Japan’s often-quoted $3.9 billion subsidy for Rapidus is an approximate conversion of a ¥590 billion support package described by the Ministry of Economy, Trade and Industry (METI) on April 2, 2024. The package covers up to ¥536.5 billion for advanced front-end semiconductor processes and up to ¥53.5 billion for a new advanced back-end-process project. Rapidus is pursuing domestic production of 2 nm logic chips, with mass production planned for 2027; that date is a target, not evidence that volume production has begun.
What the ¥590 billion package covers
METI described the ¥590 billion as additional support for two parts of Rapidus’ semiconductor program. The front-end portion concerns the processes used to make chips on a wafer; the back-end portion supports a new advanced back-end-process project, including work relevant to packaging. These are maximum support amounts, not a statement that the entire sum has already been paid out.

Industry coverage commonly rendered the ¥590 billion package as about US$3.9 billion. That dollar figure is approximate; the official package was stated in yen.
Why Japan is funding Rapidus
Japan is seeking to rebuild domestic capability in leading-edge logic-chip manufacturing after losing ground in that part of the semiconductor industry. The Rapidus program combines process research and development, pilot production, advanced packaging, public investment and private-sector capital. Its stated national-policy aim is a domestic source of chips for demanding uses such as artificial intelligence and advanced computing.

This is an industrial-capacity project, not a subsidy for a consumer product. The funding announcements and production plans do not establish that Rapidus chips are already shipping commercially.

The 2027 mass-production date remains a plan. The company’s February 2026 announcement said the funding would support progress from research and development toward mass production by that year. The available announcements do not establish that production at the target scale has started or that commercial shipments have occurred.

How much Japan has invested—and how to read the figures
The ¥590 billion headline is a 2024 maximum support package. It is distinct from the later ¥100 billion IPA investment associated with the 2025 eligibility selection and from IPA’s additional ¥150 billion equity investment announced in June 2026. Rapidus’ ¥267.6 billion February 2026 figure is a combined government-and-private-sector funding announcement and includes the ¥100 billion IPA investment.
These figures describe different dates and funding measures. Adding every headline number together would risk double-counting the ¥100 billion included in the ¥267.6 billion announcement, and would blur the distinction between maximum support and equity investment. They therefore should not be treated as one simple cumulative subsidy total.

What the funding does—and does not—show
The announcements show sustained Japanese public backing for a domestic effort to develop leading-edge logic manufacturing and related back-end capabilities, alongside private-sector financing. They establish policy commitments and company targets, but do not by themselves demonstrate that the manufacturing process has met production requirements, that yields or output volumes have reached commercial levels, or that customers are receiving chips.
