Louis Rossmann launched the FULU Foundation USA in 2025 to broaden right-to-repair advocacy into a larger question: what control should a buyer retain after purchasing a product? FULU says it will pursue reform of Section 1201 of the Digital Millennium Copyright Act (DMCA), document anti-ownership practices, and fund technical work on devices constrained by software, servers, subscriptions or digital locks. The launch does not itself create a new nationwide legal right to bypass device protections or make donations tax-deductible.
The initiative was reported on June 9, 2025, in WinBuzzer. FULU’s current first-party description is at Rossmann Group.
What FULU Foundation USA is
FULU describes itself as a nonprofit advocacy organization founded by Rossmann. Its central argument is operational rather than a new legal doctrine: buying a product should provide meaningful ability to use, repair, modify and keep using it.
That can include continued operation after a cloud service closes, access to replacement parts and documentation, freedom from unnecessary subscriptions, data recovery after component failure, and the ability to transfer or resell a device without losing core functionality. “Consumer product ownership” is therefore an advocacy framework, not an automatic change to property law.

Why this goes beyond conventional right to repair
Traditional campaigns generally seek access to parts, tools, manuals, schematics, diagnostic software and independent repair providers, plus protection against warranty retaliation. The Repair Association’s principles describe that model.
FULU adds barriers created by modern software control:
- Products that stop working when vendor servers shut down.
- Features removed through updates or corporate decisions.
- Consumables authenticated through proprietary DRM.
- Serialized or paired parts that reject compatible replacements.
- Mandatory accounts or subscriptions for core functions.
- Digital locks that prevent lawful maintenance or modification.
Section 1201 and the legal fight
Section 1201 generally restricts circumventing technological protection measures. A lock may control access to firmware or software even when a person owns the hardware and is not trying to copy a creative work.

FULU identifies Section 1201 reform as its principal political objective. Reform would not abolish copyright or authorize unrestricted copying. The legal result depends on statutory language, regulatory exemptions and the facts of each case. A bypass that is defensible for repair may still be unlawful if used to copy or redistribute software.

FULU says consumerrights.wiki is its main public database. Entries record the affected product, the vendor action, dates and supporting sources. Named categories include bricked devices, revoked features, DRM-locked consumables, subscription restrictions and products dependent on vendor infrastructure.

The wiki moved from a Rossmann Repair Group subdomain to its own domain after FULU was established. It is an advocacy and research repository, not a regulator or court. Readers should check company documentation, terms, dated service notices, independent technical evidence and any relevant legal record alongside an entry.
Repair Bounty Program
FULU says it funds developers and researchers working to unlock or reverse-engineer restricted hardware. Named targets include a Google Nest thermostat, Molekule air purifier and Xbox Series X optical drive. Rossmann’s profile lists a $30,000-plus pool for the Xbox project; that figure is a statement on his site, not an independently audited result.

A successful bounty can demonstrate how a lock blocks continued use, give lawmakers a concrete case and preserve abandoned products. It may not produce a safe, durable consumer repair. Encryption, signed firmware, cloud authentication, missing keys, calibration and jurisdiction-specific laws can remain obstacles.

FULU’s page says it is legally separate from Rossmann Repair Group, and that the shop neither pays the nonprofit nor receives payment from it. Those are first-party representations. The reviewed sources do not establish FULU’s IRS classification, board, budget, audited finances or complete corporate filing history, so readers should not assume 501(c)(3) status or tax-deductible donations.
The earlier Repair Preservation Group FAQs list EIN 85-2857868 for a 501(c)(3) and 86-2888288 for a 501(c)(4). Its 501(c)(3) page says the IRS revoked that status on August 14, 2023, while filing issues were being resolved; the 501(c)(4) page describes lobbying. These entities should not be merged with FULU. What “ownership” means in practice
Before buying a connected or software-controlled product, ask:

- Are manuals, schematics, diagnostics and parts available?
- Are replacement components generic, serialized or software-paired?
- Can you install updates, older firmware or lawful third-party software?
- Is a subscription required for core functions?
- Can data be recovered after a controller or main-board failure?
- Can the device be transferred or resold without vendor approval?
- Has the manufacturer published a support period and shutdown process?
- Which repairs require qualified technicians for safety reasons?
- Do parts, tools, shipping and labor make repair economical?
The strongest objections—and possible safeguards
Manufacturers and critics raise legitimate concerns about fire, electrical and mechanical safety; privacy and cybersecurity; unauthorized copying or cloning; product liability; counterfeit parts; trade-secret disclosure; and dual-use publication of bypass methods.
Those concerns do not necessarily defeat repair access. Manuals are not source code, and repair rights need not include permission to copy proprietary software. Legislation could limit access to safety-critical systems, protect security research, require qualified service for high-risk equipment and distinguish maintenance from redistribution. A product can also be physically repairable yet impossible to restore when authorization remains server-side.
What changes for consumers now?
FULU’s launch is an advocacy program, not a federal legal change. It does not give consumers an unrestricted right to defeat every lock, guarantee support for every device or require manufacturers to provide free repairs. Its practical influence will depend on documented technical demonstrations, credible sourcing, legislative proposals, manufacturer responses and whether workarounds become lawful and repeatable repair methods.
