The key is to match the loan to the purpose, then compare an FSA direct loan with a lender-originated FSA-guaranteed loan. A guarantee helps manage a lender’s eligible risk; it does not erase your debt or ensure approval.
Start with what the money will pay for
FSA programs distinguish between financing to acquire or improve a farm and financing to operate one. The eligible uses and conditions depend on the specific program, so confirm that your intended expenses fit before applying.
Farm ownership financing
Farm ownership loans can support eligible farmland purchases, buildings and improvements, and certain refinancing. They are designed for ownership goals rather than routine production expenses. See FSA’s Farm Loan Programs and its Guaranteed Farm Loans guidance for program details.
Farm operating financing
Operating loans can cover eligible costs such as livestock, equipment, feed, seed, fuel and supplies, as well as other qualifying farm operating expenses. FSA’s Farm Operating Loans page describes the program and the financial and production information applicants are asked to provide.

Choose between an FSA direct loan and a guaranteed loan
The practical difference is who makes and services the loan. With a direct loan, FSA lends to and services the borrower. With a guaranteed loan, a conventional lender makes and services the loan, while FSA guarantees an eligible portion of the lender’s risk under program rules. In either case, you remain responsible for repaying the debt.

FSA describes the goal of its farm loan programs as helping farmers and ranchers obtain commercial credit. A guarantee is not debt cancellation, a promise of approval, or a substitute for meeting the program and lender requirements. The lender and FSA assess the request under their applicable rules. Read FSA’s guaranteed-loan guidance and ask each prospective lender how a guarantee would affect the terms it offers.

Consider beginning-farmer and joint-financing options
FSA offers direct and guaranteed lending programs for beginning farmers, and targets a portion of its lending to beginning farmers. If your goal is to buy a farm, its down-payment loan program may allow FSA financing to be combined with outside financing for the rest of the purchase price. Depending on the arrangement, that financing may come from a commercial or private lender, a cooperative, or the seller. This is a purchase structure, not a general-purpose operating loan. Review FSA’s Beginning Farmers and Ranchers Loans page and ask how the current requirements apply to your proposed transaction.
Check whether a streamlined guaranteed application fits
FSA describes an EZ Guarantee for eligible operating or ownership applications of up to $100,000, with a simplified application process. The dollar figure is the program’s stated application threshold, not a promise that a borrower qualifies for that amount. Loan-purpose rules and other eligibility requirements still apply. Check the current guaranteed-loan guidance and confirm with a participating lender whether your request can use this process.

Prepare a repayment case, not just a loan request
For an operating loan, FSA says applicants provide detailed financial and production information and a comprehensive farm business plan. A lender or local FSA office can confirm the exact forms and supporting documents for the program you are considering. Before that conversation, organize the information that explains why you need the funds and how the farm can repay them.
- Current finances: Assemble up-to-date balance-sheet and cash-flow information, along with records that support the figures.
- Production assumptions: Document expected production and the assumptions behind projected income and costs.
- Use and timing: Specify the expense or purchase, how much you are requesting, and when the funds are needed.
- Repayment sources: Explain what income or other cash flow will repay the loan and when it is expected.
- Collateral and terms: Ask what security may be required, how repayment is scheduled, and what fees or other terms apply.
A ledger or accounting book can help you organize records, but FSA does not require a particular book or format based on its operating-loan guidance. Treat it as an optional recordkeeping aid, not an application requirement.

Compare current terms and availability before deciding
Rates and program funds change, and a historical rate announcement is not a current quote. FSA reported direct farm operating loans at 5.125% and direct farm ownership loans at 6.000%, effective July 1, 2026. Those are July figures, not October 2026 rates; FSA says participating lenders set rates for guaranteed loans. For current terms, ask FSA and lenders directly about rates, fees, repayment schedules, collateral or security, guarantee conditions, and funding availability. FSA posts farm loan interest rates and a funding page; funding figures on that page are date-specific snapshots, not assurances of funds still available when you apply.
As context rather than a timing promise, USDA’s September 3, 2026 announcement said the Application Fast Track pilot became permanent for qualifying low-risk direct-loan applicants. USDA reported that, during the pilot, an average of 23% of direct-loan customers qualified and processing took approximately eight calendar days less on average. These agency-reported pilot results do not predict whether an individual applicant qualifies or how long a particular application will take. See the USDA announcement for details.

Make the first conversations specific
- Write down the financing goal. Separate a land purchase or improvement from operating expenses, and list the amount, intended use, and timing.
- Contact the right starting points. For a direct loan, contact FSA about the relevant program. For a guaranteed loan, approach a conventional lender and ask whether it participates in FSA’s program and will consider a guarantee for your request.
- Bring your repayment information. Have financial and production records and a farm business plan ready, then ask what additional documents the office or lender needs.
- Compare actual offers. Evaluate the rate, fees, repayment schedule, collateral requirements, guarantee conditions, and available funds—not only whether the request might qualify.
- Confirm the current rules. Program details, limits, rates, and availability can change. Verify them with FSA and the lender handling your application before relying on a figure or timeline.
