Lumen Technologies’ “Relentless” Digital Pivot: What Its CEO Means—and What the Numbers Show

Lumen’s digital strategy is clearer after the AT&T fiber sale, NaaS growth, nearly $13 billion in reported PCF deals and the Alkira acquisition. The key question is whether those commitments become recurring, profitable growth.

When Lumen CEO Kate Johnson said in October 2025 that the company would “relentlessly pursue” a digital future, she was describing a business-model reset—not a claim that the transformation was finished. Lumen is shifting capital, engineering and sales attention from declining legacy telecom toward programmable enterprise networking, private high-capacity connections and infrastructure for cloud and AI workloads.

Since that statement, Lumen has completed the $5.75 billion sale of its consumer fiber-to-the-home business to AT&T, reported more than 2,000 Network-as-a-Service (NaaS) customers, disclosed nearly $13 billion in Private Connectivity Fabric (PCF) deals and completed its Alkira acquisition. Those milestones make the strategy more concrete. They do not, by themselves, prove sustained revenue growth, profitability or free-cash-flow improvement.

What “relentlessly pursue a digital future” means

Lumen’s phrase refers to moving away from analog, voice, copper and other legacy services while making connectivity operate more like software. The intended customer experience is to order, activate, change and monitor network capacity through digital tools and application programming interfaces (APIs), rather than relying on lengthy, manual telecom provisioning.

Management’s focus areas include:

  • Network-as-a-Service and Internet On-Demand;
  • Private Connectivity Fabric for high-capacity enterprise and AI connections;
  • Cloud on-ramps, edge infrastructure, security and managed services;
  • Multi-cloud networking and observability; and
  • Partner-delivered capabilities for AI infrastructure and network operations.

CRN’s account of the October 2025 earnings discussion described this as “demoting” analog offerings while investing more heavily in growth businesses. CRN’s report is useful context, but Lumen’s subsequent milestones provide a more current picture.

Why Lumen is changing its business mix

Lumen still carries revenue from services whose demand is declining. Its newer enterprise products must grow rapidly enough to offset that erosion. The strategy is therefore broader than selling faster circuits: Lumen wants to orchestrate connections among offices, data centers, clouds, edge sites and AI clusters as a managed digital service.

The AT&T fiber transaction

On February 2, 2026, Lumen completed the $5.75 billion sale of substantially all of its consumer fiber-to-the-home business in 11 states to AT&T. The transaction covered more than 1 million fiber customers and more than 4 million enabled fiber locations, according to Lumen’s announcement.

The sale was a portfolio-concentration and balance-sheet decision, not an exit from all fiber or broadband. Lumen retained enterprise-oriented infrastructure and other services. Proceeds were intended to support debt reduction and network modernization, while leaving the company more dependent on enterprise and public-sector demand.

What Lumen NaaS does

Network-as-a-Service treats connectivity more like a cloud resource than a fixed circuit. A customer can order capacity, connect locations or clouds, adjust service and monitor performance through software and APIs. The value proposition is faster provisioning, flexibility, visibility and less operational work for distributed enterprises.

NaaS is particularly relevant when traffic patterns change quickly—for example, when a company adds sites, moves applications among clouds or connects AI compute and storage in different locations. It does not eliminate physical circuits, data centers, local access providers or network operations; it adds a software control layer over those resources.

Lumen said NaaS exceeded 1,000 customers in August 2025 and more than 2,000 by February 24, 2026. The later figure is reported by Lumen in this release; the earlier milestone appears in the August announcement. Customer count alone does not show revenue per customer, usage, churn or margins.

What Private Connectivity Fabric is designed to provide

Private Connectivity Fabric is Lumen’s high-capacity networking proposition for large enterprises, hyperscalers and AI infrastructure. It is intended to provide private connections among data centers, cloud environments and major computing sites, with predictable performance, high capacity and lower latency than a best-effort public path.

That matters because AI systems can move enormous datasets among geographically distributed compute and storage resources. A network bottleneck can leave expensive GPU capacity waiting for data. Lumen’s role is to carry and manage that traffic; it is not an AI-model or GPU manufacturer.

At the October 2025 earnings call, Lumen reported more than $10 billion in PCF deals and said it expected those signed commitments to produce approximately $400 million to $500 million of recurring revenue by the time it exits 2028, based on its build schedule and existing contracts. The estimate appears in the earnings-call transcript. By its February 2026 Investor Day, Lumen reported nearly $13 billion in PCF deals (Investor Day release).

Deal value is not the same as recognized revenue, cash collected or profit. The commitments may require substantial network construction and are realized over time.

The Connected Ecosystem and Alkira

Lumen’s Connected Ecosystem is the commercial and technical layer around its network. The objective is for customers to purchase, provision and manage Lumen and partner capabilities in a way that resembles cloud procurement.

Named partners include Palantir, Meter, Commvault, QTS, Digital Realty and HPE. Their roles can include cloud and data-center connectivity, security, AI infrastructure, network management, observability and edge computing. Partnership announcements should not be treated as proof of deployed, revenue-generating customer solutions.

Lumen completed its acquisition of Alkira on July 7, 2026. Alkira adds a cloud-native, on-demand networking control plane for connecting clouds, sites, partners and workloads. In strategic terms, Alkira contributes software orchestration while Lumen contributes physical network infrastructure and carrier reach. The acquisition does not make Lumen an AI software company.

How AI fits Lumen’s strategy

Lumen describes itself as an enterprise-focused technology-infrastructure provider and a “trusted network for AI.” In practical terms, that means:

  • moving data among AI clusters, clouds, data centers and enterprise sites;
  • providing high-capacity, low-latency fiber;
  • allowing programmable changes as workloads move;
  • supporting edge AI, where processing occurs near the data source; and
  • combining connectivity with security and network-management services.

Its 2026 strategy identifies three building blocks: physical-network expansion, a digital services platform and a partner ecosystem. Whether those components create a durable advantage depends on deployment quality, pricing, reliability and customer outcomes—not on the “AI” label alone.

What the original Q3 2025 numbers showed

The October 2025 discussion occurred while Lumen’s legacy base was still contracting. Lumen’s official filing reported:

Sources are Lumen’s Q3 earnings release and CRN’s report. Management said the quarter exceeded expectations for revenue, adjusted EBITDA and free cash flow, but those adjusted measures do not erase the significant GAAP loss. Lumen also said its “Grow” category—services such as security, cloud, SASE, unified communications and collaboration—represented roughly half of North American enterprise revenue in management’s presentation.

The CRN article contains an apparent wording inconsistency about some segment comparisons, including a reference to “the first quarter” while discussing Q3. The official release and tables are the appropriate source for the reported figures.

Milestones since Johnson’s statement

What would make the transformation credible?

Revenue replacement

New digital and AI-networking services must offset continuing declines in legacy telecom. Customer announcements are not a substitute for reported year-over-year growth.

Conversion of contracts into recurring economics

Investors should track how much PCF deal value becomes recognized recurring revenue, when it starts, the capital required and the resulting margins.

Quality of NaaS adoption

Beyond customer count, useful indicators include revenue per customer, ports or sites per customer, usage growth, churn and gross margin.

Capital and balance-sheet discipline

Fiber and data-center connections require capital. Debt reduction and lower interest expense can create investment capacity, but neither proves that the new model is profitable.

Operational proof

A cloud-like buying experience matters only if provisioning is genuinely faster and reliable. Buyers should request deployment-time data, service-level commitments, outage procedures and performance reporting.

Risks and trade-offs

  • Legacy cash flow versus investment: shrinking services may still fund operations; retiring them too quickly could remove cash before replacements scale.
  • Physical assets versus software competition: fiber is difficult to replicate, but software orchestration faces cloud providers and specialist networking companies.
  • Enterprise concentration: after the consumer-fiber sale, Lumen is more exposed to enterprise and public-sector sales cycles and budgets.
  • AI-cycle risk: hyperscaler construction and AI spending can be cyclical, while PCF commitments may take years to build.
  • Partner complexity: partners broaden the offering but can create channel conflict and divide customer economics.
  • Off-net dependency: Internet On-Demand and other broad-reach services may rely on third-party access, introducing variation in performance and fault resolution.

Lumen also competes with AT&T, Verizon, Comcast Business, Zayo and other carriers; cloud providers’ networking services; managed-service providers; SD-WAN and SASE specialists; and interconnection companies such as Equinix, Digital Realty and Megaport. Lumen’s claimed differentiation is the combination of owned network infrastructure, programmable services and an AI-networking focus. That claim still requires customer and financial evidence.

What enterprise buyers should verify

  • Whether owned-fiber performance or broad third-party reach is more important.
  • How many clouds, data centers and sites must be connected.
  • Whether self-service provisioning and APIs are operational requirements.
  • Required latency, jitter, throughput, redundancy and security controls.
  • Who owns troubleshooting when off-net access is involved.
  • Whether pricing is based on committed capacity, usage, sites, ports or managed services.
  • Actual deployment times, service-level agreements and escalation procedures.
  • How the provider will demonstrate improved application performance rather than simply adding capacity.

Enterprise pricing for Lumen NaaS, PCF, Alkira, Meter, HPE and the cited data-center alternatives was not publicly standardized in the available material as of August 16, 2026; quotes generally depend on geography, bandwidth, access, term, redundancy and service levels.
