Motorola and Marvell’s Planned Israeli Expansions in 2006

A look at Motorola’s proposed Jordan Valley R&D center and Marvell’s plan to add 100 engineers in Israel in 2006.

In 2006, Motorola was negotiating government support for a proposed new research and development center in Israel’s Jordan Valley, while semiconductor company Marvell planned to add 100 engineers and R&D professionals to its established Israeli operation. The plans were distinct: one centered on a prospective site and public incentives; the other on hiring and laboratory investment.

What each company planned

Motorola’s Jordan Valley proposal

Motorola was discussing a further Israeli R&D center with government departments, with proposed support tied to employee salaries. The initial proposal was associated with the Jordan Valley. Its reported investment estimate and hiring trajectory were prospective figures, not confirmed final results.

Motorola chief strategy officer Richard Nottenberg said the company’s Israeli R&D facilities could become the main center for development of its next-generation fourth-generation communications products. That ambition concerned communications systems, rather than semiconductor design.

Did the center move forward?

A later EE Times report in May 2007 described a government-backed Jordan Valley site with an initial workforce of 200 engineers and researchers, and possible growth to 300–500 within five years. It reported about $12 million in support from the Israel Investment Center and a subsidy of $900 per employee for up to 60 months. These later terms and headcount differed from the 2006 proposal; they describe the subsequent plan, not proof of the eventual number of jobs or the center’s long-term status. EE Times, May 30, 2007.

Marvell’s expansion was an extension of an established operation

Marvell’s 100 planned hires were additions to a substantial Israeli workforce, not the creation of a small satellite office. The company said its local R&D activity underpinned many of its newer products and worked closely with R&D teams in California and other countries. It also reported a $25 million investment in laboratories at Yokneam.

Marvell’s 2006 Form 10-K identified Marvell Semiconductor Israel as the former Galileo Technology and reported about 228,000 square feet leased in Israel for research, design, administration and operations. What the announcements do—and do not—establish

  • Motorola’s plan was a proposed, government-supported Jordan Valley center, with a later 2007 report indicating that the site was moving forward.
  • Marvell intended to recruit 100 more engineers and R&D professionals for an existing Israeli semiconductor design operation.
  • The reported headcounts, investment estimates and incentive figures belong to announcements and filings from 2006–2007. They are not evidence of either company’s exact Israeli workforce or facilities in 2026.
