The filing uses the message to support a broader claim that Meta prioritized growth and strategic projects over youth safety. Meta disputes that interpretation, and the public filing is not a judicial finding that Zuckerberg ranked the metaverse above child safety.
What the alleged message actually says
The exact wording reproduced by plaintiffs is narrower than the headline paraphrase. The filing says the text was sent by Zuckerberg in 2021 and cites Exhibit 664 at page 2509.

That language says child safety was not Zuckerberg’s “personal main focus” and identifies building the metaverse as one of several other areas receiving his attention. It does not expressly say that child safety was unimportant, that the metaverse had a formal priority ranking above safety, or that safety work should stop. “Less important than building the metaverse” is therefore an interpretive headline, not a verbatim quotation.
The public brief attributes the message to Zuckerberg and a discovery exhibit, but the material available in the filing does not independently establish the complete message thread, its recipients, or all surrounding context.

Where the allegation came from
The quotation appears in plaintiffs’ Omnibus Opposition to Defendants’ Motions for Summary Judgment in In re: Social Media Adolescent Addiction/Personal Injury Products Liability Litigation, case no. 4:22-md-03047-YGR, in the U.S. District Court for the Northern District of California. The 235-page document was filed on November 21, 2025, as Document 2480.
The multidistrict litigation includes claims involving Meta, TikTok, Google/YouTube and Snap. Plaintiffs—among them school districts and other parties—argue that social-media companies harmed young users and concealed or minimized evidence about those risks. The Zuckerberg message concerns Meta and is presented as evidence supporting plaintiffs’ arguments against summary judgment.

How Nick Clegg’s funding requests fit in
The filing places the alleged text in a wider account of Meta’s 2021 well-being discussions:
- On August 27, 2021, Nick Clegg allegedly sent Zuckerberg a proposal seeking additional investment in company-wide well-being work, which plaintiffs say was understaffed and fragmented.
- The filing says Clegg later submitted a scaled-back funding proposal in November 2021.
- Plaintiffs allege that no additional headcount followed and characterize Zuckerberg’s response as silence.
Those events are part of plaintiffs’ interpretation of the company’s priorities. The available filing does not establish that Zuckerberg explicitly rejected Clegg’s request by telling him to choose the metaverse over child safety, or that the quoted sentence was a direct response to the funding proposal.

What plaintiffs allege about Meta more broadly
Plaintiffs use the message alongside internal documents, former-employee accounts and other exhibits to argue that Meta’s safety efforts were constrained by growth and engagement goals. Their allegations include:
- Safety and well-being teams were allegedly underfunded or insufficiently staffed.
- Product and policy decisions allegedly favored teen engagement and growth even when proposed changes could reduce usage.
- Meta allegedly delayed or resisted measures addressing harmful experiences reported by young users.
- Plaintiffs cite allegations involving under-13 users, harmful content, child sexual exploitation material and weaknesses in reporting or enforcement systems.
These are claims made in an adversarial filing. The Zuckerberg text does not, by itself, prove each allegation or establish that every product decision was driven by the metaverse project.

Meta’s response
Meta has disputed the plaintiffs’ characterization of its conduct. In reporting on the filing, the company said the allegations relied on “cherry-picked quotes and misinformed opinions,” misrepresented its youth-safety efforts and overlooked the effectiveness of its teen-safety measures. Meta also said its policy was to remove accounts once they were flagged for sex trafficking. See the contemporaneous Reuters report published by Inc.
Because the underlying discovery record is not all publicly available, readers cannot independently assess every document or quotation cited by plaintiffs from the public brief alone.
What is established—and what is not
Established by the public record
- A plaintiffs’ brief filed November 21, 2025, contains the quoted statement.

What happens next
The dispute remains part of continuing litigation. Plaintiffs’ counsel maintains an evidence library listing 2026 filings and discovery materials, and a related member case, Irving Independent School District v. Meta Platforms, was opened in the Northern District of California on January 26, 2026, according to its docket entry. Those developments do not by themselves resolve the authenticity, meaning or legal significance of the alleged text.
The Bottom Line
The allegation is grounded in a real, specifically cited court filing, but its headline shorthand goes beyond the exact wording. The most supportable account is that plaintiffs say Zuckerberg acknowledged child safety was not his chief personal focus while he concentrated on several other priorities, including building the metaverse; Meta contests the interpretation and the broader claims remain unresolved.
