What the $1 billion announcement covered
On May 22, 2024, G42 announced that it and Microsoft would work with local partners on a broad digital-ecosystem initiative for Kenya. A proposed data-center campus at Olkaria was a central part of the plan, alongside access to Microsoft Azure through a new East Africa Cloud Region. The $1 billion figure applied to the initiative as announced; it should not be read as a disclosed construction cost for the data center alone.
The plan was framed as a hyperscale cloud and AI infrastructure investment. Kenya News Agency described the agreement as a signed letter of intent, with the cloud region expected to become operational within 24 months of definitive agreements. That was a conditional timeline, not a confirmed opening date.
What was planned for Olkaria
The proposed campus was to be located in Olkaria, in Kenya’s geothermal-rich Rift Valley. G42 and Microsoft described a design powered entirely by renewable geothermal energy and incorporating water-conservation technology. Those are features of the proposal; they do not establish that the facility was built, is connected to geothermal supply, or is operating.

The Office of the President of Kenya described the related EcoCloud-G42 plan as a 1GW geothermal-powered data center. Kenya News Agency also reported potential future capacity of up to 1GW. That is a possible eventual scale, not current installed capacity or verified electricity consumption.

Why the project has faced delays
Power availability is the key obstacle identified in the 2026 reporting. Semafor reported that President William Ruto cited inadequate power capacity and that the project was unlikely to proceed as planned. Data Center Dynamics reported that a concept note submitted to Kenya’s National Treasury had not received clearance, and that officials had determined by August 2025 the May 2026 launch date would not be met.

Philip Thigo, Kenya’s Special Tech Envoy, disputed reports that the project had been suspended, while acknowledging that the country’s roughly 3,000MW of installed electricity capacity was not enough to support the facility without expanded generation. This distinction matters: the government clarification indicates the initiative was still being pursued, but it does not confirm a construction schedule or resolve the power constraint.
What “up to 1GW” means for power needs
The up-to-1GW figure describes the proposed facility’s potential future scale. The available reporting does not establish that the campus currently uses 1GW, that it would need that much power at launch, or when any capacity would be added. It is therefore more accurate to describe 1GW as a build-out ambition than as a present demand forecast.

Geothermal generation was part of the energy design, but a renewable source alone would not demonstrate that sufficient electricity could be generated, transmitted to the site, or supplied on the schedule and terms needed. The power-capacity concerns reported in 2026 show why the proposed energy source and the country’s broader capacity constraints are separate questions.

The planned East Africa Cloud Region was intended to provide Azure access from a regional infrastructure footprint. The 2024 announcement did not make that a live service, and the later missed target means readers should not treat the proposed region as operational based on this project’s announcement. The status reports cited here do not establish a replacement launch date.
Other commitments in the announcement
G42’s May 2024 announcement also said Microsoft would continue expanding last-mile wireless internet access to 20 million people in Kenya and 50 million people across East Africa by the end of 2025. Those numbers were announced targets; the available evidence does not verify whether they were achieved.
