HP and Dell Are Shifting Some Manufacturing From China—not Leaving

HP and Dell are shifting portions of production to other countries, but neither company has confirmed a full China exit. Here’s what their disclosures mean for buyers.

HP and Dell are diversifying parts of their manufacturing and sourcing beyond China, but neither company has announced a complete exit. Their disclosures and executives point to production or capacity in places including Mexico, Thailand, India and Vietnam, while both companies retain China-related manufacturing ties. For buyers, that means a laptop’s brand alone does not tell you where it was assembled, and a manufacturing shift does not by itself predict a specific price change.

What “shifting manufacturing” means in this case

The evidence describes a supply-chain rebalancing: companies add or use production capacity in multiple countries to reduce reliance on any one location and manage tariff and geopolitical exposure. It does not establish that every model, component or production run is moving out of China.

Manufacturing also covers more than final assembly. Components may come from one country, assembly may happen in another, and engineering or product development may be based elsewhere. A move in one part of the chain does not prove that all sourcing for a product has moved with it.

Where HP makes and develops products

HP’s FY2025 filing identifies major product development and manufacturing facilities in Mexico, the United States, Israel, Spain, China, India, Malaysia, Singapore, South Korea and Taiwan. The filing also says HP relies on Taiwanese manufacturers for notebook computers and on other Asian suppliers for product assembly and manufacture. It does not give a current company-wide percentage of HP production made in China or relocated from there.

HP has described both diversification and continued investment in China. In August 2024, Chief Supply Chain Officer Ernest Nicolas said additions of production sites in Thailand and Mexico, alongside expanded production in India, helped reduce exposure to natural and geopolitical challenges. In the same article, he called HP’s China teams “one of our most important manufacturing, engineering and innovation hubs.” HP’s 2023 resilience article likewise said it would continue investing in established sites, sometimes shift production to alternatives, and continue to grow in and with China.

At a 2025 Citi conference, CEO Enrique Lores said HP had completed a transition during its third quarter, moving manufacturing from China to Southeast Asia, Mexico and, to a lesser extent, the United States. That statement describes a transition, not the end of HP manufacturing in China; HP’s FY2025 filing still lists China facilities.

Where Dell makes and sources products

Dell’s FY2025 responsibility statement lists its own manufacturing facilities in the United States, Malaysia, China, Brazil, India, Poland and Ireland. Dell also says it uses contract manufacturers worldwide for flexibility, cost efficiency, faster delivery and supply-chain resilience.

Dell’s FY2025 annual filing identifies China-based suppliers and reliance on third-party manufacturing operations in Thailand and Vietnam. It also identifies products manufactured in or distributed from Mexico. The filing says Dell has taken, or may take, steps involving supply-chain practices, sources of supply and manufacturing locations to mitigate tariffs. Those statements establish that Dell is managing exposure; they do not quantify how much of its production has moved from China.

How HP and Dell compare

Will the shift make HP or Dell computers more expensive?

Not necessarily, and the manufacturing disclosures do not establish a price forecast. Tariffs can affect a company’s costs depending on where goods and components originate and the rules in force for a particular market. A manufacturer may respond through sourcing or location changes, absorb some costs, or pass some costs on; the cited HP and Dell materials do not say how much of any tariff cost reaches buyers.

Prices also depend on factors beyond factory location, including product configuration, retailer promotions, exchange rates and market competition. The disclosures give no basis for predicting a specific price increase, date or model. Anyone comparing prices should check the current price and the exact configuration rather than assume a change in country of assembly guarantees a discount or surcharge.

What this means when you are buying a laptop

“HP” or “Dell” is not a country-of-origin label. Assembly location can vary by model, production run, contract manufacturer and destination market. The company-wide footprint therefore cannot identify where a particular laptop was made.

  • If origin matters to you, check the product’s packaging or country-of-origin label, or ask the seller about the specific unit; a general brand or product-family description may not resolve it.
  • Compare the configuration, warranty, return terms and total price on the unit you can actually buy. A company’s manufacturing announcement does not guarantee that every configuration is available from every location.
  • If a seller makes a claim about tariff-related savings, look for a specific price or promotion and its terms rather than treating a company-wide supply-chain shift as proof of a buyer discount.

Why the reports are best read as diversification, not a China exit

Omdia reported in June 2025 that HP and Dell had begun relocating portions of production outside China as early as 2023, as part of a broader shift toward Southeast Asian PC manufacturing. That reporting offers industry context. The companies’ own disclosures provide firmer detail about their stated footprints: HP still identifies China facilities, and Dell still lists China among its manufacturing locations and suppliers.

Neither company’s cited filings provide a current, company-wide figure for the share of production moved out of China. The defensible conclusion is that both are spreading some manufacturing and sourcing across more locations to manage risk and tariffs—not that either has left China.
