Microsoft’s latest identified Virginia data-center expansion is planned for Mecklenburg County in Southern Virginia, beside its established Boydton campus—not in Ashburn. The proposal covers approximately 490 acres and calls for three one-story data-center buildings, roads, an electrical substation, and a water-storage facility. Microsoft has not publicly disclosed the project’s power capacity, square footage, investment value, or final construction dates.
Where Microsoft is expanding
The proposed campus is in Mecklenburg County near Boydton, south of Highway 58 and east of Panhandle Road, adjacent to Microsoft’s existing AVC17 data-center campus. The location is roughly 230 miles south of Ashburn.
“Not in Ashburn” needs context. Ashburn is in Northern Virginia, primarily Loudoun County, while Boydton is part of a separate Southern Virginia data-center geography. Microsoft continues to operate and develop facilities in both regions; this proposal is not evidence that Microsoft is leaving Ashburn or abandoning Northern Virginia.
What the 2026 proposal includes
- Approximately 490 acres next to the existing Boydton campus
- Three one-story data-center buildings
- Internal or connecting access roads
- An electrical substation
- A water-storage facility
- Two development phases
- An expected approval and construction process of roughly four to five years
These details come from reporting on Microsoft’s application to the U.S. Army Corps of Engineers. A filing is not the same as final approval, construction commencement, or an operating data center. Local land-use decisions, state permits, utility work, environmental review, and building approvals may still be required.

Why Microsoft says it needs more capacity
The supporting application attributes the expansion to growing demand for cloud-platform services, data storage, online operating platforms, remote-work capacity, gaming, and other digitally delivered services. It also says existing data centers in Southern Virginia’s Regional Network Group were reaching design capacity faster than anticipated.
Those are statements in the application, not an independently verified forecast. The filing does not publicly establish whether the new buildings will be dedicated to artificial-intelligence workloads, conventional cloud services, government workloads, or a combination.
Boydton’s expansion has been under way for years
Microsoft announced its original Boydton project in 2010, with an initial investment reported at nearly $500 million. Virginia’s economic-development agency says the Mecklenburg operation expanded in 2011, 2013, 2014, 2015, 2016, and 2019.

That history makes the 2026 proposal another stage in a long-running Southern Virginia buildout rather than a one-time decision to bypass Northern Virginia. According to the Virginia Economic Development Partnership, the historical Mecklenburg projects represented more than 350 combined jobs. That figure should not be confused with Microsoft’s current county-level employment.
Why build near Boydton instead of adding only in Ashburn?
The proposal’s proximity to an existing campus gives Microsoft an established operating base and nearby data-center infrastructure. The availability of a large adjoining site may also allow a more planned expansion than adding isolated buildings in a dense Northern Virginia market.
Southern Virginia can offer a different land and development environment from Loudoun County, while the existing campus provides experience, regional connectivity, and a workforce base. These are reasonable site-selection considerations, but the available sources do not identify every factor Microsoft used.

A distributed Virginia footprint may also provide geographic diversity between facilities. That could be useful for resilience, although Microsoft has not stated that this specific project is a disaster-recovery site.
What remains unknown
The 490-acre figure does not reveal how much land will ultimately be developed or how large the server halls will be. No public figure was identified in the available reporting for:

- IT or utility power capacity in megawatts
- Total building square footage
- Capital expenditure
- Water demand
- Number of backup generators
- Cooling technology, including whether liquid cooling will be used
- Permanent employment at the new campus
- Construction start or completion dates
- The specific Azure services or workloads to be hosted there
It would be misleading to estimate capacity from acreage or the number of buildings alone.

Infrastructure and environmental questions
The planned substation signals that electricity supply will be central to the project. The water-storage facility makes water management another important issue. Future public reviews may address transmission needs, water use, cooling systems, backup-generation air permits, stormwater, wetlands, traffic, construction noise, and environmental mitigation.
Virginia’s Department of Environmental Quality maintains an issued-air-permit list that includes Microsoft facilities in Loudoun County and the Northern Virginia area. Those listings demonstrate Microsoft’s broader footprint, but they do not prove that the Mecklenburg proposal has received equivalent permits.

Microsoft’s 2025 Virginia fact sheet says its Virginia data-center facilities employed approximately 1,180 people as of 2025. That is a statewide Microsoft figure, not a headcount for Mecklenburg County or the proposed campus. Microsoft’s Virginia cloud geography includes Azure East, Azure East 2, U.S. DoD East, and U.S. Gov Virginia, but the available reporting does not assign every Virginia building to one named region.

Microsoft has also published updates about its Jacksonville Avenue project in Manassas, where site preparation began in January 2024. Its Northern Virginia community materials identify operations across Fairfax, Prince William, and Loudoun counties.
What it could mean for Virginia communities and cloud customers
For Mecklenburg County, a project of this size could bring construction work, additional tax-base activity, permanent operations jobs, infrastructure investment, and demand for technical training. Microsoft and Virginia’s economic-development agency also highlight broadband, renewable-energy investment, workforce programs, and community partnerships.
The economic effects should be separated from verified outcomes. Historical job figures and company or agency projections are not the same as an independent impact study. Residents may also want clear information about electricity demand, water use, road impacts, noise, construction duration, and environmental protections.
For businesses, the expansion is relevant mainly to decisions about cloud-region selection, latency, compliance, resilience, and hybrid-cloud architecture. It does not establish that Azure prices will fall, that local internet users will see faster service, or that the buildings will be available as retail colocation space. Organizations evaluating Azure should check Microsoft’s current service availability and pricing calculator rather than infer capabilities from the campus proposal.
Bottom line
Microsoft is expanding a distributed Virginia data-center network, not choosing between Virginia and Ashburn. The latest identified proposal is a roughly 490-acre, two-phase campus beside the existing Boydton operation in Mecklenburg County. It includes three planned data-center buildings, a substation, and water storage, but its capacity, cost, environmental details, and final approval status remain undisclosed.
