Choose the service that delivers the lowest risk-adjusted total cost for your workload, required service level, geography, compliance obligations and operating model—not the lowest advertised virtual-machine rate. Start with AWS, Microsoft Azure and Google Cloud, then add Oracle Cloud Infrastructure, IBM Cloud, regional clouds, bare-metal vendors or specialist GPU providers only when a specific requirement justifies them.
In this context, “utility computing” is a delivery and billing model: self-service resources, elastic capacity, standardized services and measured, consumption-based charges. NIST defines the cloud baseline as on-demand self-service, broad network access, resource pooling, rapid elasticity and measured service (NIST SP 800-145).
What you are actually evaluating
First identify the service layer. The buying decision differs substantially between infrastructure and a finished application.

NIST’s evaluation guidance recommends confirming that a capability is genuinely a cloud service and classifying it as SaaS, PaaS or IaaS before comparing vendors (NIST cloud-service evaluation guidance). A fixed-capacity hosting contract may be useful, but it should not be presented as equivalent to elastic, metered cloud infrastructure.

Build a provider shortlist without declaring a permanent winner
AWS
Amazon EC2 is a broad starting point for general IaaS. Evaluate its EC2 service, On-Demand pricing, calculator, cost-management tools, Spot capacity and Savings Plans. AWS can be a poor fit where the team lacks expertise, a narrow regional provider is required, or transfer and managed-service charges dominate compute.
Microsoft Azure
Azure Virtual Machines deserve priority for Microsoft identity, Windows Server, SQL Server, Microsoft 365 or enterprise-agreement environments. Check Virtual Machines, Linux VM pricing, the calculator, Cost Management, Spot VMs and offers. Existing qualifying Microsoft licenses can materially change the comparison, so model licensing rather than comparing VM rates alone.
Google Cloud
Google Compute Engine is particularly relevant where data, analytics, Kubernetes or cloud-native tooling drives the architecture. Use its Compute Engine information, pricing, calculator, billing cost-management guidance, Spot VM documentation and committed-use discounts. Confirm that required services and regions are available before assuming ecosystem advantages apply.
When alternatives belong in the evaluation
- Oracle Cloud Infrastructure: consider for Oracle Database, Oracle licensing or a specific price-sensitive compute case; verify regions, support and service breadth at Oracle Cloud, compute pricing and the cost estimator.
- IBM Cloud: assess for regulated or hybrid programs and IBM technology at IBM Cloud and pricing.
- DigitalOcean, Akamai Connected Cloud/Linode and Vultr: their simpler infrastructure may suit small deployments, but compare compliance, regions, support and managed services at DigitalOcean, pricing, Linode, Linode pricing, Vultr and Vultr pricing.
- Specialist GPU providers: CoreWeave, Lambda and RunPod can be candidates for AI or rendering, but test availability, interconnect, checkpoint storage, egress, security and portability at CoreWeave, Lambda and RunPod.
Define the workload before comparing prices
Complete this profile for each application. A benchmark without these assumptions is a specification comparison, not a provider evaluation.

- Required vCPU, memory and CPU architecture (x86, Arm or accelerator).
- Average utilization, realistic peak, peak-to-average ratio and growth rate.
- Hours per day, days per month, startup and shutdown time.
- Persistent or ephemeral storage, capacity, IOPS, throughput and latency.
- Ingress, internet egress, cross-zone and cross-region traffic.
- Regions, latency targets and data-residency or sovereignty rules.
- Availability target, recovery-time objective and recovery-point objective.
- Operating-system and commercial-software licenses.
- Required databases, queues, analytics, observability and security services.
- Security controls, certifications, audit evidence and customer configuration duties.
- Available operations staff, support hours and acceptable automation effort.
Use a total-cost model, not a VM-price table
Model the full system over 12 and 36 months:
Annual TCO = compute + storage + database + network transfer + backup and disaster recovery + observability + security services + support + managed operations + migration and exit allowance.
Include OS and software licenses, snapshots, load balancing, NAT and public IPv4 resources, log ingestion and retention, taxes, currency, professional services and engineering labor. AWS procurement guidance recommends separating infrastructure from labor, migration, managed services and operational support because they have different roles and terms (AWS cloud-procurement considerations).
Compare the pricing modes separately

AWS says supported EC2 On-Demand operating systems are billed hourly or per second with a 60-second minimum, but billing varies by service and operating system (AWS On-Demand pricing). AWS advertises Spot discounts of up to 90% for fault-tolerant workloads (AWS Spot). Google lists committed-use, sustained-use and Spot mechanisms and says eligible sustained-use discounts can reach 30% while some Spot discounts can reach 91%; those are provider-stated ceilings, not universal workload prices (Google Compute pricing).
Calculate cost per completed business unit—such as per million requests, successful transaction, processed terabyte, rendered frame, training run or active user—rather than cost per VM-hour. A cheaper instance may require more instances, storage, network appliances, licensing or operations labor.

Score reliability and performance at the application level
Reliability and SLA questions
- What exact service, region, architecture and measurement window does the SLA cover?
- Are redundancy across availability zones and customer health checks required?
- What are the exclusions, maintenance rules, quota limits and force-majeure provisions?
- How are credits calculated, what is the claim deadline, and are credits the sole remedy?
- How do regional failure, backup restoration and control-plane outages affect recovery?
Google publishes service-specific SLAs rather than one cloud-wide guarantee (Google Cloud SLAs). Azure provides service-specific terms at its online-services SLA page. Availability of one VM does not establish application availability: DNS, identity, databases, customer configuration and a single-zone design may still fail.
Performance test design
Record CPU throughput, single- and multi-thread results, memory bandwidth, disk IOPS and latency, network throughput and packets per second, provisioning and autoscaling time, serverless cold starts, database transactions, cross-zone latency, GPU throughput and tail latency. Document instance family and size, region and zone, image, runtime, storage, topology, dataset, warm-up, test duration, repetitions and median and tail results. Do not claim a provider is “fastest” without reproducible workload evidence.
NIST separates performance, responsiveness, scalability, availability and SLA responsibilities; availability alone is not a complete quality measure (NIST cloud metrics).
Evaluate operations, security and compliance
Operational capability
Compare console, API and CLI quality; Terraform or OpenTofu, Kubernetes and container support; infrastructure-as-code; policy-as-code; identity and access management; audit logs; monitoring; alerting; quota increases; deployment and rollback; backup restoration; documentation; incident communication; and access to skilled personnel. AWS, Azure and Google each publish useful architecture frameworks: AWS Well-Architected, Azure Well-Architected and Google Cloud Architecture Framework.

Security and regulatory fit
- Required region, residency, sovereignty and service eligibility.
- Encryption in transit and at rest, customer-managed keys and hardware security modules.
- Federated identity, privileged-access controls and network isolation.
- Vulnerability management, threat detection, security logging and immutable backups.
- Incident notification, subprocessors, audit reports and certifications.
- Documented shared-responsibility boundaries and deletion after termination.
Certifications demonstrate an audit scope or control design; they do not prove that your identities, networks, applications, data and policies are configured securely. AWS describes the provider as responsible for underlying infrastructure while customers retain substantial application, data and configuration duties (AWS procurement guidance).
Measure lock-in and exit cost explicitly
Assess infrastructure, data, application, operational, commercial and human lock-in. Ask whether data can be exported in a usable format, whether the export path is documented and tested, what egress costs, which managed services require redesign, how long an exit would take and whether a second provider or on-premises recovery environment is viable. AWS recommends portability tools, documented movement of data on and off the platform and avoiding unnecessary minimum commitments where portability matters (AWS procurement guidance).
Managed databases, queues, warehouses and serverless services can reduce operations labor and time to market. Treat the resulting export and redesign cost as a deliberate trade-off, not an automatic defect.

Start with disqualifiers
- Required region, authorization or residency unavailable.
- Unsupported operating system, license, integration or accelerator.
- Insufficient redundancy, capacity or recovery capability.
- Unacceptable data-transfer, contract, liability or exit terms.
- No workable support or operating model.

Adjust the weights: regulated workloads need more security and compliance; AI and HPC need more performance and accelerator capacity; startups and volatile workloads often need more cost flexibility and portability.

Score evidence, not sales language
Use a 0–5 scale: 0 fails or is unavailable; 1 has a serious gap; 2 is possible but weak or costly; 3 meets the baseline; 4 is strong and documented; 5 is materially superior for this workload with evidence. Attach official documentation, an SLA or contract, benchmark, proof-of-concept result, customer reference, security report, billing simulation or exit test to every score.
A provider-neutral proof-of-concept workflow
- Write the workload profile and mandatory technical and regulatory requirements.
- Select equivalent services and architectures in each candidate region.
- Build 12- and 36-month scenarios in each provider’s official calculator: AWS, Azure, Google Cloud or the relevant alternative.
- Include storage, transfer, backups, logs, security services, support, licenses and labor.
- Deploy a representative workload and measure throughput, tail latency, provisioning, autoscaling, failure recovery and operator effort.
- Test budget alerts, billing detail, quota requests and capacity availability.
- Export and restore data, then test deletion and account-termination procedures.
- Review service-specific SLA, support, liability, price-change, termination, subprocessor and data-deletion terms.
- Run sensitivity analysis for demand, egress, commitment utilization, currency and labor.
- Apply the weighted scorecard, select a primary provider and document a contingency or exit path.

Recheck volatile facts before signing
Prices, machine families, regions, quotas, product names, discounts, support plans and SLA terms change. Recheck the live pricing, calculator, region, support and contract pages immediately before purchase. Treat “up to” savings, “global” coverage, “most secure,” “no lock-in” and provider-wide uptime claims as incomplete until the service, region, architecture, assumptions and remedy are specified.
Frequently Asked Questions
Is pay-as-you-go always the cheapest cloud option?
No. It maximizes flexibility but can cost more for steady usage. Commitments can lower unit cost, while an incorrect forecast can create unused spend. Compare on-demand, committed and interruptible scenarios with transfer, storage, support and labor included.
Can a service-level agreement guarantee my application’s uptime?
Usually not by itself. SLAs are normally service-specific and conditional. Application availability also depends on redundancy, databases, DNS, identity, quotas, customer configuration and recovery design.

No. It can reduce concentration risk but may add duplicated tooling, skills, transfer charges and operational complexity. Measure portability at the infrastructure, data, application, operations and contract layers.
