It can appear while opening Wallet, adding or verifying a card, paying in a store or app, or using Apple Cash. The correct fix depends on where the error occurs and whether it affects one card, one device, or every payment.
Start by checking Apple’s service status, then test your connection, restart and update the device, verify Apple Pay requirements, and contact the card issuer when the error is card-specific or a payment is declined.

Identify where the error occurs
Use the symptom to choose the right branch instead of immediately deleting every card.

Check whether Apple Pay is down
- Open Apple’s System Status page in Safari.
- Look for Apple Pay, Wallet, Apple Account, iCloud, or related service incidents.
- If Apple reports an outage, wait for the incident to clear and retry later.
- Do not repeatedly remove and re-add cards during a confirmed outage.
A normal Apple status page does not prove that your bank, card network, merchant, or local network is working. Apple Pay transactions are sent to the card issuer for approval, so an issuer incident can occur without an Apple outage. Apple’s troubleshooting guidance also recommends checking outages and connection issues (Apple support).

Try safe connection and device checks
These are low-risk tests, not guaranteed Apple Pay repairs:
- Switch between Wi‑Fi and cellular data, or try another Wi‑Fi network.
- Temporarily disable a VPN, content filter, DNS filter, or corporate network profile.
- Confirm Safari can load ordinary websites.
- Force-close Wallet and open it again.
- Restart the iPhone, then retry.
Internet access may be needed for setup, verification, account communication, or troubleshooting, even though every contactless transaction does not require a continuous connection.
Update the operating system
Apple advises installing the latest available iOS, iPadOS, watchOS, macOS, or visionOS before retrying Apple Pay (Apple’s checklist).
- On iPhone, open Settings > General > Software Update.
- Install any available update and restart if prompted.
- Update a paired Apple Watch through the Watch app when an update is offered.
- Update an iPad or Mac before retrying Wallet and Apple Pay.
Menu names can vary by operating-system version and device model; avoid relying on an old fixed version number.
Verify Apple Pay requirements
Apple Pay requires a compatible device, current software, a participating card issuer, a signed-in Apple Account, and device authentication (Apple Pay setup requirements).

Authentication
Open Settings > Face ID & Passcode or Settings > Touch ID & Passcode. Make sure a device passcode and the applicable biometric method are configured. On Apple Watch, a passcode is also required.
Apple Account and two-factor authentication
Open Settings > [your name] and confirm that the correct Apple Account is signed in. Apple’s troubleshooting checklist requires Apple Account two-factor authentication.
Do not sign out of iCloud as a routine fix. Apple says signing out or removing the device passcode removes payment, transit, student ID, and related cards from that device (Apple support).

Apple Pay is available only in supported countries and regions, on eligible devices, with participating issuers and eligible card types. Check Apple’s current availability list at Apple Pay participating countries and regions. The listed North American markets include Canada, the United States, and Puerto Rico, but availability can change.
Being physically in a supported country does not make an unsupported card eligible. Do not change your Apple Account country or device region merely to bypass this message; doing so can affect billing, subscriptions, media, and payment information.

If you cannot add a card
On iPhone, Apple’s setup path is:
- Open Wallet.
- Tap the Add Card button.
- Choose Debit or Credit Card, then tap Continue.
- Scan the card, hold it near the iPhone where supported, or choose Enter Card Details Manually.
- Complete the bank’s verification request.
The issuer may request additional identity information, approval in its banking app, a text-message code, or a phone call. The bank—not Apple—approves this provisioning step (Apple’s setup instructions).
When the message names the card
For Could Not Add Card, Invalid Card, or Card Device Limit, Apple directs you to contact the bank or card issuer (Apple troubleshooting). Ask:
- Is this exact card eligible for Apple Pay?
- Has it reached a device or wallet-token limit?
- Is it still linked to an old iPhone or Apple Watch?
- Is fraud prevention blocking digital-wallet provisioning?
- Is the card locked, expired, replaced, or otherwise restricted?
Deleting a card from your current device may not remove issuer-side tokens from old devices. The bank may need to remove an old device or wallet token.
If Apple Pay is set up but payment is declined
A declined payment is different from an Apple Pay service outage. Apple says the card issuer receives the transaction for approval and determines whether it is declined (Apple support).
Common possibilities include insufficient funds or credit, fraud controls, offline or contactless limits, a locked or expired card, merchant-category restrictions, card-network problems, or a wallet token needing reauthorization.

Use these tests:
- Try a different card in Apple Pay.
- Try the same card at another participating merchant.
- Try the physical card if available.
- Ask the issuer whether it can see an Apple Pay authorization attempt.
If another Apple Pay card works at the same terminal, the issue is more likely card- or issuer-specific. If no Apple Pay card works at one terminal while physical contactless cards work, the terminal or payment network may be involved. These are diagnostic inferences, not guarantees.
If it works on iPhone but not another Apple device
Apple Watch
- Confirm the watch has a passcode.
- On the paired iPhone, open Watch > My Watch > Wallet & Apple Pay.
- Check whether the card is present.
- Update and restart both the iPhone and watch.
- If necessary, add the card again and complete issuer verification.
The iPhone and Apple Watch use separate device-specific wallet credentials, so a bank may need to address the watch separately.
iPad and Mac
Update the operating system, confirm the correct Apple Account and authentication settings, and check regional and card support. A card working on iPhone does not guarantee that the same device-specific credential is active on iPad or Mac.
Third-party browsers
Apple says Apple Pay on compatible third-party browsers requires an iPhone or iPad running iOS 18 or iPadOS 18 or later, a participating merchant, WebSocket support, and availability in the market (where Apple Pay is accepted).

- One physical store: Try another terminal or ask the cashier to enable contactless payments.
- One app: Update the app, retry later, or use another payment method.
- One website: Confirm Apple Pay is offered at checkout and that the browser/device combination is supported.
- One merchant while others work: Investigate the merchant’s contactless configuration or card-network acceptance.
A contactless symbol does not guarantee that a particular terminal is currently enabled for contactless payments, and the merchant must accept the relevant card network (Apple support).
Apple Cash is a separate case
Apple Cash is not identical to ordinary Apple Pay card payments. Sending and receiving Apple Cash are available only in the United States and are provided by Green Dot Bank; Apple is not a bank (Apple availability information).
Check the Apple Cash account’s verification, eligibility, and any restriction message. Follow the escalation instructions shown for the account, which may involve Green Dot Bank or Apple Support. Adding another debit card or changing banks does not necessarily remove an account-specific security restriction.
Use destructive fixes only as a last resort
Remove and re-add the card
Consider this only after Apple’s services appear operational, the device and account meet requirements, the issuer confirms eligibility, or the issuer or Apple Support specifically recommends re-provisioning. The card may require verification again, a device limit may block it, and removing it temporarily prevents payment with that device.

Reset network settings
This is not an Apple Pay-specific guaranteed fix. It can erase saved Wi‑Fi networks and passwords, VPN settings, and other network configuration. Save needed credentials first and use it only after safer connection tests.
Sign out of iCloud
Avoid this unless Apple Support directs it because wallet cards can be removed from the device when you sign out.
