How Data Marketplaces Will Shape the Future of Data Monetization

Data marketplaces can make data access and monetization more repeatable, but value depends on clear rights, trusted quality, privacy safeguards and interoperability.

Data marketplaces can make data monetization more repeatable: instead of arranging isolated sales, organizations can use a governed platform to help buyers discover data, agree on permitted uses, pay for access and measure whether it delivered value. Their future will depend less on how many datasets they list than on whether buyers can trust the data, understand their rights and use it across compatible systems.

For individuals and businesses, that shift creates opportunities as well as risks. Better access can support new services, but unclear permissions, weak privacy protections, stale data and platform concentration can undermine the value of sharing. Regulation is also changing who can access some data and on what terms.

What is a data marketplace?

A data marketplace is an intermediary that helps data suppliers and users discover and arrange access to data. It is more than a storefront: a useful marketplace also handles or supports metadata, identity, permissions, licensing, delivery, payment terms, usage monitoring and disputes.

The European Commission’s 2023 report Mapping the landscape of data intermediaries identifies data marketplaces as one of six intermediary forms, alongside Personal Information Management Systems, data cooperatives, data trusts, data unions and data-sharing pools. The categories describe different ways to organize data access and control; they are not interchangeable labels for the same service.

A marketplace is not automatically the owner of the data or the party that decides every use. Depending on its design and contracts, it may host copies, connect buyers to supplier-controlled data, or provide discovery and access tools while data stays with its source.

Marketplace versus data exchange

There is no single universal boundary between the terms. In common usage, a data exchange emphasizes the mechanism or environment for exchanging data, while a marketplace emphasizes discovery and commercial transactions between suppliers and buyers. A service can do both. The useful questions are what it actually provides, who controls access, how rights are documented and how a transaction is enforced.

How do data marketplaces make money?

There is no established universal marketplace take rate or standard fee. A platform’s revenue model depends on what it provides and who pays. Potential models include:

  • Transaction fees: a charge tied to a completed license or sale.
  • Subscriptions: recurring payment for access to a catalogue, dataset or service.
  • Usage charges: payment for API calls, queries, volume or another defined unit of access.
  • Revenue share: the platform and supplier divide proceeds under an agreement.
  • Services: fees for integration, validation, governance or other support around data access.

These are possible structures, not a claim that every marketplace uses them or charges the same way. Sellers may earn through one-time licenses, recurring access or usage-based arrangements; platforms may charge buyers, sellers, or both. The contract should say which party pays, what triggers a charge, how usage is measured and what happens if the data or service does not meet agreed terms.

What market growth says—and does not say

The European Commission’s first facts-and-figures report for its European Data Market study 2024–2026 estimates that EU27 data monetization was €29.548 billion in 2024, up 15.3% from €25.638 billion in 2023, and forecasts €33.966 billion for 2025. The same report forecasts the broader EU27 data market at €125 billion in 2030 under its baseline scenario, equivalent to 4.6% compound growth from 2025 to 2030.

These figures cover the wider data economy and monetization activity, not marketplace revenues alone. They indicate a growing addressable economy, but do not establish what share marketplaces capture. They also should not be read as a global market estimate.

How marketplaces can change data monetization

From one-off deals to repeatable access

Catalogues and standardized metadata can reduce the effort buyers spend finding relevant data and help suppliers reach beyond existing relationships. Clearer, reusable contracts can make renewals and repeat purchases easier to arrange. Where data is refreshed or queried continuously, subscriptions and usage-based access can fit better than a single file sale.

Quality and provenance become part of the product

Buyers need to know more than a dataset’s size. Useful listings can describe coverage, freshness, lineage, validation, known limitations and service levels. That information makes it easier to compare data on fitness for a particular use, and gives suppliers a way to distinguish reliable, well-maintained products from undifferentiated volume.

Access does not always require copying data

Centralized exchanges can make discovery and transactions convenient, but some organizations need data to remain under local control. Federated marketplaces and data spaces can support discovery and governed access while data stays with its source, reducing the need for central copying. The trade-off is that participants must still make their systems, policies and contracts work together.

One implementation example is the EU CORDIS FAME project, which describes a federated, decentralized marketplace for embedded finance. Its 2024–2025 reporting period includes token-gateway work, a Data Spaces Radar listing, pilot operations and exploitation readiness. This demonstrates project activity, not proof that federated marketplaces have achieved broad commercial liquidity.

Feedback can inform products and prices

With appropriate privacy and competition controls, usage telemetry, buyer feedback and renewals can help suppliers understand what is useful and improve quality or pricing. But usage data must be collected and used under clear permissions; a marketplace should not assume that access to transaction information gives it unrestricted rights to exploit it.

The choice depends on the data, the parties’ rights and the buyer’s use case—not on a general rule that one model is always better. For public-sector data, the European Commission’s open-data business-model guidance also stresses strategic business models, partnerships, data literacy and user-centred approaches. Making data available is not, by itself, enough to ensure that people can use it or that it creates economic or social value.

How the EU Data Act and DMA affect marketplaces

Data Act: more access can create services

The European Commission says the Data Act entered into force on 11 January 2024 and applies from 12 September 2025. It is designed to improve access to data while ensuring that sharing, storage and processing respect European rules. For marketplaces, access obligations can expand the pool of data available for services, while making authorization, permitted purposes, security and auditability more important.

The Commission’s example is a broken smart watch: its owner can request that an independent repair service get access to device data, potentially lowering aftermarket-service prices. The example shows how access to machine-generated data can enable a new service and buyer; it does not mean that all device data is unrestricted or available to any marketplace participant.

DMA: fairness and contestability matter

The Digital Markets Act adds rules focused on fair and contestable digital markets and gatekeeper platforms. The Commission’s 2025 implementation report describes work involving connected-device interoperability, cloud-sector market investigations and enforcement proceedings. Its 2026 review examines effects on business users and end users, contestability, fairness and interoperability. These developments are relevant where a platform controls important routes to discovery, access or cloud-based data services.

What are the risks of selling or sharing data?

  • Unclear rights: Contracts may leave uncertainty about who can license the data, whether derived data can be reused, which uses are allowed and who bears liability.
  • Privacy and re-identification: Aggregated or de-identified data can still require careful sensitivity assessment and access controls. Sellers should define allowed uses and avoid treating a marketplace listing as a substitute for a lawful basis to share.
  • Poor or stale data: Missing lineage, weak metadata, inadequate coverage or outdated records can make a listing unusable and damage trust.
  • Thin liquidity: A large catalogue does not guarantee active buyers, repeat demand or income for sellers.
  • Interoperability gaps: Incompatible schemas, connectors and contract terms can trap data in silos and make exchange costly.
  • Platform concentration: If one platform controls discovery, pricing or access, participants may become dependent on it. Fairness, contestability and interoperability are central to the DMA’s policy context.
  • Misleading valuation: A quoted price is not the same as business or social value. Buyers should judge relevance, quality and outcomes, not just volume or price.

A 2024 research paper describes persistent barriers to efficient data trading, including valuation, trust, privacy, contracts, quality, interoperability and incentives. Separately, a preregistered 2025 online study found that a marketplace increased participants’ willingness to sell social-media data by 12 to 25 percentage points compared with data donation, depending on treatment, and by 6.8 percentage points compared with one-time purchase offers. Those results concern willingness in online experiments; they do not show sustained real-world trading or marketplace liquidity.

How companies can monetize data more safely

For a prospective seller

  1. Check authority first. Inventory the data and establish who has the rights to share or license it, what contracts or other obligations apply, and whether derived data has separate terms.
  2. Classify sensitivity. Identify personal, confidential or otherwise restricted information and determine what access controls and permitted-use limits are appropriate before creating a listing.
  3. Document provenance and quality. Record lineage, coverage, freshness, validation and known limitations. State service levels where buyers rely on a continuing feed or API.
  4. Set commercial and use terms. Define allowed purposes, access duration, pricing unit, renewal, redistribution, portability, remedies and exit conditions in language buyers can evaluate.
  5. Test with a narrow buyer group. Check whether a clearly described offer solves a real buyer problem before investing in broad catalogue expansion.

For a buyer

  • Ask for lineage, freshness, coverage and quality evidence—not just a sample or headline volume.
  • Confirm the license allows the intended use, including any onward sharing or derived-data use.
  • Review security, service levels, portability, renewal and exit terms before depending on an ongoing feed.

For a marketplace operator

  • Build identity, permissioning, audit trails and clear dispute and abuse processes into the service.
  • Make metadata, licensing and access controls interoperable enough to support reuse across systems.
  • Measure successful use, repeat purchases and renewals rather than treating listing count as proof of marketplace health.

Are data marketplaces the future of data sharing?

They are one important model, not a single inevitable destination. Centralized marketplaces can simplify discovery and transactions; federated approaches can preserve supplier control and reduce copying; cooperatives, trusts and other intermediaries offer different ways to organize rights and participation. The European Commission’s taxonomy itself reflects that plurality.

The durable opportunity is to make data access trustworthy and repeatable, not simply to put more data up for sale. That requires clear rights, useful quality information, secure authorization, workable interoperability and evidence that buyers receive value. Without those foundations, a marketplace can create listings without creating dependable monetization.
