How AI Agents Choose Products and Complete Purchases

AI shopping agents can compare products and help with checkout, but ranking, authorization, payment processing, and fulfillment remain separate—and platform-specific—steps.

AI shopping agents can turn a request into product suggestions and, on some platforms and eligible listings, help complete checkout. They do not all use the same ranking formula, and a recommendation is not the same as an order: the shopper may need to authorize payment, while the merchant still validates and accepts the order, charges it through a payment provider, and handles delivery and support.

How an AI agent chooses products

A request such as “best running shoes under $100” or “gifts for a ceramics lover” gives an agent a task and constraints to use when finding and comparing products. The result depends on the platform’s own search and ranking system—not a shared standard used by every shopping agent.

OpenAI says ChatGPT shopping results are organic and unsponsored. For merchants offering the same product, it says ranking may consider relevance, availability, price, quality, whether a merchant is the primary seller, and whether checkout is supported. OpenAI has not published a universal scoring formula, and checkout eligibility alone does not make a product rank higher.

What product information the agent can use

Product comparisons are only as useful as the catalog and offer information available to the system. OpenAI’s merchant documentation describes feeds containing product identifiers, descriptions, prices, inventory, images or other media, and fulfillment options. It calls for regular feed updates; required fields support accurate price and availability displays, while recommended attributes may improve relevance and trust.

Google’s Merchant Center guidance likewise tells merchants to keep product data and brand assets current. A listing must meet eligibility conditions, including a specified checkout-eligibility attribute, to show a UCP-powered Buy button. Missing or stale data can therefore make it harder to compare variants, stock, delivery, or price reliably.

Useful checks when comparing results

  • Does the product match the use case, size, model, and other constraints in the request?
  • Is it in stock, and what price and fulfillment cost are shown?
  • Is the seller the primary seller or another merchant offering the same product?
  • Are variant, inventory, and delivery details clear and current?
  • Where checkout is offered, who is selling the item and what payment authorization is required?

These are practical comparison questions, not a claim that every agent weighs them in the same way. Check the final product, seller, total cost, and delivery terms yourself before authorizing an order.

What happens between a recommendation and a completed order

Buying through an AI interface is a sequence of separate decisions and systems. The agent may help find an item and pass checkout details, but the merchant’s acceptance of the order and the payment provider’s processing are distinct steps.

OpenAI’s documented ChatGPT Instant Checkout flow

  1. Choose and review: ChatGPT displays products. If an item supports Instant Checkout, the shopper can select Buy and confirm order, shipping, and payment details.
  2. Pass checkout information: ChatGPT creates or updates a checkout session with the merchant through the Agentic Commerce Protocol (ACP), sharing the information needed to complete the order with the shopper’s permission.
  3. Merchant validation: The merchant validates the request, determines fulfillment, calculates tax, applies risk checks, and accepts or declines the order on its own systems.
  4. Payment processing: The merchant charges the payment through its existing payment service provider (PSP). OpenAI’s delegated payment specification describes a one-time payment request with a maximum amount and an expiry; the PSP returns a token for the merchant.
  5. Fulfillment and support: The merchant manages fulfillment, returns, customer support, and order communications as merchant of record.

OpenAI says users explicitly confirm each step before action is taken, and describes payment tokens restricted to a particular merchant and amount. Those controls apply to the documented OpenAI flow; they should not be assumed for every shopping agent or payment setup.

Google’s documented UCP checkout

Google says eligible product listings in AI Mode in Google Search and Gemini can display a checkout button powered by the Universal Commerce Protocol (UCP). Its Merchant Center documentation says checkout can happen on Google surfaces while the merchant remains the seller of record. The documented checkout uses standard funding primary account numbers stored in Google Wallet; Google says other payment forms may become available later.

Google describes this as a phased rollout with merchant participation requirements, technical implementation, and listing eligibility settings. It distinguishes UCP checkout from its agentic checkout feature, which buys on a customer’s behalf directly on a merchant website. UCP is intended to standardize programmatic interaction between agents and merchant backends across a wider range of commerce journeys. Availability depends on the rollout and merchant eligibility; a protocol announcement does not establish that a particular retailer or listing supports checkout in every market.

Who is responsible for the sale and payment?

The AI interface may coordinate discovery and pass information, but that does not automatically make it the seller or payment processor. In OpenAI’s ACP description, the merchant remains responsible for validating and accepting or declining the order, calculating tax, choosing fulfillment, applying risk checks, and charging through its PSP. OpenAI says it is not the merchant of record. Google’s UCP checkout documentation similarly says the merchant remains seller of record.

For a shopper, this distinction matters when checking the final seller, payment method, order confirmation, return policy, or support contact. The checkout surface and the party responsible for fulfilling the order may be different entities.

How the main commerce protocols differ

Agentic Commerce Protocol (ACP) OpenAI describes ACP as a connection between ChatGPT users and merchants for catalog data and checkout. OpenAI says it developed ACP with Stripe and merchant partners. Instant Checkout is for approved partners. The merchant backend and its payment provider handle core order and payment responsibilities.
Universal Commerce Protocol (UCP) Google describes UCP as an open standard connecting consumer surfaces, businesses, and payment providers across discovery, buying, and post-purchase support. Rollout is phased, and merchant and listing eligibility conditions apply. Google has named Shopify, Etsy, Wayfair, Target, and Walmart as development collaborators; that does not mean every named retailer offers live agent checkout in every market.
Visa Trusted Agent Protocol Visa describes trust signals intended to help merchants identify agent intent, recognize a consumer, and receive payment information. The protocol uses agent-specific cryptographic signatures and is built on HTTP Message Signatures, aligned with Web Bot Auth. Visa’s developer documentation describes the product as in development and deployment and says it may not be available in all markets.
AP2 and connection methods Google says UCP is compatible with AP2 and supports integration through APIs, Agent2Agent (A2A), and MCP. These are not interchangeable concepts: a commerce protocol, a payment-authorization standard, and a communication or integration method play different roles.

Google has also named Adyen, American Express, Best Buy, Flipkart, Macy’s, Mastercard, Stripe, The Home Depot, Visa, and Zalando among UCP ecosystem supporters. Support or collaboration is not evidence that each company has launched a particular checkout feature for all customers.

What controls and limits should shoppers expect?

Controls vary by product and payment setup. OpenAI’s documented checkout flow includes user confirmation, permission-based sharing of necessary order information, and payment tokens limited by merchant and amount. Its developer documentation describes a one-time delegated payment request with a maximum chargeable amount and expiry. These are specific design and implementation details, not a guarantee about every agent.

Visa describes a different set of trust and payment capabilities:

  • Agent Intent: signals that a trusted agent intends to retrieve information about or buy a specified product.
  • Consumer Recognition: signals about the customer’s relationship with the merchant.
  • Payment Information: information that can support a merchant’s preferred checkout method.

Visa also describes programmable payment rules, such as which account to use, whether to apply installments or rewards, and which risk checks to trigger. Its overview says a shopper may be asked to confirm high-value, unusual, or sensitive transactions. These are Visa’s described capabilities and design intent, not safeguards that can be assumed across all agents.

Before authorizing an agent-assisted purchase, verify the item and variant, seller, total price, shipping and tax, delivery terms, and payment method. If the interface does not make clear what it will submit or what approval is being requested, pause rather than treating a recommendation as consent to buy.

What is not established yet

The official product and protocol materials described here explain system designs, merchant requirements, and checkout roles; they do not establish a universal ranking algorithm, a measured improvement in purchase conversion, or a named rate of consumer adoption. Rollout, availability, and safeguards are platform-specific and can change. OpenAI’s cited ACP announcement was published September 29, 2025; Google’s Merchant Center guidance describes a phased UCP rollout, and Visa says its Trusted Agent Protocol may not be available in all markets.
