Greenhouse Continuity Plan vs. Disaster Recovery Plan: What’s the Difference?

A continuity plan protects essential greenhouse functions during a disruption; a disaster recovery plan sets priorities for restoring facilities, services, and operations.

A greenhouse continuity plan sets out how to keep essential work going during a disruption; a disaster recovery plan sets out how to restore operations and rebuild afterward. They are connected, not competing documents: recovery can begin while response is still underway. For a greenhouse, both plans should be adapted to the site’s crops, buildings, climate, utilities, workforce, and local hazards.

What each plan is meant to do

Continuity: keep essential functions going

Continuity planning asks what work must continue when normal facilities, services, or routines are disrupted, who is responsible, and what alternate arrangements are available. USDA Food Safety and Inspection Service describes continuity of operations as “the effort to ensure that essential functions continue to be performed during the disruption of typical operations.” Its guidance discusses alternate sites and continuity capabilities, concepts greenhouse operators can adapt to their own operation.

Disaster recovery: restore and rebuild

Recovery planning organizes the work of restoring facilities and services, rebuilding, returning economic activity toward normal, and reducing future risk. The U.S. Fire Administration explains that recovery includes distinct but overlapping periods of restoration and rebuilding, and that planning ahead can help speed recovery and reduce future disaster impacts. A recovery plan is therefore more than a list of emergency contacts: it should set restoration priorities, identify needed resources, and describe how to return affected work safely.

How they fit together

A greenhouse may need to protect people and stabilize conditions while also assessing damage and arranging repairs. The continuity plan addresses essential functions during disruption; the recovery plan organizes longer restoration. Ready.gov also says an information technology disaster recovery plan should be developed in conjunction with the business continuity plan, an example of how related plans should coordinate rather than operate in isolation.

What to put in greenhouse plans

Federal continuity and business-preparedness guidance is general, and the USDA Forest Service farm guide is written for onion producers—not greenhouse engineering. Treat the following as planning areas to tailor to your site, not as greenhouse-specific regulatory or technical requirements.

Essential functions and priorities

List the work and services most important to people, crops, and the business. Decide which functions must continue, which can pause, and what conditions require stopping work. These priorities should guide both continuity arrangements and later restoration decisions.

Site hazards, vulnerabilities, and impacts

Identify hazards relevant to your location and assess what could be affected: buildings, growing areas, utilities, equipment, supplies, staff access, and business records. Consider the consequences of a disruption so the plan addresses likely impacts rather than relying on a generic emergency checklist. Ready.gov provides a power-outage preparedness toolkit as one starting point for considering utility interruptions.

People, authority, and communications

Name the person who can make decisions and identify alternates. Record how staff will be notified, which emergency contacts should be reached, and where current copies of the plan are kept. The farm guide recommends that employees know the plan’s format and location; business preparedness guidance also treats communications planning as a core part of preparation.

Critical supplies, equipment, and backup arrangements

Identify critical supplies and equipment, including fuel where relevant, and decide what alternatives are available if normal access or services fail. For a power outage, backup power may be worth evaluating, but the cited guidance does not provide greenhouse load calculations, generator sizing, installation instructions, or a universal equipment recommendation. Assess essential loads and have qualified help address applicable electrical, fuel, ventilation, and local safety requirements.

Recovery sequence and return-to-work criteria

Set out who evaluates damage, which areas and services are restored first, what resources repairs require, and what must be true before affected work resumes. Include ways to reduce future risk where feasible. FEMA’s recovery planning guidance calls for identifying hazards, vulnerabilities, impacts, and risk-reduction measures, then implementing and evaluating the plan.

Training, exercises, and updates

Train staff on their roles and how to find the plan. Practice realistic scenarios, note where the plan or arrangements fail, and update it after exercises or incidents. Ready.gov identifies training, testing, and exercises as preparedness components. The sources cited here do not establish a greenhouse-specific exercise schedule, so set a review rhythm suited to the operation and revise the plan when important conditions change.

How to compare two draft plans

Use these questions to find gaps and overlap. A continuity plan need not duplicate the recovery plan, but the two should agree on responsibilities, communications, dependencies, and priorities.

Compare Continuity plan Disaster recovery plan
Main time horizon During disruption: how essential functions continue. Restoration and rebuilding: how operations and services recover.
Coverage Essential functions, responsible people, alternate arrangements, and dependencies. Facilities and services to restore, recovery resources, and risk-reduction measures.
Decision-making Named decision owners, alternates, triggers, and communications. Who assesses damage, sets restoration priorities, and authorizes return to affected work.
Preparedness and learning Staff awareness, training, exercises, and review of continuity arrangements. Recovery sequence, implementation, and evaluation after exercises or incidents.

These are practical comparison axes drawn from federal continuity, business-preparedness, farm-planning, and recovery guidance—not a prescribed greenhouse plan format.

Build the plans around the site

  1. Form a planning team. Include the owner or operator, relevant managers and staff, and useful outside contacts such as an insurer or Extension agent. Assign someone to maintain the current version.
  2. Map essential work and hazards. Identify what must continue, what can stop, site-specific threats, vulnerable assets, and the consequences of losing key utilities or access.
  3. Assign roles and arrangements. Record decision-makers and alternates, staff notification routes, plan locations, critical supplies, and workable alternatives when normal facilities or services are unavailable.
  4. Write the restoration order. Specify who assesses impacts, how recovery priorities are chosen, what resources are needed, and what criteria must be met before affected tasks resume.
  5. Practice and revise. Exercise plausible scenarios with staff, record problems, and update the plans when lessons or operational changes warrant it.
