Freddie Mac reported an average 30-year fixed mortgage rate of 6.15% and a 15-year fixed rate of 5.44% on December 31, 2025. Both averages were lower than the previous week and a year earlier.

These are Freddie Mac’s Primary Mortgage Market Survey (PMMS) averages, published in its December 31, 2025 release. The release described the 30-year average as its lowest level of 2025. Freddie Mac Chief Economist Sam Khater said the rate “moved to its lowest level in 2025 this week,” calling that an encouraging sign for prospective buyers entering the new year.
The Federal Reserve Bank of St. Louis’ ALFRED archive also lists the U.S. 30-year PMMS figure as 6.15% for December 31, 2025: ALFRED series MORTGAGE30US.
What the averages represent
PMMS is a weekly benchmark for conventional, conforming, fully amortizing home-purchase loans. Freddie Mac describes its surveyed borrower profile as putting 20% down and having excellent credit. The averages are not guaranteed offers or personalized quotes; actual rates depend on a borrower’s circumstances and loan details.

How to compare 15-year and 30-year mortgages
The 15-year average rate was lower than the 30-year average on this date, but the rate alone does not identify the better loan for a household. A shorter repayment term generally means a different monthly payment and interest cost over the life of the loan. Compare the payment you can afford, total interest, payment flexibility, and how long you expect to keep the home. Use lender quotes based on the same assumptions to make a personal comparison.

Rate surveys can measure different products, weeks, and pricing details. For example, the Mortgage Bankers Association’s December 24, 2025 report gave an average contract rate of 6.31% with 0.57 points for conforming 30-year fixed mortgages in the week ending December 19. That is an MBA contract-rate measure for a different observation week, not Freddie Mac’s December 31 PMMS reading. See the MBA weekly report for its figures and survey context.
