Google’s $670 million Finland investment was an approximately €600 million plan announced in May 2019 for another building at its data center campus in Hamina. It was one phase of a larger, ongoing site investment—not the cost of Google’s entire Finnish infrastructure or a current-dollar estimate.
What the $670 million was for
On 27 May 2019, Bloomberg reported that Google planned to spend about €600 million on a new data-center building at its existing Hamina campus. The $670 million figure was the contemporaneous dollar conversion reported at the time; it should not be read as a present-day conversion or inflation-adjusted amount. Google Finland country head Antti Jarvinen said the expansion was intended to meet growing demand for Google services and cloud platforms and to provide faster data access.
At the time of the announcement, the planned building would bring Google’s total investment in Hamina to about €1.4 billion, according to Bloomberg. That cumulative figure is specific to the 2019 announcement and should not be confused with later totals.
Where Google’s Hamina data center is
The campus is in Hamina, on Finland’s southern coast. Google began converting the former Summa paper mill into a data center in 2009. The location matters to the project’s cooling approach: Google says the site uses seawater from the Gulf of Finland for cooling.

How the 2019 expansion fits with later investments
The announcements below refer to different periods and scopes. The 2019 and 2024 amounts are for Hamina expansions; the 2026 commitment is a broader Finland-wide digital-infrastructure program. They should not be added together as if they described one project or equivalent investment periods.
| Announcement | Amount and scope | Other stated details |
|---|---|---|
| 2019 | About €600 million, reported as $670 million at the time, for another Hamina data-center building. Bloomberg reported this would bring Google’s Hamina investment to about €1.4 billion at that time. | Google linked the expansion to demand for its services and cloud platforms. |
| 2024 | A separate €1 billion expansion at Hamina, announced by Google and Business Finland. | Business Finland said the project was expected to support approximately 1,900 direct, 1,650 indirect and 640 induced construction jobs per year for two years. Google’s heat-recovery project, developed with city-owned Haminan Energia, was expected to supply 80% of the local district-heating network’s annual heat demand. |
| 2026 | Google announced a separate €13 billion investment in Finland’s digital infrastructure for 2027–2028; it is not a Hamina-only figure. | The announced scope is Finland-wide, rather than a cost for the 2019 Hamina building. |
Cooling and heat recovery at the site
Google identifies seawater cooling as a feature of its Hamina data center. In May 2024, it also announced a heat-recovery system developed with Haminan Energia, the city-owned energy company. Google said the project was expected to provide 80% of the district-heating network’s annual heat demand. That is a stated expectation for annual heat demand, not a claim that the data center supplies 80% of all local energy needs.

Google’s Hamina location information reports €3.5 billion invested in the region and notes that a seventh data-center building was announced in 2024. This later regional figure has a different date and scope from Bloomberg’s €1.4 billion Hamina total reported in 2019.

What the figures do—and do not—tell you
- The headline amount describes a specific 2019 building expansion, not the current cost of the Hamina campus.
- The conversion to $670 million reflects reporting in 2019; it is not a current exchange-rate conversion.
- The later €1 billion Hamina expansion and €13 billion Finland-wide program cover separate announcements and scopes.
- Investment totals, construction-job estimates, and heat-recovery expectations are different kinds of measures; they should not be treated as interchangeable measures of economic impact.
