How to Handle Unreliable Satellite Links in an Onboard AI System

A resilient onboard AI system must keep essential decisions local, queue data for secure store-and-forward delivery, and treat GNSS position and timing as separate dependencies from satellite communications.

Keep time-critical AI inference, safety logic, and essential operator controls on board. Treat satellite communications as an intermittent path for data exchange—not a prerequisite for safe local operation—and design explicitly for what the system will do when that path is unavailable, slow, or suspect. Separately verify satellite-derived position, navigation, and timing (PNT): a working data link does not prove that GNSS position or time is trustworthy, and a communications outage alone does not mean GNSS has failed.

What should onboard AI do when satellite connectivity drops?

It should continue only the functions that have been designed and validated to work locally, degrade or stop other functions according to a defined operating mode, and preserve data for later transfer. Do not make cloud access an undeclared single point of failure for a safety-critical decision.

The Canadian Centre for Cyber Security’s 2026 guidance, Securely deploying AI at the network edge, describes edge AI as local inference and decision-making that may still be part of a hybrid cloud-and-edge system. Local operation can improve resilience during connectivity loss, but it can also delay patching and oversight. An onboard system therefore needs both an offline plan and a plan for secure updates and monitoring when a connection becomes available.

Define what continues, degrades, and stops

For each AI-supported function, document whether it can operate without remote services, what inputs it requires, and what happens if those inputs or services are absent. Specify the trigger for a safe state or human intervention. Account for physical interactions and worst-case failures, not just whether the model returns a result.

  • Continues: time-critical local inference, local alarms, and safety behavior that have been validated for disconnected operation.
  • Degrades: noncritical functions that can work with reduced data, older noncritical information, or delayed remote support, provided the limitation is visible to the operator.
  • Stops or transfers control: functions that depend on unavailable services or inputs, or whose safe behavior cannot be assured. Define an independent fallback and an override or shutdown mechanism.

Keep authentication, local policy enforcement, monitoring, and containment available without cloud services. Segment the AI system from operational technology (OT), restrict which AI outputs can issue OT commands, and retain an independent fail-safe path.

How do you map dependencies before deployment?

Start with a dependency map that distinguishes communications from navigation and timing. A satellite link may carry telemetry or remote requests; GNSS may supply position or time; either can fail or become unreliable independently.

  1. List every onboard AI function, its sensor inputs, control outputs, operator interfaces, and dependencies on cloud calls, model or configuration services, and remote orchestration.
  2. Mark which decisions are time-critical and which can wait. Identify any dependence on PNT feeds or clocks, and record what the function does if position or time is missing, stale, inconsistent, or suspect.
  3. For each dependency, state the expected local behavior on loss, degradation, or recovery. Identify the person or independent system that can intervene.
  4. Use the map to set service classes for data: safety or urgent messages, operational data, and bulk telemetry. Give higher-priority traffic a path to transmit even when large transfers are waiting.

This makes it possible to reason about a failed communications path without incorrectly treating it as proof of a PNT failure—or treating valid-looking communications as proof that PNT is sound.

How should an onboard AI system queue data until the satellite link returns?

Use a durable store-and-forward queue so records survive the interruptions and restarts that the system is designed to withstand. The Canadian Centre for Cyber Security advises ensuring data can be transmitted securely, including through store-and-forward mechanisms for intermittent connectivity. Queueing preserves data for later delivery; it does not make a radio link faster or guarantee that every record will arrive.

Make queued records safe to retry

As an engineering design, attach the information needed to identify, protect, prioritize, and assess each record—for example, a source identity, timestamp, sequence or version information, integrity protection, priority, and expiry where appropriate. Persist data across process restarts and power cycles when the operating requirements call for it. Design receivers to tolerate retries and duplicates rather than assuming every transmission will be delivered exactly once.

NASA’s Delay/Disruption Tolerant Networking (DTN) overview describes networking techniques for delayed or disrupted links. DTN can support reliable delivery patterns, ordering, duplicate suppression, and service prioritization, but it does not make a single radio link faster. NASA also notes that “Links still need to be pre-established”. DTN is an architectural option, not a substitute for arranging the required communication path or choosing an onboard implementation appropriate to the mission.

Bound storage and prioritize deliberately

  • Set storage limits, retention rules, and alarms for queue growth.
  • Reserve capacity for safety-relevant event records; define whether low-priority data is dropped, aggregated, or retained when storage pressure rises.
  • Prevent bulk uploads from starving small, urgent messages by scheduling transfers according to the service classes.
  • When the link is usable, send bounded batches. Confirm delivery where the application requires it, and apply expiry rules so obsolete data does not consume capacity indefinitely.

Handle reconnection as a controlled transition

Do not treat a link becoming available as permission to replay everything. Validate time and data freshness, reconcile queued events, account for duplicates, and check model and configuration versions. Avoid replaying stale control commands: a command that was appropriate before an outage may be unsafe after conditions have changed. Distinguish unavailable, degraded, high-latency, low-throughput, and suspect link states, and use stable transition rules to avoid rapid mode changes when a link flaps.

How do you monitor and secure the system offline?

Keep a local operational record through the outage. Log connectivity anomalies, resource use, model confidence and latency, inference counts, decisions, and autonomous actions. Retain the logs locally and transfer them securely when a suitable link returns. Operators need local visibility into system health even when a remote dashboard cannot be reached.

Secure the offline mode itself: enforce authentication and local policy without cloud calls, preserve containment controls, and limit how AI outputs can affect OT. On reconnection, use authenticated and integrity-protected transfers, and validate updates and configuration before applying them. A long offline period can leave patching or external oversight delayed, so define how the system detects and handles that condition.

For satellite communications, NSA’s summary of joint guidance for low Earth orbit (LEO) SATCOM treats security as a defense-in-depth problem across the space, ground, user, link, and supply-chain segments. The summary highlights redundant paths, anti-jam antennas, monitoring, anomaly detection, and endpoint security. These are considerations for a system’s threat model and design; the guidance summary is not an equipment procurement specification.

How should maritime operators separate communications outages from GNSS problems?

Assess satellite communications and GNSS PNT as distinct dependencies. A vessel may lose its data link while still receiving usable GNSS, or retain communications while position or timing is degraded or falsified. An AI system should not infer the trustworthiness of one from the status of the other.

The UK Maritime and Coastguard Agency’s MGN 719 (2026) concerns maritime GNSS/PNT degradation. It recommends independently checking navigational information and exercising the ability to navigate using alternative sources. The alternatives available depend on the vessel and its equipment; the notice should not be generalized into an aviation standard or treated as advice for every kind of communications outage.

The financial scale cited in MGN 719 is specifically an estimate of UK losses from a seven-day GNSS outage, attributed to a 2023 Department for Science, Innovation and Technology report—not a satellite broadband outage or an estimate of AI failure:

These estimates illustrate why maritime contingency planning should separately cover PNT resilience; they do not quantify the financial impact of an AI or satellite communications failure.

How should you test the offline and recovery behavior?

Exercise the operating mode before deployment and repeat the exercises as the system changes. Test failure and recovery as an end-to-end behavior, including local decisions, data retention, operator visibility, and safe return to service.

  • Loss of the link, long delays, intermittent flapping, and limited throughput.
  • Bandwidth contention between urgent messages and bulk telemetry.
  • Corrupted, duplicated, delayed, or replayed messages.
  • A reboot with a nonempty queue and queue growth that reaches storage limits.
  • Recovery with stale data, changed conditions, or different model and configuration versions.
  • Suspect or unavailable PNT, separately from communications loss, where PNT is a system dependency.
  • Override, shutdown, independent fallback, and human-intervention procedures.

Include checks that the system does not issue stale control commands after reconnection and that safety-relevant records survive the intended outage and restart scenarios. A successful network reconnection is not, by itself, evidence that data is fresh, PNT is trustworthy, or autonomous operation is safe.

What design choices should be made explicitly?

No single connectivity pattern or networking technique fits every onboard system. Evaluate candidate designs against operating conditions and safety requirements rather than assuming that a second path or a DTN layer resolves every failure mode.

  • Local capability: which functions remain independent of connectivity, and what safely degrades or stops?
  • Link tolerance: what latency, throughput, interruptions, or coverage gaps can the system withstand?
  • Queue behavior: how much data can be retained, for how long, with what delivery confirmation, duplicate handling, and priority rules?
  • Failure independence: if using multiple paths, do they actually avoid common failure modes, and how do handover, antennas, power, security, and cost affect the choice?
  • Offline exposure: how are authentication, endpoint security, patching, and oversight handled when the device cannot reach remote services?
  • Platform limits: are compute, storage, energy, thermal, environmental, and safety requirements met on the actual platform?

An industrial edge AI computer is one possible equipment category, not a tested recommendation. Selection requires platform-specific requirements; the guidance does not establish a particular model, price, certification, or universally best provider.
