When demographic targeting is removed, measure whether marketing changed business outcomes—not whether a particular age, gender, or other audience segment received credit. Define the outcome first, then use experiments to estimate incremental impact, attribution for operational reporting, and aggregate models for broader channel decisions. These methods answer different questions; an attributed conversion is not automatically a sale caused by an ad.
Start with the business outcome, not the audience segment
Choose a measurable outcome and a time horizon before selecting a measurement method. Depending on the business, that might be purchases, revenue, qualified leads, or a brand measure. Then name the decision the evidence should inform: continue a campaign, shift budget between channels, or change creative.
There is no universal replacement KPI for demographic performance. A useful measure is one tied to the decision and to an outcome the business values. Audience composition can still be described where relevant, but it should not stand in for evidence that marketing produced a result.
How to tell whether ads caused sales or received credit
Incrementality asks what happened because of marketing compared with what would have happened without it. A randomized lift or holdout experiment compares treated and control conditions to estimate that difference. It is a direct way to investigate causal impact when the campaign and study can support a sound design.

Google describes randomized experiments, also called incrementality or lift studies, as useful for setting channel-level budgets or optimizing future campaigns in its 2020 explanation of attribution and lift. The appropriate scale, duration, coverage, and statistical power depend on the specific campaign and design; there is no defensible universal sample-size rule in the cited guidance.
A holdout result applies to the treatment and conditions actually tested. It should not automatically be treated as the effect of every campaign, audience, or channel. Use the result to guide the decision it was designed to inform, and be explicit about what was compared.

Use each measurement method for the question it can answer

Use attribution for operations, not as proof of causation
Attribution assigns credit across interactions according to a selected model. It can help teams monitor activity and make operational adjustments, but the credited conversions may have happened without the advertising. Treat the report as a view shaped by its assumptions, not as an experiment.
Platform features and eligibility rules change. The conceptual distinction between attribution and incrementality is useful, but dated product thresholds should not be treated as current setup instructions. Consult current platform documentation for configuration details.

Read modeled conversions as estimates
When direct observation or a user-level link between an ad interaction and a conversion is unavailable, platforms may use modeling to estimate attribution. Google Ads Help explains that in many cases a conversion is received but the link to an ad interaction is missing. Its documentation says: “Our modeling determines whether a Google ad interaction led to the online conversion. It doesn’t determine whether or not a conversion happened.” That is Google’s description of its own product, not independent validation of the model.
Google Ads Help says modeled conversions may take up to five days to process and stabilize in Google Ads reporting. This is platform-specific operational guidance, not a general waiting period for other measurement systems. Label modeled values clearly and do not present them as directly observed conversions.

Combine experiments with aggregate channel analysis
Marketing mix modeling and related econometric methods offer an aggregate view of how channels relate to outcomes over time. They can help with cross-channel allocation questions that touchpoint-level attribution cannot settle on its own. Their estimates still depend on model assumptions and input data, so experiment results can provide useful calibration evidence where a valid test is feasible.
The IAB commerce-media guidance page lists experiment-based, model-based counterfactual, econometric, and hybrid proxy approaches. Its listed categories support treating these as distinct approaches, not interchangeable metrics; the detailed recommendations should be checked in the full guidance before applying them.

What one privacy-focused experiment can—and cannot—tell you
In an experiment reported on April 18, 2023, Google compared a bundle of privacy-preserving signals with third-party-cookie-based results for Google Display Ads interest-based audiences. Google reported a 2–7% decrease in advertiser spending on those audiences, used as a proxy for scale reached; a 1–3% decrease in conversions per dollar, used as a proxy for return on investment; and click-through rates within 90% of the status quo. The report explicitly says the experiment did not compare cookies with the Topics API alone. See Google’s experiment report.
These are bounded findings from Google’s stated experimental setup, not predictions for every business or a universal estimate of the effect of removing demographic targeting. In particular, they do not replace measuring your own outcomes and testing the campaigns and conditions that matter to your decisions.
