Mutual funds pool investors’ money into a scheme; in portfolio management services (PMS), the investor holds securities in their own name while a portfolio manager manages the portfolio. That difference affects how costs are charged and when securities trades may create tax events for the investor. The available SEBI sources do not establish PRIM’s definition or operative terms, so its eligibility, fees, withdrawals and tax treatment cannot be reliably compared as settled facts.
What is the key difference between mutual funds and PMS?
It is who owns the investments. A mutual-fund investor buys units in a pooled scheme; the scheme owns and trades its underlying securities. A PMS client holds securities and other assets directly in the client’s name, under an agreement with the portfolio manager. SEBI describes these structures in its mutual-fund investor information and PMS investor information.
This is not just a difference in packaging. It affects the way costs are disclosed, the investor’s visibility into individual holdings and transactions, and how trading can produce tax events. It does not establish that one route will perform better.

For PMS, the ₹50 lakh figure comes from SEBI’s investor page, whose search result did not state a publication date; it should be checked against the current rules. SEBI’s portfolio-manager listing showed the 2020 regulations last amended on September 3, 2025, and also listed a July 23, 2026 consultation paper for a comprehensive review. A consultation paper is not itself an operative rule, and the listing does not establish PRIM’s terms: SEBI portfolio-manager regulatory listing.

What is known—and not established—about PRIM?
The SEBI material cited for this comparison does not provide an authoritative instrument defining PRIM. The acronym alone is not enough to determine whether it is a distinct regulated route, how it is legally structured, or whether a product using the name is offered through a mutual fund, a portfolio manager or another arrangement. Do not assume it has PMS terms simply because a portfolio manager may be involved, or mutual-fund terms because it may invest in funds.
Before treating any PRIM offer as comparable, ask for the operative SEBI notification or circular and the product’s governing documents. Those should establish what PRIM means, who can invest, what assets it can hold, whether decisions are discretionary, how fees and underlying expenses work, how withdrawals are handled, what reporting is provided, and the applicable tax treatment. The listing above is a place to check portfolio-manager regulatory materials, but it does not confirm PRIM-specific rules.

How should you compare fees?
Mutual-fund costs
Compare the current TER of the specific scheme and plan, not a generic “mutual-fund fee.” SEBI explains that direct and regular plans have a common portfolio but different cost structures. The TER framework and disclosures are covered in SEBI’s TER and performance-disclosure circular. Check the current scheme documents for the plan you are considering.
PMS costs
SEBI’s PMS framework allows a fixed fee, a return-based fee, or a combination, with fees and risks disclosed in the relevant documents. There is no single PMS percentage that applies to all managers or clients. Review the client agreement and disclosure document for the management charge, performance-fee calculation, brokerage, custody, transaction charges, taxes and exit costs. Make the comparison like-for-like
Compare the selected mutual-fund plan’s current TER with the full cost terms in the actual PMS agreement over the same expected holding period. Identify which charges are recurring, transaction-based or dependent on returns, and whether the return-based fee has a hurdle, high-water mark or other calculation conditions in the contract. Do not assume the PMS fee includes every cost of trading or holding assets. A PRIM fee stack cannot be inferred without its official terms.

That distinction is about the mechanism and timing of tax events, not a complete comparison of tax rates. The applicable rate and holding-period rules depend on the asset, transaction date and taxpayer. Do not apply one blanket “PMS tax rate” or “mutual-fund tax rate”; check the current provisions for the specific transaction in the Income Tax Department’s capital-gains guidance or consult a qualified Indian tax adviser. What should you verify before choosing a route?
- Legal structure: Confirm whether you will own units in a scheme or securities directly, and identify the governing documents.
- Eligibility and minimum: Check the current rule and the actual product terms rather than relying on an older summary or marketing claim.
- Total costs: Read the current scheme TER or PMS agreement and include applicable trading, custody, transaction and exit charges.
- Tax mechanics: Establish which transactions occur in your name and ask how the specific assets and dates are treated under current tax rules.
- Control and liquidity: Check investment restrictions, decision authority, withdrawal process, exit terms and reporting obligations in the applicable documents.
- PRIM claims: Request the official SEBI instrument and product documents that support the claimed status and terms before relying on them.
