Honda has not confirmed that it is moving Civic production from Mexico to Indiana. SEMA News, citing Reuters and other reporting, says Honda may shift the next-generation Civic Hybrid to its Greensburg, Indiana, plant, with production targeted for May 2028 at roughly 210,000 vehicles a year. Honda’s response said it had made “no such announcement.”
What the report says
The reported plan concerns the next-generation Civic Hybrid, not every Civic and not the beginning of Civic manufacturing in Indiana. SEMA News reported that production once expected to start in Mexico in November 2027 could instead begin in Indiana in May 2028, with estimated output of about 210,000 vehicles annually. Those dates and the volume come from news reporting and have not been confirmed by Honda.
SEMA News attributed the reported change to higher U.S. tariffs on imports from Mexico. That is the explanation given in the reporting, not a reason Honda has publicly stated.
Honda’s response and the evidence status
Honda told SEMA News: “Honda has made no such announcement and will not comment on this report.” The company added that the Civic has been made at its Indiana Auto Plant since the facility opened in 2008 and that Honda can produce products in each region according to customer needs and market conditions.

Honda Civics were already built in Indiana
Honda began mass production of Civic sedans at the Greensburg plant on October 9, 2008. Honda’s announcement at the time said the facility was designed for eventual production of 200,000 vehicles annually at full capacity. The company’s release quoted then-plant president Yuzo Uenohara saying, “With continued high demand for the Honda Civic, we are honored and excited to help meet the needs of our customers in North America.”
Honda’s current Indiana plant profile lists the Civic and CR-V among its products and gives the plant an annual capacity of 250,000 vehicles. That capacity figure describes the plant overall; it is not confirmation that 210,000 Civic Hybrids will be built there.

Where Honda says different Civic versions are made
Honda’s 2025 Mexican press release describes a North American footprint divided by body style and plant. It places Civic sedan production in Alliston, Ontario, and Civic hatchback production in Greensburg, Indiana, while saying both plants produce Civic hybrid models.

As a result, saying that “Civic production is leaving Mexico” overstates what is established. The reported change involves a future generation and a specific hybrid program. It does not show that all Civic production is moving out of Mexico, nor does it establish that every Civic currently sold in North America is made in one location.

What Mexico’s production history does—and does not—show
In 2019, Honda announced that it would consolidate Mexican automobile production at Celaya beginning in early 2020, moving HR-V production from Guadalajara. That announcement discussed the HR-V and Fit and identified Celaya and El Salto as Honda de Mexico locations. It did not announce a Civic production move.
Therefore, the 2019 Mexico restructuring is useful background on Honda’s manufacturing network, but it is not evidence that Honda has confirmed a Civic transfer to Indiana.

How the report fits Honda’s hybrid strategy
Honda’s May 2026 business briefing discusses next-generation hybrid launches beginning in 2027 and a goal of making all North American auto plants capable of producing hybrid models. That strategy is consistent with flexible regional production, but the briefing does not specifically announce a Civic transfer from Mexico to Indiana.
Honda also says that more than 60% of the vehicles it sold in America in 2025 were manufactured in the United States using globally and locally sourced parts and materials. This is a company-wide sales and manufacturing statistic, not a Civic-specific figure and not proof of the reported 2028 allocation.

- Capacity context: Indiana’s stated 250,000-vehicle annual capacity and the reported 210,000 Civic Hybrid volume measure different things and should not be treated as equivalent.
Bottom line on “Is Honda moving Civic production from Mexico to Indiana?”
The most accurate answer is: possibly for a future Civic Hybrid generation, according to reporting, but not confirmed by Honda. Indiana has built Civics since 2008, and Honda’s own 2025 information already places Civic production across Indiana and Ontario by body style. The reported May 2028 shift and 210,000-unit annual volume remain unconfirmed plans rather than announced production commitments.
