eligible taxpayers. The release’s regional table listed 8,210,000 beneficiaries and $2.035 billion in benefits, while its prose described the program as providing $2.2 billion. Those dollar totals do not match; both figures are the Governor’s Office’s 2025 figures.
What if a check never arrived?
The official sources available here do not establish a current process for tracing or replacing a late, missing, or lost check. Contact the New York State Tax Department through contact information found independently on its official website and ask what steps, if any, apply to your situation. Do not rely on an unsolicited message or an unverified phone number, deadline, or tracing link.

How to recognize an inflation-check scam
The Governor’s Office warned that fraudulent texts, voice messages, emails, and mailed notices falsely claimed recipients had to provide personal information or pay a fee to receive the check. The state said eligible recipients did not need to apply, sign up, or provide personal information, and that the Tax Department and IRS would not call or text requesting personal information. Its advice was to block and delete suspicious messages and report them to the Tax Department or IRS. The state described this as automatic paper-check delivery, not a process for claiming the payment through a link or submitting banking credentials.

The state authorized the one-time payment through its FY 2025–26 budget. The Governor’s Office framed it as returning some sales-tax revenue growth associated with inflation to eligible households. In announcing the mailing on September 26, 2025, Governor Kathy Hochul said: “Starting today, we’re sending inflation refund checks to over 8 million New Yorkers because it’s simple — this is your money and we’re putting it back in your pockets.” That was the Governor’s characterization of the policy; the official announcements cited here do not provide an independent assessment of the program’s effect on inflation or household finances.
