Microsoft’s own sustainability figures show that total Scope 1, 2 and 3 emissions were 23.4% above the 2020 baseline in its 2025 Environmental Sustainability Report. Microsoft attributes the increase partly to AI and cloud expansion. Scope 3 emissions were still 26% above the baseline in FY24, even as Scope 1 and 2 emissions fell 29.9%. The company remains committed to becoming carbon negative by 2030, but the disclosed trend means that target now depends on reversing value-chain emissions while AI-related construction and electricity demand continue to grow.
What Microsoft’s numbers actually show
The headline is an absolute-emissions increase, not a year-over-year change. Microsoft’s 2025 report compares current emissions with its 2020 baseline and says total Scope 1, 2 and 3 emissions rose 23.4%. Over the same baseline period, energy use rose 168% and revenue rose 71%.

Microsoft CEO Satya Nadella has called climate change “the defining issue of our generation.” The company’s current figures show progress in some operational categories alongside a worsening indirect footprint.
Why AI expansion can increase emissions even with cleaner electricity
More servers mean more electricity
AI training and inference require dense clusters of advanced chips. Building and operating those clusters increases data-center electricity demand, cooling loads and the quantity of hardware that must be manufactured and replaced. Microsoft’s 168% energy-use increase captures the scale of that physical expansion, regardless of how the electricity is accounted for.

Construction and equipment sit largely outside Scope 1 and 2
Emissions from manufacturing servers, chips, networking equipment, construction materials and data-center buildings generally occur in suppliers’ operations. They therefore appear primarily in Scope 3, which helps explain why Microsoft can report a 29.9% Scope 1 and 2 reduction while Scope 3 remains 26% above its baseline.
Intensity is not the same as absolute reduction
Microsoft says the 23.4% total increase was modest compared with its 168% energy growth and 71% revenue growth. That comparison indicates better emissions intensity relative to those growth measures, but it does not establish that the company’s absolute climate impact fell. Atmospheric warming responds to cumulative emissions, so both intensity and total tonnes matter.
Scope 1, Scope 2 and Scope 3 in Microsoft’s case
Scope 1: Microsoft’s direct emissions
Scope 1 covers fuel burned or otherwise emitted directly from Microsoft-controlled facilities and equipment. It is part of the combined Scope 1 and 2 figure that Microsoft says was 29.9% below its 2020 baseline in FY24.

Scope 2: Purchased electricity and energy accounting
Scope 2 covers emissions associated with purchased electricity, heating and cooling. Renewable-energy procurement can lower market-based Scope 2 accounting, but it does not eliminate the electricity physically consumed by a data center or guarantee that every hour of demand is supplied by new carbon-free generation.

Scope 3: The value chain
Scope 3 includes indirect emissions across suppliers, capital goods, construction, fuel- and energy-related activities, transport, employee activity, product use and other value-chain categories. Microsoft’s FY24 Scope 3 result—26% above the 2020 baseline—is why the company says its 2030 goal requires value-chain reductions. Microsoft describes Sustainability Manager as covering Scope 1, Scope 2 and all 15 Scope 3 categories, but software visibility alone does not decarbonize suppliers.
Are renewable-energy purchases offsetting AI emissions?
Microsoft reported more than 19.8 gigawatts of contracted renewable-energy assets across 21 countries in 2023. Those contracts can add clean generation and change reported electricity emissions, especially under market-based accounting. They should not be read as proof that the physical emissions associated with AI data centers disappeared.

- Accounting effect: Renewable-energy attributes can reduce the emissions assigned to purchased electricity in corporate inventories.
- Physical effect: Data centers still draw power from the grids where they operate, and grid carbon intensity varies by location and hour.
- Additionality question: The climate benefit is stronger when procurement supports genuinely new, deliverable clean capacity rather than merely purchasing attributes from existing projects.
- Boundary question: Electricity contracts do not automatically cover emissions from chip manufacturing, construction, logistics or other Scope 3 sources.
The relevant test is therefore not simply how many renewable megawatts Microsoft contracted. It is whether absolute emissions, hourly power demand, grid carbon intensity and supplier emissions decline together.
What carbon-removal contracts can—and cannot—do
Microsoft said it contracted 5,015,019 metric tons of carbon removal for retirement over 15 years in FY23. Removals can help balance residual emissions and support the company’s carbon-negative accounting objective, but they are not the same as preventing emissions from data-center construction or operations.

- A contract can change a net emissions calculation without reducing the gross emissions produced by electricity use or manufacturing.
- Large removal purchases do not resolve a rising Scope 3 trend unless suppliers and infrastructure also become less carbon-intensive.
Microsoft’s operational responses
Microsoft says it is combining carbon-free-electricity procurement with carbon-removal contracts, sustainability-accounting software, AI applications for climate and water resilience, and more efficient data centers and circular-hardware programs.

Its current report page says 92% of decommissioned data-center hardware was reused or recycled in 2024, with more than 3.2 million components reused. That is a meaningful materials and waste measure, but hardware circularity addresses only part of the footprint created by manufacturing, transporting and powering new AI equipment.

The disclosed data do not prove that the 2030 commitment is impossible, but they do not show that Microsoft is currently on a straightforward path to it. Scope 1 and 2 progress is being outweighed by a Scope 3 increase, while AI expansion is adding new facilities, equipment and electricity demand.
Whether the target remains achievable depends on assumptions that Microsoft’s reported percentages do not settle:

- How quickly AI workloads and data-center capacity will grow.
- Whether new facilities can operate on genuinely additional, low-carbon electricity.
- How rapidly the grids serving those facilities reduce their carbon intensity.
- Whether semiconductor, server, building-material and construction suppliers cut emissions at the required scale.
- How much durable carbon removal can be delivered without substituting for direct reductions.
Microsoft’s 2030 goal therefore requires a reversal in value-chain emissions, not merely continued purchases of renewable-energy attributes and removals. Its longer-term commitment is to remove its historical emissions by 2050, which makes cumulative emissions and the credibility of those removals important beyond the 2030 milestone.
How to judge future updates
When Microsoft publishes another sustainability report, readers can separate genuine decarbonization from accounting changes by checking these measures together:
- Absolute Scope 1, 2 and 3 tonnes against the 2020 baseline.
- Scope 3 totals and the categories driving any increase or decrease.
- Total energy use and data-center capacity, not only emissions intensity.
- The location, timing and additionality of contracted clean electricity.
- Carbon-removal volumes actually delivered and retired, plus their permanence terms.
- Supplier and construction emissions, where much of AI’s embodied footprint sits.
That combined view prevents a lower market-based electricity figure from being mistaken for a reduction in the physical emissions associated with Microsoft’s expansion.
