How Chip Training Could Help Low-Income Workers Move Into Semiconductor Jobs

A 2024 report described an ACC semiconductor-training pilot intended to help low-income workers move into technician roles, but did not establish current enrollment or outcomes.

Austin Community College’s Advanced Manufacturing Production (AMP) training was part of a planned effort to help low-income workers qualify for semiconductor and manufacturing technician jobs. In a November 2024 report, EE Times described a Central Texas pilot backed by Merit America, the America’s Frontier Fund Foundation, the Texas Institute for Electronics and the Michael and Susan Dell Foundation. Its training, participant-support and job-placement plans were announced goals—not proof of current enrollment or employment results.

What the semiconductor training program included

ACC’s AMP program combined three days of hands-on instruction with online coursework, according to EE Times’ November 26, 2024 report. The report said AMP was the first program to receive the SEMI Foundation’s Fundamental Semiconductor Knowledge Certification.

The article also described ACC’s STARS curriculum, which Jordan Blashek said was developed with semiconductor companies including NXP and Applied Materials. Blashek, co-founder and president of the AFF Foundation, called it “the best semiconductor technician curriculum in the country”; that is his assessment, not an independently established ranking.

How the coalition aimed to reduce barriers to training

Merit America and the AFF Foundation were jointly leading the Opportunity Coalition. The coalition said it would cover training costs, offer wrap-around services and help participants find jobs. Supports described by Merit America leaders could include coaching, childcare and mental-health support.

The report identified time away from work and childcare as obstacles to post-secondary training. These supports were presented as part of the initiative’s approach, but the article did not assess whether they were delivered to participants or how effective they were in the pilot. Merit America co-CEO and co-founder Rebecca Taber Staehelin said, “It’s a massive population that is really underserved by current education and upskilling options.”

What the announced wage and training figures mean

The figures in the report describe coalition goals and a proposed pathway, not measured outcomes. Blashek said the coalition aimed to train 20,000 workers over five years and generate $2 billion in wage gains. He described intended participants as earning $20,000–$25,000 a year before training, completing about four weeks of training, and then moving into jobs paying $40,000 or more.

EE Times did not provide a methodology for those targets or report realized placements, earnings changes or pilot completion results. The report also quoted Merit America co-CEO and co-founder Rebecca Taber Staehelin describing 53 million Americans as stuck in low-wage work; that figure was her characterization, not a measurement of the program’s potential participants.

Where the program was expected to expand

The November 2024 report named Ohio, Arizona, New Mexico and New York as markets where expansion was expected. It framed broader national access as a plan, not a completed rollout. Merit America’s press page lists the EE Times report and other semiconductor-training coverage, but that listing does not verify the current status, eligibility or results of this specific pilot: Merit America press coverage.

The available reporting does not establish whether ACC or the coalition is currently enrolling participants. Anyone considering training should confirm current availability, eligibility, schedule and costs directly with ACC or the coalition before making financial or work plans.

What prospective trainees should verify

A short pathway can still carry real costs in time, income and childcare. Before relying on a program as a route to a technician job, ask the provider for current details on:

  • Whether applications are open and who is eligible, including residency or income requirements.
  • Tuition, fees and what the coalition or provider will actually cover.
  • Required schedule, hands-on lab days, online coursework and expected total training time.
  • What coaching, childcare or other supports are available, and whether they have limits or eligibility rules.
  • Which credential is earned and which employers recognize it.
  • How job-placement help works and what placement and wage results, if any, have been documented for graduates.

The announcement points to a model that combines technical instruction with financial and practical supports. It does not yet establish that the model is available now or that its stated wage and scale goals have been achieved.
