How COVID-19 Stress-Tested the Data Center Industry

COVID-19 strained data center staffing, construction and supply chains as demand shifted from an initial slowdown toward greater use of online services.

COVID-19 tested data centers on two fronts: operators had to keep critical infrastructure running with staffing and supply constraints, while demand for digital services first weakened at many sites and later surged as more activity moved online. Uptime Institute’s surveys document those pressures, but they do not establish a single global measure of the pandemic’s effect on revenue, capacity, or investment.

What changed for data center operators?

In a July 2020 Uptime Institute survey of 281 respondents, 57% reported reduced operations staff levels, 52% reported project or construction delays, and 33% reported an unplanned increase in demand for IT infrastructure. These are shares of survey respondents selecting reported impacts on their critical IT infrastructure operations—not estimates for all data centers worldwide or measures of total industry capacity.

The results show why the pandemic was an operational stress test as well as a commercial one: facilities faced constraints on the people and projects needed to maintain or expand infrastructure at the same time that some operators saw unexpected demand.

Why did demand fall and then rise?

Uptime Institute’s 2023 survey discussion describes an uneven pattern: lockdowns initially reduced demand at most sites, followed by a surge as online services expanded. That sequence does not mean every data center experienced the same shift. Business uncertainty, budgets, staff availability, supply constraints, and other disruptions overlapped, making the net effect difficult to track.

For operators, demand therefore was not a simple, uniform pandemic-era boom. The direction and scale of change depended on timing and circumstances, and the available survey discussion does not quantify a global change in data-center revenue or capacity attributable to COVID-19.

Where did supply-chain pressure show up?

Uptime Institute’s Data Center Supply Chain Survey 2021, fielded in July and August 2021 and published October 19, 2021, describes pandemic-era disruption affecting both ongoing operations and new builds. Its vulnerability areas included servers, storage, networking, cooling, UPS equipment, switchgear, generators, and construction materials.

These categories span equipment needed to build facilities and components relevant to operating them. The survey’s discussion of vulnerability should not be read as proof that every listed item was unavailable everywhere, or that all operators experienced the same shortages.

How did operators adapt their work and maintenance?

Uptime Institute’s post-pandemic analysis describes an interim operating phase in which some operators used practices such as remote work, split “blue/red” teams, reduced maintenance, and adjustments to supply-chain practices. These examples show the kinds of changes organizations considered or adopted; they do not establish that every operator used them or that they were equally effective.

The broader 2020 Uptime Institute survey summary also emphasizes variation among organizations in their approaches to outages, resilience, staffing, workload placement, and innovation. That variation matters: the pandemic did not produce one standard operating response across the sector.

Did the pandemic make the data center industry grow?

Uptime Institute’s 2021 industry survey summary described a sector experiencing continued growth alongside supply-chain interruption, workforce shortages, and rising complexity. The evidence supports the conclusion that growth and operational strain coexisted; it does not show that COVID-19 alone caused industry growth.

As Uptime Institute Executive Director Andy Lawrence put it in the organization’s 2021 research recap: “Continued, rapid growth in our dependence on digital infrastructure was paired with a global pandemic, presenting worker shortages and supply-chain pressures that impacted the industry in ways we could have never expected.”

What the available figures can—and cannot—tell you

  • They capture reported experience. The 2020 percentages describe responses from 281 survey participants, not a census of facilities.
  • They measure different kinds of effects. Staffing, construction delays, and unplanned demand are distinct outcomes; they cannot be combined into one “pandemic impact” number.
  • They do not provide a global counterfactual. The reviewed sources do not quantify how much revenue, capacity, or investment differed from what would have happened without COVID-19.
  • They describe a changing period. Early operational reports, a 2021 supply-chain survey, and a 2023 retrospective address different phases and evidence types.
