When that is no longer practical, refurbish and securely sanitize it for another user, donate it when a reliable recipient and support plan exist, and recycle it only when repair or reuse is not economically viable.

HP’s current materials describe a circular model built around longer device life, certified refurbishment, redeployment, donation and responsible recycling.
What “PCFax” means in HP’s used-PC strategy
HP’s stated hierarchy is straightforward: extend a device’s useful life, recover it for reuse, and send it to recycling when repair or reuse no longer makes financial or practical sense. That approach can reduce replacement spending, preserve usable equipment and avoid premature disposal.
HP says it embraces “the principles of the circular economy, including eliminating waste, recovering material, scaling the use of recycled and renewable materials, and increasing the useful life of products.”

The hierarchy matters because a functioning computer generally retains more value as a working computer than as a source of recovered materials. The right route depends on condition, remaining useful life, data sensitivity, location and the recipient’s ability to support the machine.
Choose the route in this order
1. Keep a working HP PC in service
Continue using the computer, pass it to another household member or redeploy it inside an organization when it still meets performance and security requirements. Check battery health, storage capacity, operating-system support, ports and repair costs before deciding that replacement is necessary. A modest repair or compatible SSD or RAM upgrade may be more economical than buying another computer, but model compatibility must be confirmed first.

2. Refurbish and redeploy it
Refurbishment is the next step when the hardware is usable but needs testing, cleaning, repair or a fresh software installation. HP’s Certified Refurbished Hardware description includes cosmetic grading, functional testing, data wiping, re-imaging and HP OEM parts. Not every used HP computer qualifies for that category, so ask the seller or service provider exactly what was tested and replaced.
3. Donate when the recipient and support model are clear
Donation makes sense when the computer can perform the recipient’s tasks and someone can handle setup, connectivity, repairs and eventual disposal. A donation without a support plan can shift costs to the recipient. 4. Recycle when repair or reuse is not economical
Recycle a machine that is unsafe, unusable, obsolete for its intended task or more expensive to repair than its realistic residual value. HP Planet Partners provides take-back and recycling routes for HP and non-HP hardware, but accepted devices, collection methods and eligibility depend on country. Recycling should be the fallback after a credible reuse assessment, not the automatic first choice.
How HP addresses data and quality risk
Data security is the key difference between responsible reuse and simply handing over an old computer. HP says reuse vendors must follow its Hardware Reuse Standard, including NIST SP 800-88 media-sanitization requirements. That standard is intended to ensure storage media are sanitized according to recognized procedures rather than merely having files deleted or an operating system reinstalled.

For a business, HP IT Asset Disposition (ITAD) is the route designed for documented handling. Request an inventory, chain-of-custody records, sanitization evidence and a clear statement of what happens if equipment cannot be reused. For a household, use a reputable refurbisher that explains its wipe process, or have a qualified technician sanitize the drive before donation. Remove accounts, encryption keys and recovery information only after confirming that you have backed up anything you need.
HP’s certified-refurbishment description also identifies functional testing, cosmetic grading, re-imaging and HP OEM parts. Those controls can make a refurbished purchase safer than an unverified second-hand sale, but they do not guarantee that every listing using the word “refurbished” is HP certified.

What HP’s reported scale shows
HP reported that 1.9 million units of electronic equipment were refurbished and reused in 2025. That figure is HP’s reported total for that year, not a guarantee that a particular model will be accepted or refurbished. HP also says its recycling program for hardware that cannot be economically repaired or reused spans 67 countries and territories, while ITAD is available in 52 countries. Confirm local availability before shipping equipment or promising a recipient a service.
A practical decision checklist
- Assess condition: record the model, age, processor, memory, storage, battery condition, screen and known faults.
- Estimate useful life: decide whether the machine can meet the next user’s workload and security requirements after reasonable repair.
- Protect data: back up required files, remove personal or corporate accounts and use a documented sanitization process.
- Choose a controlled route: use a certified refurbisher, an ITAD provider, a clearly supported donation program or an established recycler.
- Confirm location rules: check accepted devices, collection options, fees, certificates and any cross-border restrictions for your country.
- Keep records: businesses should retain asset lists, transfer documentation and sanitization or recycling evidence.
How to judge the money side
For a personal decision, compare the total cost of keeping the HP PC with the cost of a refurbished replacement and the cost of a new computer. Include repairs, a compatible storage or memory upgrade, battery replacement, data-transfer time, warranty coverage and expected remaining life. A low purchase price is not a saving if the machine cannot run required software or needs immediate repairs.
For a business, compare internal labor and storage costs with an ITAD provider’s terms and any residual value recovered. A documented disposition process can also reduce the operational risk of an unverified wipe. Because HP does not state one universal price, warranty or payout for these routes, obtain a country-specific quote and service description.
The bottom line for an old HP computer
Use the computer for as long as it remains reliable and secure. If it still has useful life, choose refurbishment and redeployment with verified testing and NIST-aligned sanitization. Donate only when the recipient and support plan are real. When repair or reuse no longer makes economic sense, use an available HP or qualified recycling route and confirm the local terms first. That sequence captures the practical meaning behind HP’s “PCFax” sustainability story without treating PCFax as a separate HP service.
