Microsoft cut about 1,900 gaming jobs on January 25, 2024—what happened across Xbox, Activision Blizzard and ZeniMax

Microsoft’s January 25, 2024 memo announced about 1,900 cuts—roughly 8.6% of its 22,000-person gaming workforce—across Activision Blizzard, Xbox and ZeniMax/Bethesda operations.

Microsoft announced approximately 1,900 job cuts across Microsoft Gaming on January 25, 2024. Phil Spencer’s internal memo put the gaming workforce at about 22,000 employees, making the reduction roughly 8.6%. Reports indicated that most affected roles were at Activision Blizzard, but Xbox and ZeniMax/Bethesda-related operations were also involved. Microsoft did not publish a complete breakdown by subsidiary, studio, country or job function.

What Microsoft announced

Spencer’s memo said the reductions would take place during the week of January 25, although public reporting did not establish that every affected employee left on the same day. The approximately 1,900 roles represented about 8.6% of Microsoft Gaming’s approximate 22,000-person workforce, not 8.6% of Activision Blizzard alone. The total and denominator came from the internal communication reported by outlets including The Associated Press and The Guardian.

The figure was approximate. Microsoft did not release a public subsidiary-by-subsidiary allocation, so the number of cuts at any individual company or studio cannot be stated with precision.

Which Microsoft gaming businesses were affected?

Headlines often shortened the story to “Xbox and Activision Blizzard,” but reports also identified ZeniMax Media, Microsoft’s parent group for Bethesda and related studios.

Business or label What the public reporting established
Activision Blizzard Most of the reductions were expected to occur here, according to contemporary reporting, but Microsoft did not publish a complete count. See The Guardian and Reuters’ account via Investing.com.
Xbox Reports included Xbox’s broader gaming organization, not necessarily only the console hardware business or Xbox Game Studios. “Xbox” is therefore an umbrella term in many headlines.
ZeniMax/Bethesda Gaming outlets reported that Bethesda-related and other ZeniMax teams were also affected. See Game Informer and Pure Xbox.

That scope is why “1,900 Activision Blizzard layoffs” is inaccurate: the confirmed figure covered Microsoft Gaming as a whole.

Microsoft’s stated reason for the restructuring

Spencer described the changes as an effort to create a sustainable cost structure, reduce areas of overlap, remove management layers and concentrate resources on strategic growth opportunities. The wording is Microsoft’s stated organizational rationale, reproduced in coverage such as AP and Windows Central.

Those comments do not establish that Microsoft Gaming was unprofitable or in financial distress. They describe a management decision about costs, structure and priorities. The public memo also did not quantify how many positions were removed because of duplicated functions, management layers or other factors.

How the layoffs fit the Activision Blizzard acquisition

Date Event
January 18, 2022 Microsoft announced its proposed acquisition of Activision Blizzard. The Federal Trade Commission described the transaction at approximately $69 billion.
October 13, 2023 Microsoft completed the acquisition, as reflected in its employee communication: Microsoft’s completion memo.
January 25, 2024 Microsoft announced the approximately 1,900 gaming-role reductions, just over three months after closing.

The timing makes post-acquisition integration a reasonable focus of analysis. Combining large companies can create duplicated corporate, publishing, marketing, support and administrative functions, and Spencer’s memo referred to “areas of overlap.” However, Microsoft did not say that the acquisition caused every one of the 1,900 cuts, and the public record does not identify how many redundancies resulted specifically from the transaction.

The FTC challenged the deal over alleged effects on console, subscription and cloud-gaming competition. Those were the agency’s allegations, not a finding that the layoffs resulted from an antitrust violation. Blizzard changes announced in the same period

Several Blizzard developments occurred alongside the layoffs, but they should not be treated as additional entries in the confirmed 1,900-role total unless separately documented.

  • Leadership: Blizzard president Mike Ybarra left Microsoft, and Microsoft said a new president would be named. Contemporary reporting included UPI.
  • Project cancellation: Blizzard canceled its unannounced survival game, widely reported under the codename Odyssey. Ars Technica covered the cancellation and its timing.

A leadership departure or canceled project is not automatically a layoff, and the canceled game was never a released title.

What support did affected employees receive?

Spencer said Microsoft would support employees through the transition, including severance benefits informed by local employment laws. The memo did not set one universal package for every worker. Eligibility, notice periods and severance can differ by country, subsidiary, contract and employment status, so identical payments should not be assumed.

The wider video-game layoff cycle

The announcement came during a broad contraction after the industry’s pandemic-era expansion. Microsoft had separately announced plans in January 2023 to eliminate approximately 10,000 jobs companywide. That earlier figure should not be added to the 1,900 gaming cuts as though it were one event; it covered the wider Microsoft workforce and was announced a year earlier. AP’s overview provides the relevant context at this report.

Other major game companies also announced reductions around early 2024, but those companies’ explanations and workforce denominators were different. Comparisons can show the scale of the industry downturn, not prove that Microsoft used the same rationale as its competitors.

What remains unknown

  • The exact split of the 1,900 roles among Activision Blizzard, Xbox and ZeniMax/Bethesda.
  • Which studios, countries and job functions bore the largest reductions.
  • The total severance and restructuring cost.
  • How much of the reduction reflected post-acquisition integration versus broader cost controls or changes in strategy.
  • The long-term effect on development schedules and staffing at individual studios.
  • Whether later local reductions, contractors or temporary workers were included in the January estimate.
