How Fujitsu became a central part of the Post Office scandal

Fujitsu became central because Horizon's apparent shortfalls were treated as proof against sub-postmasters. The scandal arose from both the system's defects and the Post Office's decisions to rely on it.

Fujitsu became central to the Post Office scandal because it was the company associated with Horizon, the branch accounting system whose outputs were treated as proof that sub-postmasters had lost money. Horizon could produce apparent shortfalls through bugs, errors, data and communications problems. The Post Office then converted those figures into demands for repayment, disciplinary action and prosecutions.

That does not make Fujitsu solely responsible. Fujitsu supplied and supported the technical system and contributed technical records and witnesses; the Post Office decided to trust the system, pursue individuals and resist challenges to its reliability. Government ownership and oversight formed a third part of the institutional failure.

What Fujitsu actually supplied

Horizon was an electronic point-of-sale and accounting system used in Post Office branches. It recorded transactions, processed data and calculated the balance that each branch was expected to hold. The High Court described it as a system that sub-postmasters were required to use, with no practical alternative. The system history is set out in Bates v Post Office, Judgment No. 3.

Horizon was originally designed and installed by ICL. Fujitsu acquired ICL in about 2002, making Fujitsu the corporate owner most closely identified with Horizon’s later operation. The earlier architecture is commonly called Legacy Horizon. Around 2010, the Post Office moved to Horizon Online, a later version with a different architecture. “Horizon” therefore describes a family of hardware, software, communications and central-processing arrangements, not one isolated program or one single glitch.

Term Meaning in this scandal
Legacy Horizon The earlier Horizon architecture used before the move to Horizon Online.
Horizon Online The later architecture introduced around 2010.
PEAKs and KELs Technical incident and knowledge records examined by the inquiry, including whether the Post Office could obtain them under its contract.
Remote access Technical ability to access systems or data from outside a branch; its existence and use were separate questions.

How a computer discrepancy became a personal accusation

The critical failure was not simply that software sometimes malfunctioned. It was the assumption that every figure displayed by Horizon represented an actual loss of cash at the branch.

  1. A transaction, software defect, communications failure or data-processing problem affected the branch records.
  2. Horizon displayed a discrepancy or shortfall.
  3. The Post Office treated the displayed amount as evidence that money was missing.
  4. The sub-postmaster was expected to explain the difference or make it up personally.
  5. Failure to do so could result in suspension, termination of the contract, civil recovery proceedings or criminal prosecution.

A system capable of producing a false shortfall does not mean that every disputed deficit was caused by Horizon. It means the Post Office could no longer safely treat an unexplained Horizon figure as proof of dishonesty without independent investigation.

The defects were more than one “glitch”

The 2019 High Court litigation examined whether bugs, errors and defects could create apparent discrepancies and shortfalls. It found that they could, and questioned the reliability of the assumptions on which the Post Office had relied. The Horizon Issues judgment is available through the inquiry.

The evidence concerned multiple kinds of failure: software bugs, transaction problems, communications interruptions, data-handling errors, network issues and weaknesses in recording or investigating incidents. The High Court also recorded that the total number of bugs, errors and defects exceeded the number Fujitsu had admitted. In another passage, it rejected as wrong an explanation given about missing records. Those findings appear in the 2019 judgment.

Why remote access changed the evidential picture

Remote access mattered because it challenged the idea that a branch’s records were sealed, untouchable and independently generated. The inquiry has examined whether Fujitsu personnel could access or alter transaction data, install fixes capable of affecting records, how often such capabilities were used, and whether those activities were known to sub-postmasters. The inquiry’s completed list of issues sets out those questions.

The existence of access rights does not itself prove that an employee fabricated a shortfall or changed a particular account. Its significance is evidential: if data could be accessed or changed remotely, the Post Office needed to understand and disclose that possibility before presenting Horizon records as conclusive proof.

Fujitsu’s records and technical witnesses

Fujitsu was close to the technical information on which the Post Office based its decisions. The inquiry has considered what Fujitsu knew about defects, whether it knew they could affect branch accounts, what PEAKs and KELs recorded, and whether contractual obligations required defects to be identified, reported and corrected.

Fujitsu personnel also explained how Horizon worked, interpreted system records, prepared statements and gave evidence in cases involving alleged discrepancies. Gareth Jenkins, a former Fujitsu distinguished engineer, is a prominent example. His evidence to the inquiry is part of its examination of how technical information was supplied and used. Three questions must be kept separate:

  • Was an individual witness deliberately dishonest?
  • Was evidence incomplete, inaccurate or technically unsound?
  • Did the Post Office use evidence beyond what it safely established?

Criticism of a witness or a corporate record does not automatically establish criminal conduct. The inquiry can make factual findings and criticisms; criminal liability requires the appropriate prosecutorial and court processes.

What the 2019 High Court case changed

The group litigation brought by sub-postmasters, commonly known as Bates v Post Office, was the turning point before the statutory inquiry. It did not resolve every question about corporate responsibility, but it dismantled the assumption that Horizon’s output was inherently reliable.

The court examined system defects, remote access, the scale of bugs and the reliability of information supplied by Fujitsu. That mattered because prosecutions and repayment demands had often been built around the proposition that the computer was right and the branch operator must therefore be wrong. Once that proposition was shown to be unsafe, the evidential foundation of many cases was exposed.

Why the Post Office remains principally responsible for pursuing victims

Fujitsu did not decide which sub-postmasters to prosecute. The Post Office owned the relationship with branch operators and controlled the operational response to discrepancies. It received and interpreted Horizon data, demanded repayment, investigated allegations, commissioned or relied on technical explanations, brought prosecutions and continued to defend the system when its reliability was challenged.

The clearest responsibility split is:

Institution Central responsibility
Fujitsu Supplying and supporting Horizon; holding technical knowledge and records; providing technical personnel and evidence.
Post Office Turning system outputs into repayment demands, disciplinary action and prosecutions; deciding how contradictory information was treated.
Government Ownership, oversight, policy response and the design and funding of redress.

The scandal therefore required both a technically unreliable system and an organisation prepared to treat its output as authoritative. Saying “Fujitsu’s software prosecuted innocent people” is incomplete; saying Fujitsu was merely a passive contractor is also wrong.

Key dates in Fujitsu’s involvement

2016 Group litigation by sub-postmasters began exposing systemic issues.

2020–2024 The statutory inquiry examined defects, knowledge, evidence, governance, prosecutions and redress.
January 2024 Fujitsu announced a self-imposed moratorium on bidding for new UK government work until the inquiry concluded, unless government asked it to bid.
July 2025 Volume 1 of the inquiry’s final report, covering human impact and redress, was published.
March 2026 Parliament said Fujitsu had played a central role and had not contributed to the redress bill at that point.
July–August 2026 Parliament continued examining procurement; the chair’s update indicated that remaining final-report work was still outstanding.

The human cost explains the scale of the scandal

Sub-postmasters lost businesses and homes, were pushed into bankruptcy, acquired criminal records, served prison sentences and suffered damaged health, family relationships and reputations. Some died before their cases were resolved. Volume 1 of the inquiry’s final report addresses that human impact and redress.

Redress figures change as claims are assessed. Parliament reported approximately £1.44 billion paid by January 31, 2026, while thousands of cases remained in the process. That is a dated payment figure, not a final cost or a measure of every claim. Parliament’s March 2026 update provides the relevant context.

Fujitsu’s position now

Fujitsu has apologised and expressed regret for its role in the suffering of sub-postmasters. An apology is not the same as accepting legal liability, paying compensation, facing criminal proceedings or losing access to public contracts.

  • Redress: The government has been considering how Fujitsu should contribute to compensation and how inquiry recommendations should be implemented. The government’s response to Volume 1 sets out its position.
  • Procurement: Fujitsu’s January 2024 measure was a moratorium on bidding for new government customers, with exceptions. It was not a universal ban on all UK public-sector work. Parliament continued to examine its position on procurement frameworks in July 2026. The parliamentary publications page records that debate.
  • Financial contribution: Parliament said Fujitsu had contributed nothing to the redress bill as of March 2026. That statement is time-specific and does not establish what Fujitsu may later pay, or whether it has other liabilities.
  • Inquiry findings: Volume 1 has been published, but the final account of every Fujitsu-related issue should not be treated as complete while the remaining report work is outstanding.

What remains unresolved

The outstanding questions are not limited to whether Horizon contained defects. They include what Fujitsu knew and when, whether technical records were fully disclosed, how remote-access capabilities were governed, how technical evidence was used, and how responsibility should be divided between Fujitsu, the Post Office and government.

Those questions lead to separate consequences: victim compensation, possible civil liabilities, procurement decisions, professional or regulatory action and any criminal investigations. None follows automatically from an apology or from the existence of a software bug.

A concise glossary

  • Apparent shortfall: A deficit shown by the accounting system that may or may not correspond to missing physical cash.
  • Horizon: The Post Office’s electronic point-of-sale and branch accounting system and its related infrastructure.
  • PEAK: A technical incident record examined by the inquiry.
  • KEL: A knowledge record concerning known technical issues, also examined by the inquiry.
  • Bates litigation: The group litigation that produced the major 2019 High Court findings on Horizon’s reliability.
