Short answer: Microsoft did confirm a small, company-wide round of performance-based cuts in January 2025, but the public evidence does not show that employees were fired for failing to use Copilot. The much larger layoffs in May and July 2025 and July 2026 were reported as restructurings involving costs, organization design, sales, Xbox and a shift of resources toward AI infrastructure. Early Copilot adoption was described by analysts as slower than Microsoft wanted; later, Microsoft reported sharply accelerating seat growth and usage.
The January 2025 cuts were real—but smaller than the headline suggests
Microsoft publicly confirmed the performance-based reductions in January 2025. Reporting that cited a person familiar with the matter estimated that they affected less than 1% of the company. Microsoft’s statement emphasized developing high-performance talent and taking action when employees were not performing, rather than naming Copilot usage as a termination test. At the end of June 2024, Microsoft had about 228,000 employees, the baseline used in coverage of the cuts. Contemporaneous reporting said affected areas included experiences and devices, security, sales and gaming.
Those reductions should not be merged with other workforce actions reported later in January or with the mass layoffs that followed. The public statement did not establish a company-wide rule that workers had to use Copilot or lose their jobs.

The rounds are separate. Adding the figures together as if they were one event can double-count organizational changes and obscures the different stated rationales.

Why Copilot became part of the story
Microsoft 365 Copilot was available for sale, but availability is not the same as broad, productive enterprise use. A customer may need to complete security review, identity configuration, data-governance work, training, workflow redesign and budget approval before employees use the tool regularly.
Paid seats also do not automatically demonstrate return on investment. Companies may purchase licenses for a pilot, restrict access to sensitive data, or discover that generated work requires substantial review. Employees can use embedded AI features without opening a branded Copilot interface, while developers may use GitHub Copilot even if their employer has a limited Microsoft 365 Copilot deployment.
UBS analysts were reported as characterizing Microsoft 365 Copilot rollouts after the November 2024 Ignite event as “slow/underwhelming.” That is analyst interpretation and contemporaneous reporting, not a Microsoft admission that the product had failed. The January 2025 coverage connected the adoption discussion to the layoffs but did not document Copilot usage as a formal dismissal rule.

Was AI use part of performance management?
Available reporting indicated that some Microsoft managers were considering or discussing AI-tool usage as a possible performance-related measure. That is materially different from a universal corporate policy requiring Copilot use.
Questions the public record does not answer
- Whether a measure applied company-wide or only within particular teams.
- Whether managers assessed usage volume, workflow improvement, business outcomes or judgment.
- Whether approved alternatives such as ChatGPT, Claude or internal tools counted.
- How roles were evaluated when Copilot was unavailable, unsuitable or restricted by data policy.
- Whether declining an unreliable tool could affect a review.
Without a Microsoft policy, employee memo or on-record confirmation, it would be inaccurate to say Microsoft fired people for not using Copilot. A low-usage employee might still be highly effective if the tool is irrelevant to the role; a high-usage team might still deliver poor business results.
The financial backdrop: AI costs are rising while headcount is being reshaped
Microsoft’s AI strategy requires data centers, GPUs and other specialized chips, networking, storage, model-training and inference capacity, engineering talent, research and enterprise sales. Its FY2026 third-quarter materials said margins were affected by continuing investment in AI infrastructure, compute, talent and data.

- In Intelligent Cloud, Microsoft said cost of revenue rose 47%, partly because of AI-infrastructure investment and increased GitHub Copilot usage. See Microsoft’s segment disclosure.
- Microsoft said company-wide operating expenses increased 9%, primarily reflecting continued investment in research-and-development compute capacity, AI talent and data. See the consolidated performance release.
- Microsoft reported 19% growth in Microsoft 365 commercial-cloud revenue, with revenue per user helped partly by Microsoft 365 Copilot. See the Productivity and Business Processes results.
Layoffs can lower operating costs or release people and budgets for higher-priority work, but they do not by themselves finance the scale of infrastructure required for modern AI. The more defensible interpretation is portfolio reallocation and margin management, not a simple exchange of one laid-off worker for one Copilot license.
What Microsoft now says about Copilot adoption
In its FY2026 third-quarter earnings call, Microsoft said it had more than 20 million paid Microsoft 365 Copilot seats, with seat additions up 250% year over year. The company also said customers with more than 50,000 seats were increasing sharply, Accenture had more than 740,000 seats, queries per user had risen nearly 20% quarter over quarter, and weekly engagement had reached the same level as Outlook. Microsoft reported that first-party agent monthly active usage had increased sixfold year to date and that it had delivered more than 600 Copilot-related feature updates over the prior year. These are Microsoft-reported figures.

They demonstrate commercial momentum, not independently audited enterprise ROI. The disclosure does not provide renewal rates, profit per seat, post-trial retention, the share of seats used weekly, customer cancellations or whether Copilot replaces labor rather than supplements it.

What “performance-based” can mean during a restructuring
A performance label may describe individual results, but it can also operate within a broader reorganization. Possible effects include:
- Removing genuinely poor performers.
- Raising the threshold for acceptable results.
- Creating openings for hires in higher-priority AI or cloud areas.
- Reducing management layers.
- Signaling urgency around new tools and workflows.
- Giving managers a documented framework when role demand or budgets change.
These are analytical possibilities, not findings about any particular employee. In practice, a job can disappear because the work is deprioritized even when the person’s performance was strong. Sales, support and Xbox reductions also have business-specific explanations that cannot be inferred from Copilot adoption alone.

- Confirmed: Microsoft’s own statements, filings or earnings materials.
- Reported: Named publications citing employees, analysts or sources familiar with plans.
- Inferred: A conclusion drawn from timing, cost disclosures or organizational changes.
- Unverified: Online speculation or an anecdote without corroboration.
The January cuts are confirmed as performance-based and small. Slow early Copilot adoption is reported analyst commentary. A connection between AI investment and later restructuring is a reasonable inference supported by company cost disclosures and reporting. A universal policy firing people for low Copilot usage remains unverified.
What employees and applicants should do
- Document measurable outcomes: revenue, customer results, shipped work, reliability, quality and cost improvements.
- Ask managers which AI tools are approved, what data may be entered and how AI affects role expectations.
- Learn relevant internal tools, but follow security, confidentiality and regulatory rules. Some jobs cannot use certain systems.
- Keep written feedback, project records and performance reviews in accordance with company policy.
- Judge your position by business priority and role demand, not only by whether your title mentions AI.
- Remember that employment rights vary by country, state, contract, collective-bargaining status and immigration situation; obtain local legal advice for a specific dispute.
What the layoffs do—and do not—say about Copilot
The evidence supports a picture of AI-driven organizational transformation and higher productivity expectations. Early deployment was viewed by some analysts as slower than Microsoft wanted, while Microsoft continued increasing spending on infrastructure and later reported accelerating Copilot sales and usage. That combination is compatible with cutting lower-priority work, redesigning sales and support, consolidating management and investing more heavily in AI.
It is not evidence that Copilot failed, nor proof that Microsoft selected every affected employee because of AI usage. The strongest conclusion is narrower: performance-based cuts were one tool for raising the bar, and the larger layoffs were part of a wider reallocation toward AI, cloud infrastructure and strategic growth.
