Evaluate a uranium developer by the project milestones it has completed and the evidence behind them—not by its resource size, production target, or announcement of a final investment decision. Check, in order, what approvals are in force, how much of the remaining cost is funded, what construction has actually happened, and what still stands between construction and authorized production.
Start with the project, its jurisdiction, and its latest evidence
A company may own interests in several projects at different stages. Assess each project separately, and date every conclusion: a licence, funding commitment, schedule or construction update can change. Prioritize decisions and filings from the responsible regulator, then compare them with the company’s dated disclosures. Treat a forecast as the issuer’s forecast unless an independent authority has verified the milestone.
Keep four categories distinct in your notes: completed (supported by a decision, filing or documented work), in progress (work has started but is unfinished), planned (a stated intention or target), and awaiting a decision (an application or condition remains unresolved). This simple distinction prevents a planned date or application from being mistaken for an accomplished step.
Check exactly what the permits authorize
First identify the project’s country and the regulator responsible for it. Approval sequences differ by jurisdiction, so a Canadian licensing example should not be applied automatically to projects in the United States, Australia, Namibia, Kazakhstan or elsewhere.

For Canadian uranium mines and mills, the Canadian Nuclear Safety Commission (CNSC) describes a lifecycle licensing approach: “The CNSC uses a lifecycle approach to licensing, issuing licences for all phases of a uranium mine and mill.” In practice, authorization for site preparation and construction is not the same as authorization to operate. The CNSC says operation requires a later application and Commission decision.
Build a permit record for each project
- Authority and jurisdiction: Name the regulator and country; note other relevant approval authorities if the company identifies them.
- Decision and scope: Record the exact permit or licence type, what activities it allows, any conditions, its expiry date, and the decision date.
- Environmental status: Track the assessment decision and any remaining environmental approvals or conditions.
- Next gate: Identify the next application, inspection, verification or regulator decision required before the project can advance.
Do not treat an exploration permission as construction approval, or a construction licence as operating authorization. A licence’s existence matters only in relation to its scope and the remaining conditions.
Use the 2026 Canadian examples as stage markers
- NexGen Energy’s Rook I: The CNSC announced a site preparation and construction licence valid until March 31, 2036. That licence covers the construction phase; authorization to operate would require a future application and Commission decision, according to the regulator.
- Denison Mines’ Wheeler River/Phoenix: The CNSC described the project’s construction-phase authorization in 2026. That is not operating authorization. The regulator called Phoenix the first uranium mine in Canada to use the in-situ recovery mining method.
These are Canadian examples, not a universal permit checklist. When a company says a project is “permitted,” ask which permits, for what work, and what approvals remain before recovery can begin.

Test the funding bridge, not just the financing headline
Compare the project’s latest remaining development and construction cost estimate with cash available, committed financing and the amount still to be raised. A final investment decision (FID) is a company milestone; it does not, by itself, demonstrate that all project costs are funded or that every funding source is unconditional.

Map committed and uncommitted capital
- Remaining cost: Use the latest estimate and record its date, scope and assumptions. Check whether it covers the full project or only a phase such as early works.
- Cash and commitments: Separate cash on hand and financing that is committed from proposed, conditional or uncommitted capital. Note any approval or milestone conditions attached to funding.
- Funding gap and timing: Identify the amount still to be secured and when it is needed. Compare that timing with the construction schedule.
- Other sources: Record any applicable offtake, strategic investment or other project funding, and the conditions and timing disclosed for it.
Then examine the assumptions behind the economics: uranium price, exchange rates, inflation, operating costs, recovery, production ramp-up, taxes and schedule. Two attractive project estimates are not directly comparable if they use different assumptions or dates. A financing announcement also does not settle execution risk: the project must still obtain approvals, complete work and reach the intended operating performance.
Uranium Energy Corp.’s company filing describes project advancement as contingent on satisfactory exploration, permitting or licensing, and financing, and warns of significant financial risks. That is an issuer risk disclosure, not an independently calculated industry success rate. The available company and regulator materials do not establish a general probability that a uranium developer will succeed.

Measure construction against dated commitments
Build a timeline from the project’s feasibility-study baseline and compare it with dated evidence of actual progress. A construction announcement or FID records a decision or plan; it does not establish that site work, procurement or engineering is complete.
Look for observable progress
- Construction authorization and any outstanding conditions.
- Site mobilization and documented work completed.
- Executed engineering, procurement, construction-management or EPC contracts, where applicable.
- Long-lead equipment procurement, engineering completion and workforce progress.
- Dated progress reports, revised cost estimates and explanations of schedule changes.
- A commissioning plan that identifies the systems and approvals needed before production.
Compare each update with the original cost and schedule baseline, not just the latest target. Record what changed, when it changed and the company’s stated reason. Keep planned dates conditional in your own assessment, and distinguish an issuer-reported percentage complete from work independently verified by a regulator.
Phoenix illustrates the difference between a target and production
Denison announced in February 2026 that it had made an FID to proceed with Phoenix construction. Its announcement and SEC exhibit described site preparation and construction planned to start in March 2026, an approximately two-year construction period, and a mid-2028 first-production objective. Those dates are Denison’s plans and target, not evidence that construction started on schedule or that production has occurred. The materials cited here do not establish later actual progress. Denison also characterized the approval as the first federal approval for construction of a uranium mine in Canada in over 20 years; that description is the company’s characterization of its milestone.

Assess the remaining path to authorized production
Production readiness is a sequence of regulatory and operational gates, not a synonym for a resource, feasibility study, construction licence or nameplate capacity. Look for the operating authorization required in that jurisdiction, regulator inspections or verification, approved baseline conditions, commissioned process systems and wellfields, trained staff, recovered material, and eventually a first sale or shipment. These milestones need not occur at the same time.
Shirley Basin shows why “permitted” can still mean “not authorized to recover”
Ur-Energy’s 2025 annual report said Shirley Basin had its major pre-operational permits and licences, but that authorization to commence recovery was still awaiting regulatory verification of construction and approval of baseline water quality. The distinction is material: pre-operational permits did not, in that disclosure, establish permission to begin recovery.
Separate operating performance from market exposure
Even after technical and regulatory readiness, production can face ramp-up, cost and operating risks. Ur-Energy’s 2026 second-quarter filing also describes exposure to uranium market prices and production plans. Consider price and sales exposure separately from execution: a completed facility can still face uncertainty about operating performance and the market for its output.

Compare developers without inventing a score
Use the same project-level questions for each company, but do not convert incomplete or differently defined milestones into a numerical ranking. The evidence available here supports comparison of approval stages and risk categories, not a cross-company score or standardized success probability.

For each answer, save the source and date, and label whether it is a regulator decision, a company-reported fact, or an issuer target. Do not compare a construction-stage project with a producing one as if the same milestone had been reached.
What the milestones can—and cannot—tell you
A larger resource or a more advanced study may matter to a project’s potential, but neither establishes that permits, financing, construction and operating authorization are in place. Conversely, a permit or FID is meaningful progress only within its stated scope. The useful question is not simply whether a developer has reached a headline milestone; it is what verifiable step comes next, what it costs, who must approve it and what remains uncertain.
This framework is for assessing project evidence, not predicting investment returns. Uranium prices, financing access, regulatory decisions and construction execution can all affect outcomes, and the cited disclosures do not provide a reliable industry-wide success rate or typical schedule-slippage figure.
