Short answer: No. X did not turn into a globally pay-to-use platform. Elon Musk discussed a broad user fee in September 2023, but the verified rollout was a limited “Not a Bot” test for some new web accounts in New Zealand and the Philippines. X’s current help documentation says free X is not going away, while X Premium remains optional.
Where the “X will soon no longer be free” claim came from
On September 20, 2023, reporting on a conversation involving Elon Musk said X was considering charging users a small recurring fee. The proposed purpose was to make bot and spam networks more expensive to operate: an operator running thousands of accounts could face a charge for each one.
The report did not establish a universal price, a firm launch date, or a finalized policy requiring every X user to subscribe. “Soon” appeared in the headline, but no confirmed worldwide start date was supplied. The idea was a proposal under consideration, not proof that X had decided to make all use paid.
The September 2023 report is the source of the headline readers may still encounter.

What X actually tested: “Not a Bot”
X documented a narrower program called Not a Bot, beginning October 17, 2023. It targeted new accounts created on the web in New Zealand and the Philippines—not all users worldwide.

That means the test separated read access from write access. A participant who declined could still browse the service but could not perform the listed interaction actions. The official Not a Bot description identifies the program as an anti-bot measure.
The accompanying legal terms described Not a Bot as a beta program that X could modify, pause or discontinue. They also treated X Premium as a separate option.

Did X become a paid-only platform?
No. X’s current Premium documentation explicitly says, “Free X isn’t going away.” That does not guarantee identical access for every account forever: X can apply anti-abuse controls, and rules may differ by country, platform, account age and account behavior.

- Free to read: Users can access core content without subscribing, subject to login, location and platform rules.
- Free to participate: This is where restrictions may apply to particular new accounts or markets, as the Not a Bot test demonstrated.
The evidence supports a limited paid-writing experiment, not a universal paywall. It also does not establish that the September 2023 worldwide proposal was formally canceled; it shows that the documented implementation was narrower than the headline suggested.

These subscriptions are not the same as the US$1 Not a Bot test. Not a Bot was an anti-abuse access-control experiment; Premium is a feature and customization subscription. A subscription also does not automatically guarantee a blue checkmark: X says eligibility and additional review requirements apply. Profile changes can affect review status, and all subscriptions remain subject to X’s rules.
For organizations, X’s Premium Business page lists US web starting prices of US$200 per month or US$2,000 per year for Basic, US$1,000 per month or US$10,000 per year for Full Access, and US$50 per month or US$600 per year for an additional Full Access affiliate. X described Not a Bot as an attempt to combat bots and spammers while preserving access through a small annual charge. Economically, US$1 is minor for one legitimate user but could become material when multiplied across thousands of automated accounts. Phone verification adds another barrier.

That logic has possible trade-offs rather than proven results:
- A fee may raise the cost of mass account creation but does not prove that every paying account belongs to a person.
- Operators might use stolen, prepaid or distributed payment methods.
- Legitimate users without convenient payment access could lose posting ability.
- Currency, income and payment-system differences could create regional barriers.
- X would need to handle failed payments, refunds, suspensions and people managing multiple accounts.
X’s published pages describe the purpose of the test, not a verified success rate against bots.

The documented test was aimed at new web accounts in two countries. It did not require established users everywhere to subscribe. A reader’s actual limits may depend on:

- whether the account is new or established;
- where the account was created and used;
- whether signup occurred on the web or in a mobile app;
- whether X’s anti-abuse systems flag the account; and
- which action the user wants to perform.
Do not assume that a US$1 charge applies worldwide, or that paying guarantees continued access. A payment can satisfy a particular access requirement while account enforcement and platform rules still apply.
What should you check before buying Premium?
- Identify the feature you need. Reading, watching videos and following accounts do not by themselves establish a need for Premium. Editing, longer posts, longer uploads, creator tools or higher usage limits may.
- Check the account situation. The Not a Bot test targeted new accounts, so an established account may be in a different position.
- Check country and platform pricing. X says prices and feature availability can differ between web, iOS and Android, and taxes or payment fees may change the total.
- Do not buy solely for a guaranteed checkmark. X describes an eligibility path and review, not an automatic guarantee.
- Review renewal and cancellation terms. Confirm the billing platform, renewal price, refund rules and what happens if payment fails.
