Set a budget you can afford to test, target only customers you can serve, and judge results by qualified leads or sales—not clicks alone.
Google Ads is an auction-based platform, not a fixed-price listing service. Costs vary with competition, targeting, bids, location, campaign type, and other factors; there is no universal cost per click. This guide walks through the decisions that matter before and after launch.
Decide whether Google Ads fits your business
Google Search ads can put an offer in front of people actively searching for it. That makes them a plausible starting point for a local service, ecommerce product, appointment-based business, or other offer with existing search demand. Ads do not create guaranteed demand or guarantee sales: they buy opportunities to reach people, and the business still needs a relevant offer, a workable sales process, and sound unit economics.
- It may fit if customers search for your product or service, you have a clear page or checkout path, you can fulfill orders or follow up quickly, and a new customer is worth enough to support paid acquisition.
- It may not fit yet if demand is unproven, your site is confusing or unreliable on mobile, you cannot respond to leads, your margins cannot support acquisition costs, or you have no defined success measure.
- Do not expect a small test budget to guarantee sales. A limited budget may generate too little traffic or conversion data to draw a reliable conclusion.
Work out an acceptable acquisition cost
Start with the gross profit you expect from a customer, not just the sale price. A simple planning relationship is:

- Break-even CPA = gross profit per customer.
- Target CPA = break-even CPA × a factor below 1 that leaves room for overhead and desired profit.
CPA means cost per acquisition or conversion. For a lead-generation business, a form submission is not necessarily a customer: estimate the share of leads that qualify and become paying customers before deciding what a lead can cost. These are planning formulas, not performance forecasts.
Prepare before creating the campaign
Do not launch just because the account setup wizard lets you. Have these basics ready:
- Business name, website, and a functioning landing page or checkout.
- A clear offer, service area or shipping area, contact details, and hours if relevant.
- A payment method and a budget that you can afford to spend while learning.
- At least one defined primary conversion action and a way to test it.
- A rough maximum acceptable cost per customer or qualified lead.
- Privacy, terms, refund, and consent information where applicable.
- Any required legal or policy review for regulated or restricted products and claims.
Google Ads account billing country, time zone, and currency should be checked carefully during setup because these affect account administration and reporting. Use the account and billing details for the business that will own and manage the advertising.
Choose a business outcome and define conversions
A campaign goal should describe a valuable action, not a vague wish for “more exposure.” Choose the conversion that most closely represents business value.

Primary conversions are used for optimization and main performance reporting. Secondary conversions can help you observe behavior without necessarily teaching bidding to pursue it. A page view, add-to-cart, brochure download, or button click may be a useful microconversion, but it is not automatically equivalent to revenue. If every click is labelled a conversion, automated bidding can learn to seek low-value activity.
Set up and test conversion tracking
- List the actions that represent real business value, and decide which should be primary or secondary.
- Create the corresponding conversion actions in Google Ads. The source may be a website, phone call, app, or imported analytics event, depending on the business.
- Install the Google tag or use an appropriate tag-management setup, then configure event-specific measurement for forms, purchases, calls, or bookings.
- Assign appropriate conversion categories and values. For ecommerce, confirm that the correct transaction revenue is passed rather than a fixed or zero value.
- Complete a test form, booking, or transaction and check that the event arrives in the intended account. Test the whole path on mobile as well as desktop where relevant.
- Do not rely on conversion-based bidding until tracking is receiving the intended action consistently.
Google’s conversion-tracking guidance describes creating a conversion action, adding a tag, and recording the action. The precise implementation depends on your site platform, consent configuration, and whether you use Google Analytics or Google Tag Manager. Those tools are optional ways to support measurement; they are not automatically required purchases.
Common tracking failures to check
- A thank-you-page event fires again when someone refreshes the page.
- A form uses AJAX and never loads the thank-you page where the tag was installed.
- Calls count as conversions without a meaningful duration threshold.
- Duplicate tags record a lead or purchase more than once.
- Consent settings prevent some tags from firing.
- Imported analytics events use different attribution or counting rules than expected.
- Offline sales are not imported, so the system sees cheap leads but not whether they become customers.
- The wrong account or property is connected, or the conversion remains unverified because no test action has been detected.
If results show clicks but no conversions, first test the actual form, checkout, phone number, and event setup. Do not assume the campaign is unprofitable—or profitable—based on an event that has not been validated.

Choose a campaign type and goal
For the beginner example in this guide, use a Search campaign when people already look for your service or product. Search gives you a relatively legible starting point: you can organize around search intent, review search terms, and align each ad group with a page. It is not always the right campaign type.

Google’s overview of a first campaign presents a flow through business information, goal, ad creation, audience and budget, payment, and launch. Available bid options can depend on campaign goal and type, as Google notes in its campaign preparation guidance. Treat suggested settings as choices to evaluate, not commands to accept.
Build a focused Search campaign
Before setting up, know the basic structure: an account contains campaigns; a campaign holds major settings such as budget, locations, network choices, and bidding; an ad group groups related keywords and ads; a keyword helps determine which searches may match; a search term is what a person actually typed. An ad is the message shown, while assets add information such as sitelinks, callouts, phone numbers, prices, or snippets.
An impression is an ad display; a click is a user interaction. CPC is cost per click, CPA is cost per acquisition or conversion, and ROAS is conversion revenue divided by ad spend. These metrics describe different stages: a low CPC does not by itself establish that the campaign is profitable. Quality-related diagnostics can help explain eligibility and relative competitiveness; do not treat Quality Score as a direct billing formula.
Step 1: Create or access the account
Go to Google Ads, sign in with the Google account that should own the advertising account, and enter business and billing information. Confirm the billing country, time zone, and currency before proceeding.

Step 2: Select the goal and campaign type
Choose the closest business outcome, such as sales, leads, website traffic, calls, local actions, or awareness. Then select the campaign type appropriate to that outcome. A goal can affect available settings, but it does not replace the need to define and measure the actual conversion.
Step 3: Set locations, languages, schedule, and networks
- Target only cities, regions, radii, or postal codes where you can serve customers; exclude places you do not serve.
- Check whether the location option targets people in the selected area or people showing interest in it. These are not interchangeable for a local service business.
- Set language deliberately. For a service-area business, a city target does not prove you have a physical location there; inspect location reporting after launch.
- If calls or human follow-up are essential, consider scheduling ads for hours when someone can answer. Run continuously only if leads can be handled outside business hours.
- Review device and search-partner or expansion settings where available, and document what is enabled. Regulated categories may have additional targeting and personalization restrictions.
Step 4: Set budget and bidding
Google’s standard budget control is an average daily budget per campaign. Google says actual spend may reach up to twice that average on a particular day, while charges for a billing period are subject to a cap of 30.4 times the average daily budget. The common monthly planning calculation is average daily budget × 30.4; this is a planning ceiling under Google’s standard rules, not a prediction of what will be spent. Choose a budget you can sustain while gathering evidence, rather than treating a suggested budget as a required entry fee. There is no universal CPC or spend amount that guarantees enough data; auction conditions and conversion rates vary.
- Maximize Clicks: A traffic-oriented strategy that may suit a traffic objective or a period before conversion tracking is ready. It can prioritize clicks rather than profitable outcomes.
- Maximize Conversions: A conversion-oriented strategy to consider when reliable conversion tracking is installed. Google describes it as a conversion-focused option in its automated bidding guidance; it still depends on meaningful conversion inputs.
- Target CPA: Consider after reliable conversion history exists and the target reflects plausible business economics.
- Target ROAS: More relevant when revenue values are passed accurately, commonly in ecommerce.
- Manual bidding: Provides more direct bid control but requires maintenance; it does not fix weak targeting, poor tracking, or a poor landing page.
For a rough planning exercise, estimate required clicks as desired conversions divided by an expected conversion rate, then estimated spend as required clicks multiplied by estimated CPC. Keyword Planner estimates can help frame assumptions, but actual auction results and outcomes may differ. Avoid promising yourself a fast, statistically meaningful answer from a very small budget.

Use one campaign for a major budget or geographic objective; separate campaigns when budgets, locations, languages, or business outcomes differ materially. Within a campaign, make a small number of tightly themed ad groups. Each should match a specific intent and a relevant landing page. Do not put every service and location into one group, but also avoid dozens of tiny groups that cannot gather enough traffic to be useful. Google recommends relevant ad groups and matching ad content in its campaign guidance.
Step 6: Write ads, add assets, and review
Make the ad specific to the customer’s need and the page they will reach. Google’s current campaign guidance recommends at least three ads in each ad group and at least four assets where supported. These are recommendations, not immutable requirements for every account or campaign type.
- Describe the product, service, or problem in the headline.
- State a concrete benefit and a supportable differentiator.
- Give a clear next step: get a quote, book online, call, shop, or request a demo.
- Use location, pricing, availability, warranty, credentials, or turnaround claims only when accurate.
- Avoid unsupported claims such as “best,” “cheapest,” or “#1,” and avoid misleading urgency.
- Check that the landing page delivers the offer promised in the ad and works well on mobile.
A simple starting pattern is: Headline: [Service or product] in [location]; [customer benefit]; [verifiable differentiator]. Description: Explain who the offer is for and what happens next. Add relevant sitelinks, callouts, structured snippets, images, prices, location details, or phone details as appropriate. Before launch, check policy eligibility, spelling, destination links, billing, location, schedule, budget, bidding, and conversion settings. An ad preview is not a promise of how every auction will display the ad.
Choose keywords and control what searches you pay for
Start with the words customers use, not your internal product jargon. Write down the main products or services, then add transactional language such as “buy,” “pricing,” “quote,” “near me,” “appointment,” “provider,” “installation,” or “repair.” Add location terms where local intent matters. Include brand and product names only when appropriate.

- Use Google’s Keyword Planner to expand ideas and review estimates. Those estimates are not guaranteed traffic or cost.
- Group terms by intent and the page that should receive the click.
- Remove irrelevant terms—potentially including jobs, free, used, DIY, educational, or competitor-related searches—unless you intentionally want them.
- Create a starter negative-keyword list for obvious exclusions and record why each exclusion was added.
- After traffic begins, review the Search terms report and refine based on what people actually searched.
Match types are targeting controls, not guarantees that a keyword will match only the literal wording shown. Broad match has the widest reach and requires close monitoring, useful conversion signals, and exclusions. Phrase match is more constrained than broad but can still match variations and related intent. Exact match offers more control than broad or phrase, but is not necessarily limited to a character-for-character query. Negative keywords exclude unwanted terms. Google’s terminology and interface may change, so review its current Search campaign setup documentation.

For a cautious first campaign, begin with a manageable set of high-intent themes, conservative geographic targeting, and frequent search-term review. Avoid a large list of generic terms or broad match before you can verify tracking and traffic quality.

Google Ads does not have one universal price per click. The auction, competition, targeting, bids, quality-related signals, geography, and campaign type affect what delivery costs. An average daily budget limits the campaign under Google’s standard rules, but it does not tell you how many customers that budget will buy.
For planning, write down your gross profit per customer, acceptable acquisition cost, expected lead-to-customer rate, and plausible click-to-conversion rate. Then estimate the clicks and spend needed to test the campaign. Treat every input as an assumption to validate, not a promise. A business with a high-value sale, a low conversion rate, or a competitive market may need a larger or longer test than a simple budget calculation suggests.

First 24–72 hours
Look for operational problems rather than making a sweeping performance judgment:
- Ads and assets are approved; billing is active.
- Impressions are coming from intended locations and language settings.
- Landing-page URLs work and pages load on mobile.
- Search terms are not obviously irrelevant or excessively broad.
- Conversion events fire in testing and campaign spend is within expectations.
First 7–14 days
Review impressions, clicks, click-through rate (CTR), average CPC, search terms, conversion rate, cost per conversion, and—where useful—impression share. Break down results by location, device, day, and hour when enough data exists. For lead generation, inspect qualification and follow-up outcomes, not just lead count.
- CTR = clicks ÷ impressions.
- Conversion rate = conversions ÷ clicks.
- CPA = ad spend ÷ conversions.
- ROAS = conversion revenue ÷ ad spend.
High CTR with few valuable conversions can point to a misleading ad, irrelevant query, or weak landing page. Low CTR alongside a strong conversion rate may suggest the ad message or keyword coverage needs attention. A cheap conversion can still be poor quality, and a small number of outcomes makes percentages unstable. Revenue, margin, lead quality, and close rate matter more than clicks alone.
Fix common problems methodically
No impressions
- Confirm the campaign and ads are enabled and approved, billing is active, and start and end dates are correct.
- Check that location, language, schedule, and keywords are not too restrictive or excluding all eligible traffic.
- Review whether bids or budget are severely limiting delivery and whether the keywords have meaningful demand.
Spend is too high or search terms are irrelevant
Pause clearly irrelevant themes, inspect the Search terms report, add negatives, narrow locations, and check network or expansion settings. Lower budgets if necessary. Also check for duplicate campaigns covering the same demand. Keep a note of changes and why you made them.

Clicks but no conversions
Test the complete form, checkout, booking flow, and phone number. Verify event status, duplicate firing, and correct account connection. Compare the ad promise with the landing-page content, inspect mobile usability, and review search terms for informational or unrelated intent. Confirm that the conversion is not merely a page view.
Conversions but poor-quality leads
Where practical, import qualified-lead or closed-sale outcomes so measurement reflects commercial value. Narrow geography and service types, exclude irrelevant searches, and add accurate qualifying language to ads and pages. If appropriate, change the primary conversion from a form start to a qualified lead. Do not optimize toward the cheapest action if it has no business value.
Ads are disapproved or a bid strategy is unavailable
Read the specific policy reason, fix the destination, claim, trademark use, editorial issue, or restricted-product concern, then request review if appropriate. Repeatedly submitting unchanged ads will not resolve the cause. If a bid strategy does not appear, check the selected campaign goal and type; Google says availability can depend on them in its goal and campaign settings guidance.
Optimize one cause at a time—and know when to pause
Use a measured order so you can tell what changed the outcome: fix tracking; remove irrelevant searches and add negatives; improve landing-page relevance and friction; adjust location and schedule; improve ad messaging and assets; move budget toward profitable themes; then revisit bidding or expand cautiously. Avoid changing budget, targeting, keywords, ads, and bidding all at once.

Before pausing, preserve the settings, change history, search terms, conversion definitions, and performance period so you can diagnose the cause. Restart only after correcting the underlying issue; do not erase useful account history by reflexively creating a duplicate campaign.
When to expand beyond the first Search campaign
Consider expansion after the campaign has reliable tracking, relevant search terms, a landing page that converts, and evidence about lead or sales quality. Performance Max can broaden reach but is less straightforward for a beginner to diagnose than Search. Microsoft Advertising is another search option if incremental reach or Microsoft-search audiences matter; Microsoft documents campaign creation and Google campaign import in its Search advertising information and new-advertiser FAQs. An imported campaign still needs a review of settings, tracking, budgets, targeting, and policy. Meta advertising may suit visual discovery and demand creation, but it is not a direct substitute for capturing people already searching for a service; see Meta’s business advertising page.
Handle a simple, measurable campaign yourself if you have time to review traffic and outcomes. Custom tracking, multiple markets, offline sales imports, regulated products, significant spend, or costly low-quality leads can justify experienced professional help. Keep account ownership, conversion definitions, access, change logs, and reporting transparent; no provider can guarantee a particular ad position or return.
