To avoid overpaying, compare the cost of a complete transaction—not just the advertised commission. Include currency conversion, regulatory and exchange charges, funding and withdrawal costs, and any minimum fee. A “zero commission” offer may still leave other costs.
Check the foreign-exchange rules that apply to you
Bank Negara Malaysia’s Foreign Exchange Policy says a resident without domestic ringgit borrowing “is free to invest any amount in foreign currency (FC) assets onshore and abroad.” For a resident with domestic ringgit borrowing, the stated individual category is generally limited to the equivalent of RM1 million per calendar year when funding foreign-currency assets through ringgit conversion or a Trade Foreign Currency Account. The limit depends on your circumstances and funding route, so check the current Bank Negara Malaysia Foreign Exchange Policy before transferring money.
Calculate the all-in cost before choosing a broker
Use the same order amount and funding route when comparing platforms. A useful estimate is: brokerage + currency-conversion cost + regulatory, exchange, clearing or ADR charges + funding and withdrawal costs. Ask whether the displayed FX rate includes a spread, and whether you can fund or settle in USD instead of converting MYR for each trade.
- Commission: Check the percentage and any per-order minimum or maximum. Small orders are especially sensitive to minimums.
- Currency conversion: Compare the actual MYR-to-USD rate offered for your transaction with a reference rate at the same time. A low commission can be outweighed by a wider FX spread.
- Other trading charges: Check for regulatory, exchange, clearing, stamp-duty or ADR-related charges, and whether they apply to your chosen security.
- Order handling: Find out whether same-day orders can be combined for fee purposes, and whether the broker offers fractional shares or requires a whole share.
- Money movement: Include deposit, currency-transfer and withdrawal charges from both the broker and your bank or payment provider.
- Protection and licensing: Verify the Malaysian entity, its regulatory status and the scope of any investor-protection disclosures.
- Promotions: Record the eligible products, start and end dates, exclusions and post-promotion charges.

The information above is not a synchronized all-in-cost comparison: the providers’ published material does not establish comparable FX spreads and total charges for the same order. It cannot support a universal “cheapest broker” ranking.

Run the numbers for your order
- Choose a realistic order value and the exact US stock or fund you intend to buy.
- For each provider, note the commission formula, minimum and maximum, plus any trade-specific charges.
- Price the MYR-to-USD conversion for the amount you will actually exchange. If USD funding is available, include the cost of obtaining and transferring USD instead.
- Add deposit and withdrawal charges, then estimate your total purchase cost. If you expect to sell, include the likely exit costs too.
- Repeat the comparison at a second order size. Minimum charges and FX spreads can make a broker that suits a larger order less attractive for a small one.
What each broker’s published information says
Moomoo Malaysia
Moomoo Securities Malaysia Sdn. Bhd. identifies itself as a Securities Commission Malaysia Capital Markets Services Licence holder (eCMSL/A0397/2024). Its product page advertises 180 days of $0 US-stock commission, one-share investing, margin and short-selling support, and 24/5 trading. These offers and features do not establish your all-in transaction cost; check the current fee card, FX pricing, eligibility and expiry. See Moomoo Malaysia’s product page.
Webull Malaysia
Webull Securities Malaysia says it is licensed and regulated by the Securities Commission Malaysia (eCMSL/A0399/2024). Its page advertises 0 commission and 0 platform fee on US stocks for one year and states that other regulatory costs still apply. It also describes Capital Market Compensation Fund protection of up to RM100,000 for specified fraud, defalcation or mis-selling insolvency situations; this is not a general guarantee against investment losses. Rakuten Trade
Rakuten Trade’s US schedule, announced 2 May 2025, charges 0.10% of trade value, subject to a USD0.88 minimum and USD25 maximum per transaction. Its FAQ describes options to convert MYR to USD before trading or have the platform handle conversion, and notes that foreign-share costs can include brokerage, stamp duty and an exchange fee when trading in ringgit. Interactive Brokers
Interactive Brokers publishes market-specific tiered pricing and warns that rates can vary by programme or arrangement and may change. Its clearly identified Malaysia pricing table covers Malaysia-listed stocks, not US stocks, so those figures should not be used as a US-stock quote for a Malaysian resident. Verify US commissions, currency conversion and funding costs for your specific account directly on Interactive Brokers’ stock commission page.

Rakuten details that can change the comparison
Same-day US order amalgamation
Rakuten says same-day, same-stock US buy orders in the same settlement currency may be amalgamated at day end. Its FAQ example says two USD0.88 brokerage charges can become one USD0.88 charge after amalgamation. This may matter if you split a purchase into multiple orders, but the stated conditions apply; check the broker’s current handling rules before relying on it.
Shares priced below USD1
Rakuten’s FAQ says a 1% surcharge applies to monthly trading value in US stocks executed below USD1 per share, effective 1 August 2023. This is a specific low-priced-share charge, not the ordinary US-stock commission. Review the current fee schedule if considering such a security.

ADRs and dividend withholding
Rakuten’s ADR discussion lists possible depositary-receipt, conversion, custodian, tax and trading-commission charges. It says a 15% withholding tax on dividends applies to all foreign investors in that ADR-tax discussion. Do not assume that statement settles the treatment of every security or your personal tax position; verify the exact instrument and your tax status.

- Check your Malaysian resident status and domestic ringgit-borrowing position against Bank Negara’s current policy.
- Shortlist providers that accept Malaysian clients, and verify local licensing and any protection terms that matter to you.
- Compare a realistic MYR-funded order and, where possible, a USD-funded order using the same security and order size.
- Include commission minimums, FX conversion, other trade charges, and money-in/money-out costs.
- Check whether fractional-share rules or eligible order amalgamation affect your specific trade.
- Recheck fees and promotional terms before each material transfer; rates, offers and charges can change.
