Kevin O’Leary’s 15-Gigawatt AI Data-Center Plan Spans Utah and Alberta—Here’s What’s Actually Announced

Wonder Valley is a proposed two-campus AI-infrastructure project in Utah and Alberta—not an operating 15-GW data-center network. Here are the locations, timeline, power strategy, financing questions and milestones to watch.

Short answer: Kevin O’Leary’s Wonder Valley is a real, announced AI-infrastructure development, but it is not an operating 15-gigawatt data-center network. O’Leary Digital describes two proposed campuses—one in Utah and one in Alberta—with a combined initial power plan of 15 gigawatts. Both remain dependent on permitting, power infrastructure, financing, customers and phased construction.

What Wonder Valley is

Wonder Valley is being marketed as an integrated “powered-compute” platform rather than a single server building. The concept combines AI and hyperscale data-center halls with generation, substations, cooling and water systems, fiber connectivity and expansion land.

O’Leary Digital’s master-plan material describes each campus as a 7.5-gigawatt development. It also illustrates a typical 500-megawatt cluster containing 55 individual 100-megawatt data centers. The February 17, 2026 announcement says approximately 26,000 acres are under development across both jurisdictions. Alberta descriptions have also used roughly 7,000 or 8,000 acres, which may refer to a core campus, acquired land or a broader development area rather than the same footprint. The figures should not be treated as interchangeable.

What “15 gigawatts” actually means

A gigawatt is one billion watts. The announced 15 GW is the company’s combined initial power-capacity plan—7.5 GW for each proposed campus—not 15 GW of installed GPU equipment or electricity currently available to tenants.

  • Generation capacity is not the same as usable data-center IT load.
  • A master plan can be built in phases over many years.
  • Deliverable capacity depends on generation, fuel or grid interconnection, substations, transmission, cooling, redundancy and tenant construction.
  • “Powered compute” generally describes a site designed around secured or planned energy infrastructure, not an operating workload.

For perspective, a 7.5-GW campus would be extraordinarily large compared with a typical individual data center. The final IT capacity could be materially lower than the headline power figure after cooling, electrical losses, backup systems and other infrastructure are accounted for.

What has happened so far

December 2024: Alberta concept announced

O’Leary Ventures and the Municipal District of Greenview announced an Alberta concept and a letter of intent involving land in the Greenview Industrial Gateway. The proposal was promoted as an AI data-center industrial park that could reach approximately 7.5 GW over time. The original announcement is available through PR Newswire.

February 17, 2026: Utah joint venture and combined plan

O’Leary Digital announced the West GenCo joint venture for Utah, said Alberta permitting was underway, and presented the combined 15-GW and approximately 26,000-acre development plan.

March 5, 2026: Utah power questions highlighted

TechRepublic reported that Alberta’s energy concept was more defined publicly, while Utah’s proposed generation and delivery strategy remained less specific.

April–May 2026: projections continued

Company materials described a phased Alberta buildout, a possible lifetime investment exceeding $70 billion and a target of beginning to light up data centers around mid-2028. Those are project projections, not independently verified delivery dates.

Why power is the central business test

AI facilities need dense GPU or accelerator clusters, high-capacity electrical feeds, advanced networking and specialized cooling. Land is only useful if a developer can also secure:

  • Fuel supply or a viable grid interconnection;
  • Generation plants, substations and transmission or distribution equipment;
  • Water or low-water cooling systems;
  • Fiber capacity and physical redundancy;
  • Environmental and construction approvals; and
  • Customers willing to reserve and pay for capacity.

Alberta’s proposed strategy

Project materials emphasize Alberta’s natural-gas, pipeline, water and fiber access. O’Leary Ventures has also described an off-grid or self-powered model, potentially using natural gas and geothermal resources, plus a carbon-capture-ready design. These are stated development features, not proof that generation has been built, financed or permitted. “Carbon-capture-ready” does not mean carbon-neutral or zero-emission.

Utah’s unresolved generation details

The Utah announcement references access to major interstate natural-gas infrastructure, but public materials provide less detail about the exact generation mix, interconnection and delivery schedule. Whether power would come from new gas generation, grid service, renewables, storage or a combination remains an important unanswered question.

The $70 billion question

O’Leary Digital has described the Alberta project as potentially representing more than $70 billion in investment over its lifetime. That is a projected buildout estimate supplied in project materials—not $70 billion already raised, spent or committed.

Public announcements identify O’Leary Digital, O’Leary Ventures, West GenCo and local-government relationships, but do not disclose a complete financing package for the full 15-GW plan. Kevin O’Leary’s corporate involvement should not be read as a personal promise to fund the entire figure.

Who would use the campuses?

The stated target market includes hyperscalers, cloud providers, AI companies and enterprise users. No final hyperscale or AI-compute customer is identified in the reviewed project materials.

That matters because a campus of this scale normally needs anchor demand, capacity reservations or long-term contracts before major construction commitments make economic sense. A power plan and land position alone do not produce data-center revenue.

Permitting, water, emissions and community issues

Permits are separate milestones

Land ownership or a letter of intent is not zoning approval, an environmental approval, a utility interconnection, a generation permit, a water right, a building permit or permission to operate. Alberta materials say permitting is underway; the Utah announcement assigns permitting and state coordination to West GenCo. Neither statement means every approval has been granted.

Water and cooling

The company promotes low-water cooling and water-resilience features, and says water is available near the Alberta site. Public materials reviewed here do not provide independently audited water-use figures, secured water rights or a phase-by-phase demand forecast. Key questions include the source, seasonal reliability, drought exposure and whether power generation would add water demand.

Emissions and gas generation

Natural gas can provide dispatchable power but raises questions about carbon dioxide, methane leakage, local air quality, capture equipment and regulatory compliance. A future-ready design is not evidence that capture systems will actually be installed or achieve a particular emissions level.

Land, wildlife and local benefits

Project materials mention wildlife-preservation and migration-corridor protections. Those intentions need to be tested against formal environmental reviews and binding approval conditions. Promised economic benefits should also be separated into temporary construction work, permanent data-center jobs, power-plant employment, indirect jobs, tax revenue and any infrastructure costs borne by utilities or local governments.

How to judge whether Wonder Valley is advancing

The strongest evidence would be measurable milestones rather than larger headline numbers:

  1. Recorded land purchases or finalized site control.
  2. Approved zoning and environmental reviews.
  3. Utility interconnection or generation approvals.
  4. Construction financing and a disclosed capital structure.
  5. Named anchor tenants or signed capacity agreements.
  6. Fuel-supply or power-purchase contracts.
  7. Issued construction permits.
  8. Site preparation, equipment orders and physical construction.
  9. A phased schedule tied to dates and completed work.

Warning signs would include repeated capacity increases without construction, no customers after major announcements, reliance on unapproved power infrastructure, unresolved water reviews, unexplained acreage changes or launch dates that move without a documented reason.

As of August 18, 2026, the public record supports describing it as proposed and developing—not as an operating network, a fully financed buildout or secured 15 GW. Its credibility will turn on permits, generation, water, financing, anchor customers and visible construction progress.
