Huang ranked first overall and Cook fourth; Zuckerberg’s result was positive but far below theirs. These are historical ratings from a survey of verified U.S. professionals on Blind—not current approval figures or a poll of the general public.

The average approval across the 103 CEOs was 32%, according to 9to5Mac’s October 5, 2023 report. That places Zuckerberg above the average, but it does not put him in the same tier as Huang or Cook. The headline’s suggestion that all three “dominated” the ranking overstates their comparable standing.
What Blind’s survey measured
Blind asked respondents whether they approved or disapproved of the way their CEO was handling the job. It was a conventional approval question, not a detailed evaluation of management skill or company performance. The results say nothing directly about pay satisfaction, employee engagement, retention intentions, product quality, ethics, or shareholder returns.
The survey included 13,171 verified professionals in the United States and covered 103 CEOs. Responses were collected in August 2023; Visual Capitalist specifies August 18–23. Blind is an anonymous professional network where users verify employment or professional identity, as described in 9to5Mac’s account.

Why Huang’s and Cook’s scores stood out
Jensen Huang: an exceptional result amid Nvidia’s AI boom
Huang’s 96% was the highest rating in the survey. Nvidia was benefiting from surging demand for computing used in artificial intelligence in 2023, and employees may have connected that business momentum and the company’s rising valuation with Huang’s leadership. Compensation tied to shares and perceptions of job security may also have shaped sentiment. Those are plausible explanations discussed in coverage, not causes established by the survey.
Tim Cook: a strong employee-approval rating
Cook’s 83% placed him fourth overall and among the survey’s highest-rated technology CEOs. It supports the narrower conclusion that respondents gave him strong approval at that time. It does not show that every Apple employee agreed with him, nor can customer satisfaction figures be substituted for this employee-approval measure.

How to read Zuckerberg’s 45%
Zuckerberg’s approval was 38 percentage points below Cook’s and 51 points below Huang’s. It was nevertheless 13 points above the survey-wide average. “Positive but divided” is a better description than “dominant.” The reported results do not establish why Meta received that score, and the figure is not a referendum on public opinion about Facebook, Instagram, or Zuckerberg.
What the ranking cannot prove
- It is not a representative poll of each company’s workforce. Blind respondents were professionals using the platform and willing to take part. The published coverage does not establish how many respondents rated each CEO, the response rate at each company, or the respondents’ job mix, seniority, or employment status.
- The total sample is not each CEO’s sample. The 13,171 responses were spread across 103 CEOs. Without company-level counts, differences cannot be assigned margins of error or assumed to have equal statistical confidence.
- Approval is not a scorecard of leadership outcomes. A rating does not measure business results, workplace culture, ethical conduct, innovation, or long-term performance.
- Context is not causation. The technology industry experienced restructuring and layoffs in 2023, and reporting suggested job-security concerns could affect sentiment. The survey figures alone do not demonstrate that layoffs caused any CEO’s rating.
A 2023 snapshot, not a current ranking
The responses date to August 2023, and the results were reported in October of that year. They should be understood as a snapshot of workplace sentiment during a period of AI-driven growth and technology-sector restructuring—not as 2026 approval ratings. The available reporting does not establish a newer, directly comparable survey.

For a personal-finance reader, the scores may offer context about how professionals viewed company leadership at the time, but they are not a standalone basis for judging a company’s financial prospects or an employer’s current workplace. The underlying measure is narrow, and the company-level respondent counts are not reported.
