Yes, tariffs can slow U.S. PC sales, but not through a simple, across-the-board 25% price increase. Import duties raise costs at specific customs entries. Importers, manufacturers, distributors and retailers then decide how much to absorb, pass through or offset with inventory and promotions. The result can be higher prices, fewer discounts, delayed upgrades and cheaper configurations—while some buyers accelerate purchases before a tariff change.
The warning reported by CRN in February 2025 was economically plausible, but its original tariff assumptions are no longer a complete description of U.S. policy. By August 16, 2026, exposure depends on product classification, country of origin, USMCA eligibility, component content, exemptions and end use. Businesses and households should evaluate the exact device, its urgency and its total cost of ownership before buying or waiting.
What the original warning said
CRN reported in February 2025 that proposed or newly announced tariffs involving China, Mexico and Canada could “slow down” U.S. PC sales. A large U.S. PC reseller expected slower channel demand, while Jason Slagle of CNWR warned that higher costs could lead small businesses to defer technology improvements. Gartner analyst Ranjit Atwal said roughly 75% of PCs were manufactured in China at that time and forecast that higher prices could reduce demand and delay the Windows 11 hardware refresh. Gartner’s 2024 PC-shipment figure cited in the report was 245.3 million units, not a current 2026 total. Read the CRN report.
The same analysis suggested manufacturers might build inventory or move production to countries with lower tariff exposure. It also raised the possibility of fewer configurations and a shift toward lower-value PCs. Those were forecasts, not measured post-tariff results, and they should not be presented as proof that tariffs alone caused any later market change.

How a tariff reaches a PC buyer
- Customs entry: A tariff is assessed on the importer, based on the dutiable customs value and the applicable classification and origin rules.
- Importer decision: The importer can absorb the duty, reduce margin, negotiate with a supplier, redesign sourcing or pass some or all of the cost onward.
- Channel pricing: Distributors may revise prices and inventory commitments. Resellers may shorten quote-validity periods or offer substitutions.
- Customer outcome: The buyer may see a higher quote, fewer promotions, a longer lead time or a different configuration.
A tariff rate is not automatically a retail-price increase of the same percentage. Freight, labor, currency movements, rebates, distribution margins, competition and existing inventory also affect the final price.
Illustrative calculation
Suppose a PC sells for $1,000 and has a hypothetical $600 dutiable import value. A 25% duty on that value would add $150 before other commercial adjustments. The vendor might pass through all, some or none of that amount. The final retail effect could therefore be less than, equal to or greater than $150. This is an illustration, not a forecast or a quote.
Why the Windows 10 transition makes delay risky
The timing mattered because organizations were already dealing with the end of Windows 10 support. The decision is not simply whether to buy a PC. A company may pay more for a supported Windows 11-capable device, continue using an older Windows 10 machine, buy extended security coverage, replace only the weakest systems, use refurbished hardware, shift some workloads to virtual desktops or accept additional security and downtime risk.
Technical compatibility is only one test. A computer that can run Windows 11 may still be unsuitable because of battery condition, storage, performance, warranty status, manageability or its security posture. Delaying a refresh can preserve cash, but it can also prolong repair costs and exposure to unsupported software.

Why the 2025 tariff assumptions are no longer enough
U.S. tariff rules changed repeatedly after the February 2025 report. The April 2, 2025 reciprocal-tariff order excluded semiconductors from that specific Annex II list and described preferential treatment for qualifying USMCA goods. That did not create a blanket exemption for every PC assembled in Canada or Mexico, and other tariff authorities could still apply. See the April 2025 order.
Subsequent April and May 2025 actions modified China-related rates and low-value shipment treatment. In January 2026, a separate proclamation imposed a 25% duty on certain advanced computing chips and derivative products, but excluded specified uses including some non-data-center consumer applications, startups, research and development, public-sector applications and other qualifying cases. It is not a blanket 25% tariff on every PC that contains a semiconductor. Read the semiconductor proclamation.
De minimis treatment for low-value shipments was also suspended or modified through later actions. Treatment varies by shipment type, origin and the current implementing rules. For a real transaction, the importer of record, customs broker or trade counsel should confirm the classification and eligibility rather than relying on a headline rate.
Which computers are most exposed?

Country of assembly is not necessarily country of origin for customs purposes. A tariff exclusion for a particular chip does not automatically exempt a finished computer. Customs treatment can differ among a complete PC, barebone system, motherboard and individual component.

Why tariffs can slow sales without eliminating demand
- Buyers delay purchases or replace fewer machines.
- Organizations choose mainstream configurations instead of premium models.
- Companies repair, refurbish or reassign existing devices.
- Leasing and device-as-a-service spread payments over time.
- Businesses buy ahead of an expected price increase.
- Distributors accumulate inventory before an effective date.
That creates an important timing trap. Sell-in is a manufacturer shipment to a distributor or channel partner; sell-through is a channel sale to a customer. A tariff announcement can produce a short-term shipment spike as buyers pull purchases forward, followed by weaker demand after that inventory is consumed. Shipment growth therefore does not necessarily mean end-user demand is healthy. Higher average selling prices can also lift industry revenue even as unit volume falls.
What manufacturers and channel partners can do
- Build inventory before an effective date.
- Shift final assembly or qualify additional suppliers.
- Redesign products or source alternative components.
- Negotiate cost-sharing with distributors and resellers.
- Offer country-specific configurations and lower-cost models.
- Reduce promotions instead of raising list prices.
- Prioritize higher-margin commercial systems.
- Seek exclusions, exemptions or customs rulings where available.
- Expand domestic assembly over time.
Production relocation is not instant. It can require new contract-manufacturing capacity, supplier qualification, product revalidation, tooling, testing, customs analysis, firmware and labeling changes, logistics planning and customer approval. A device may remain exposed if its processor, display, memory, storage, battery or other inputs still come from a tariff-affected location.
What the impact may be by customer segment
Small businesses
Limited budgets and less purchasing leverage make small firms vulnerable to price increases. They may defer upgrades, buy fewer devices or accept lower specifications, although delaying a failing or unsupported fleet can cost more through downtime and security work.
Large enterprises
Large buyers can negotiate, diversify suppliers and lock in pricing through agreements. They may still delay a refresh if tariffs coincide with broader capital-budget pressure.

Public sector and education
Fixed budgets, grants, bid requirements and procurement cycles make mid-year price changes difficult to absorb. A tariff change after a budget is approved can force fewer units or a lower specification.
Consumers
Households are likely to postpone purchases, wait for promotions or trade down from premium to mainstream models. Gaming systems and high-end AI PCs may be especially sensitive because their components are already expensive.
Managed service providers
MSPs may see more requests for lifecycle planning and cost optimization, but fixed-price contracts can compress margins when vendor costs change. Their work may shift toward assessments, endpoint management, security remediation and refurbished-device programs rather than immediate hardware volume.

A practical decision checklist
- Identify whether the purchase is urgent for security, compliance, productivity or a new employee.
- Ask the vendor for country of origin, customs classification and any claimed exclusion or USMCA treatment.
- Check whether the exact model is already in U.S. distributor inventory.
- Request quote-validity and price-protection terms in writing.
- Compare the cost of delay, repairs, downtime and security work with the purchase price.
- Test whether a different CPU, memory, storage, display or model family meets the requirement.
- Compare outright purchase, leasing and device-as-a-service cash flows.
- Document the tariff assumptions in the proposal and review fixed-price contract exposure.
What solution providers should do now
- Audit fleet age, warranty status and Windows 11 readiness.
- Maintain a model-level inventory of origin, configuration and replacement cost.
- Offer good, better and best configurations instead of a single quote.
- Separate hardware pricing from implementation, management and security services.
- Shorten quote-validity language when vendor pricing is volatile.
- Use refurbished systems selectively, with explicit warranty and battery standards.
- Model total cost of ownership, not just unit price.
- Create a security plan for every deferred refresh.
- Consider lifecycle assessments, endpoint management, extended support, financing and cloud or virtual-desktop alternatives.
For a binding tariff determination, buyers should consult a qualified customs broker, importer of record or trade counsel. A brand name or assembly country alone is not enough.

What this means for personal budgets
Consumers should avoid panic buying based only on a tariff headline. First determine whether the current computer is failing, unsupported or unsafe; then compare an available, adequately specified model with the cost of waiting. If a purchase is optional, a promotion or existing U.S. inventory may matter more than the nominal tariff rate. If a device is needed for work, security or school, the cost of delay can exceed a modest price increase.
For investors and industry watchers, the key indicators are average selling prices, sell-in versus sell-through, channel inventory, quote volatility, product mix and enterprise refresh timing—not shipments alone.
