How many jobs would 20% represent?
Intel reported 108,900 employees at the end of 2024, down from 124,800 at the end of 2023. Applying 20% to the 2024 figure produces an estimate of about 21,780 positions. Why Intel was considering more cuts
Bloomberg attributed the proposed restructuring’s immediate rationale to cutting bureaucracy, flattening or streamlining management and restoring an engineering-driven culture. The broader business context was more difficult: Intel had lost semiconductor leadership in important areas, struggled to match competitors in artificial-intelligence computing, endured several years of declining sales and faced pressure to improve its balance sheet and manufacturing execution.
Cost reduction can give a company more financial room and clarify accountability, but it does not by itself repair delayed products, manufacturing problems, weak demand or competitive gaps. A workforce program therefore addresses only part of Intel’s turnaround challenge.
What Lip-Bu Tan’s role meant
Tan had already taken over as CEO in March 2025, so the report concerned the first major restructuring associated with his tenure rather than a plan by an incoming chief executive. His background included leadership at Cadence Design Systems, and he had emphasized rebuilding Intel’s engineering capabilities and improving product and manufacturing execution.

That creates a basic tension: removing layers and duplicative work can help an engineering organization move faster, while broad reductions can also remove experienced technical staff. The public report did not establish that Tan personally ordered a confirmed 20% layoff, nor that engineers would be protected.
What Intel later confirmed—and what it did not
The available material does not show an Intel announcement in April 2025 confirming the precise “more than 20%” figure. Intel’s filings and reports page is the appropriate place to look for formal workforce disclosures.

Could every region and business be affected equally?
No geographic or functional breakdown was provided in Bloomberg’s report. It is therefore not supported to assume that the cuts would fall mainly on middle management, corporate staff, U.S. employees or any other particular group.
Ireland illustrates why the headline was insufficient to predict local effects. The Irish Times reported that Intel employed about 4,900 people in Ireland, mainly at its Leixlip operation, and that Irish officials had not received details of the reported plans. The site’s engineering and manufacturing role may distinguish it from support functions, but the report did not establish that Irish employees—or engineers generally—would be spared.

Potential risks
- Loss of engineering knowledge needed for process technology, products and artificial-intelligence competition.

- Short-term savings that weaken the capabilities required for a durable recovery.
These are analytical trade-offs, not confirmed results. Whether reductions help depends on which work is removed, how critical employees are retained and whether Intel improves products and manufacturing at the same time.

How to read the headline today
The accurate interpretation is that Bloomberg reported a planned, potentially companywide workforce reduction of more than 20% on April 23, 2025, under newly appointed CEO Lip-Bu Tan. It was not, on the evidence available here, an official announcement that Intel had already laid off exactly 20% or more of its employees.
