UPI International is not one switch shared by every UPI app. Whether you can use it depends on your app, linked bank account, destination, merchant’s QR arrangement and app version. Google Pay documents a QR-triggered activation flow; PhonePe and Paytm activate the feature with a UPI PIN; BHIM’s current outward-payment controls must be verified in the app because a complete official activation path is not documented.
The feature is primarily for paying participating overseas merchants. It is not a universal international money-transfer, ATM-withdrawal or person-to-person service.
What UPI International does
UPI International lets an eligible Indian bank account pay a participating overseas merchant by scanning a supported international, global or local QR code. You normally enter the price in the merchant’s local currency, while your Indian account is debited in INR.
The displayed INR estimate can include the exchange rate, a foreign-exchange markup and a bank or issuer fee. UPI acceptance abroad is limited to participating corridors and merchants; a QR that works locally, or a shop that accepts Visa or Mastercard, will not necessarily accept UPI.

What it is not
- It is not a guarantee of acceptance wherever cards are accepted.
- It is not a general ATM-withdrawal facility.
- It is not automatically enabled because domestic UPI works.
- It is not a universal way to send money to another person overseas. The verified use case here is merchant payment.
- It is separate from inward foreign remittances documented for Google Pay at Google Pay’s help page.
Check these requirements before you leave India
- Install and update a supported app from the official app store.
- Maintain an active UPI profile and a bank account linked to the app.
- Use the mobile number registered with that bank account.
- Make sure your UPI PIN works.
- Confirm that the issuing bank supports international UPI payments and that the destination and merchant QR are enabled.
- Keep enough INR balance and any required permission for international transactions.
- Keep mobile data, roaming or reliable Wi-Fi available for QR retrieval, exchange-rate information and authentication.
- Carry a card or cash backup because coverage is not universal.
Paytm’s standard setup guidance also requires a bank-linked mobile number and, where applicable, debit-card details when creating a UPI PIN: Paytm UPI setup requirements.
For NRIs using an international mobile number
International-number linkage is a separate eligibility route from an Indian resident travelling with a +91 number. NPCI lists support for numbers from Australia, Canada, France, Hong Kong, Malaysia, Oman, Qatar, Saudi Arabia, Singapore, the UAE, the UK and the US, and lists participating apps including BHIM and PhonePe. This list does not itself prove that outward travel payments are enabled for every bank or corridor: NPCI’s live-members list.
Country and app availability
Country coverage is app-specific. Do not apply Google Pay’s published list to PhonePe, Paytm or BHIM.

How to activate UPI International in each app
Google Pay
- Open Google Pay.
- Tap Scan QR code.
- Scan the overseas merchant’s supported QR.
- Enter the amount in the merchant’s foreign currency.
- Select the eligible linked bank account.
- Tap Activate UPI International.
- Follow the confirmation flow and enter your UPI PIN when requested.
- Complete the payment.
Google documents activation inside the payment flow rather than as a necessarily permanent settings switch. Activation lasts seven days and can be renewed. Details, country availability, conversion charges and deactivation instructions are in Google Pay’s UPI International help.
Deactivate Google Pay access
- Open the profile menu.
- Under Payment methods, select the bank account with international payments enabled.
- Tap Manage international payments.
- Tap Deactivate.
- Enter the UPI PIN.
PhonePe
- Open PhonePe and scan the supported overseas merchant QR.
- If international payments are inactive, follow the activation prompt.
- Select the bank account or accounts to activate.
- Confirm with the UPI PIN.
- Re-scan or continue with the payment if prompted.
- Enter the amount in local currency and authorise the transaction.
PhonePe’s terms say activation can be completed in India or abroad and that scanning an international QR can trigger the activation flow. They do not provide a stable settings-menu path. Activation automatically expires after three months; earlier deactivation is available in app settings with UPI PIN authentication: PhonePe UPI terms.
Paytm
- Open Paytm.
- Tap the profile icon.
- Tap UPI & Payment Settings.
- Select UPI International.
- Activate the chosen eligible bank account.
- Select an available activation period.
- Enter the UPI PIN.
- Scan a supported overseas merchant QR.
- Review the converted INR amount and complete payment.

Paytm’s formal terms state automatic deactivation after three months, while consumer pages describe selectable periods such as one week, two weeks, one month and three months (and, elsewhere, a possible one-to-90-day range). BHIM
Do not assume that international-number linkage proves outward merchant-payment activation, and do not rely on an unverified menu name.
- Open the latest BHIM app.
- Confirm that your bank account is linked and the UPI PIN works.
- Look in account or payment settings for an international-payments or UPI Global option.
- Alternatively, scan the supported merchant QR and check whether BHIM offers an activation prompt.
- If neither appears, verify bank eligibility and contact BHIM or bank support.
The available NPCI material confirms BHIM’s participation in international-number linkage but does not document a complete outward-payment activation sequence: NPCI live members.
How to pay an overseas merchant after activation
- Confirm that the merchant displays a supported UPI, global or local QR.
- Scan the QR in your app.
- Check the merchant name and country before proceeding.
- Enter the amount in the local currency when requested.
- Review the INR equivalent, exchange rate or markup and every fee shown.
- Select the intended linked bank account.
- Enter the UPI PIN only in the official app payment screen.
- Wait for the success screen and save the transaction reference.
PhonePe says international transactions are identifiable in transaction history, and Paytm describes a detailed transaction overview in its terms.
Exchange rates, fees and limits
What you may pay
- The merchant amount is entered in local currency.
- Your account is debited in INR.
- The bank or issuer may apply currency-conversion costs, a forex markup or a processing fee.
- The final debit can differ from an initial estimate if the provider or bank applies a dynamic rate or later charge.
Google says banks charge for conversion and directs users to their bank for exchange costs. PhonePe states that its INR estimate is based on forex rates and markup and that issuer processing fees may apply. Sources: Google Pay and PhonePe.
Limits
There is no reliable universal outward UPI International limit established in the cited material. A limit may come from your bank, NPCI or the relevant cross-border arrangement, the app, merchant category, risk controls or foreign-exchange rules. Do not copy domestic UPI limits into international payments; Google’s general limit guidance is domestic and says limits vary by bank and payment method: Google’s UPI limit guidance.
Which app should you use?

No app is universally best: account, bank, corridor, merchant and version determine actual availability.

Troubleshooting and recovery
The international option is missing
- Update the app from the official store.
- Check that the bank-linked mobile number is active.
- Confirm that ordinary domestic UPI works.
- Scan the merchant QR to see whether activation is offered in the payment flow.
- Try another eligible linked bank account.
- Ask the bank whether the account supports international UPI; contact app support if bank and destination eligibility are confirmed.
The QR code is rejected
The QR may not be UPI-compatible, may be domestic-only, may belong to an unenabled acquiring bank or corridor, may be damaged, or may be displayed in an incompatible checkout. A card-accepting merchant may still not accept UPI. Confirm the merchant name and never pay a stranger’s personal UPI ID.
Payment failed but the account was debited
- Do not immediately pay again.
- Check app transaction history and your bank statement.
- Save the UPI reference number, timestamp, amount, merchant name and screenshots.
- Ask the merchant whether the payment settled.
- Raise a dispute through the app or bank’s official support channel.
- Follow the bank’s reversal or reconciliation process; no universal international refund timeline is established here.
You have no data or roaming
Do not assume international UPI works offline. The app may need connectivity for the QR, exchange quote and authentication. Use a backup payment method.
You changed phones, SIMs or numbers
A device change or mismatch with the bank-registered number can interrupt verification and alerts. Complete setup before departure and retain access to the registered number.
