Google Didn’t Just Delay Third-Party Cookies Again—it Abandoned Chrome’s Planned Phase-Out

Chrome is keeping its user-choice approach to third-party cookies, while most Privacy Sandbox advertising APIs are being retired. Here’s what changed and how to plan for a fragmented browser environment.

Google’s third-party-cookie story has changed from repeated postponement to policy reversal. Chrome is no longer pursuing a universal browser-enforced shutdown of third-party cookies. Instead, Google says Chrome will retain its existing user-choice approach, while Incognito mode blocks third-party cookies by default. Most of the advertising technologies designed as replacements for those cookies are also scheduled for retirement.

For advertisers, publishers and developers, that means there is no single Chrome deadline to plan around—but there is still no dependable return to an unrestricted, cross-browser cookie environment.

The current answer in one minute

  • Chrome is not proceeding with the previously announced general deprecation of third-party cookies.
  • Google confirmed on April 22, 2025, that it would maintain its existing user-choice approach rather than introduce a new standalone prompt. See Google’s policy update.
  • Users, enterprise administrators, other browsers, extensions and anti-tracking features can still block or limit cookies.
  • On October 17, 2025, Google announced the retirement of most Privacy Sandbox advertising APIs, citing low adoption and ecosystem feedback. Its status page shows a mixed picture: some technologies are being retired while others remain supported or under evaluation.

What a third-party cookie is—and what it is not

A first-party cookie is set by the website a person is visiting. A third-party cookie is set or read by a different domain embedded in that page, such as an advertising, analytics, identity, video, payment or chat provider. “Third-party” depends on context: a cookie can be first-party on its own site and third-party when that service is embedded elsewhere. Google’s explanation is available at Chrome’s cookie documentation.

Not every third-party cookie is an advertising tracker. Some support cross-site advertising and retargeting; others help with conversion measurement, frequency capping, fraud prevention, embedded logins or essential media and payment functions.

Why the industry cared so much

Third-party cookies made it possible to recognize activity across unrelated sites. Advertisers used them to build audiences, measure campaigns and limit how often someone saw an ad. Publishers used related systems to sell inventory and report results. Embedded services used them for authentication and persistent settings.

Safari and Firefox had already imposed stronger restrictions. Google argued that Chrome needed privacy-preserving alternatives so an advertising-funded web could continue to operate. Critics, competitors and regulators raised a structural concern: Google controls Chrome and owns major advertising businesses, so replacing open-web cookies with Google-controlled browser APIs could alter competition as well as privacy. The timeline: from two-year plan to reversal

Date What happened How to interpret it
2020 Google announced a plan to remove third-party-cookie support in Chrome and develop Privacy Sandbox alternatives. The original strategy, broadly framed as a two-year transition.
June 2021 Google moved the expected staged phase-out toward late 2022 through late 2023. First major schedule delay, attributed to testing, regulatory engagement and migration needs.
2022 Plans shifted toward a 2024 rollout, including a proposed 1% testing phase. The timetable continued to move while Chrome and the ecosystem tested alternatives.
January 4, 2024 Chrome began restricting third-party cookies for about 1% of users through Tracking Protection. A limited test, not a Chrome-wide shutdown. See Google’s announcement.
April 2024 Google described an early-2025 target for wider deprecation, subject to competition concerns and regulatory engagement. Another planned timetable, not a completed policy change.
July 22, 2024 Google said it would not generally deprecate third-party cookies and would pursue user choice instead. The story changed from delay to a proposed reversal.
April 22, 2025 Google confirmed the existing user-choice approach and said it would not launch a new standalone cookie prompt. The universal phase-out plan was no longer the operating policy.
June 2025 The CMA consulted on releasing commitments tied to the earlier Privacy Sandbox proposals. Regulatory arrangements were being reconsidered because Google no longer planned the original cookie block.
October 17, 2025 Google announced retirement of most Privacy Sandbox technologies developed as cookie alternatives. The replacement platform became a narrower, mixed set of surviving and retiring technologies.

That history explains why “third delay” was a reasonable description of the 2024 news cycle. It is not an accurate description of the final state in 2025 or 2026.

What Google’s reversal means in Chrome

Cookies remain available, not guaranteed

In ordinary Chrome browsing, Google is not imposing the old universal block. A user can still disable third-party cookies, and organizations can restrict them through managed-browser policies. Other browsers, privacy tools, consent choices, storage partitioning and anti-tracking heuristics can produce different results. Incognito is a different environment

Chrome’s Incognito mode continues to block third-party cookies by default. A system that works in a normal profile may therefore fail in private browsing or in a managed corporate browser.

Temporary exceptions are not a strategy

Eligible sites experiencing user-facing breakage may receive a limited grace period. Developers can test without that grant by setting chrome://flags/#tpcd-metadata-grants to Disabled, as described in Chrome’s grace-period documentation. This is a diagnostic control, not a permanent production solution.

What happened to Privacy Sandbox

Google’s October 2025 announcement says it is retiring the Attribution Reporting API, Private Aggregation, Protected Audience, Related Website Sets, Shared Storage, Topics, IP Protection, On-Device Personalization, Protected App Signals, SDK Runtime and several Android-related components. Google cited low adoption and feedback from the ecosystem.

Google says it will continue supporting or evaluating CHIPS, FedCM, Private State Tokens, storage and network-state partitioning, bounce-tracking mitigations and possible future standards-based approaches. That is why “Privacy Sandbox is dead” is too broad: it is no longer the unified replacement stack once presented, but some components remain. What businesses should do now

Advertisers

  • Build consented first-party customer data rather than waiting for another Chrome deadline.
  • Test conversion measurement and audience reach when browser identifiers are unavailable.
  • Use modeled measurement and platform signals cautiously; Google describes these options, but results vary by browser, consent status, campaign objective and identity availability.
  • Measure reach and frequency separately in environments where cookies are blocked or partitioned.

Publishers

  • Inventory every third-party script and cookie, distinguishing advertising from login, payment, media and other essential functions.
  • Strengthen direct, consented relationships through accounts, newsletters, memberships or subscriptions where appropriate.
  • Test contextual products and direct sales alongside audience-based advertising.
  • Verify embedded services in normal Chrome, Incognito, Safari, Firefox and managed browsers.

Web developers

  1. List each cross-site cookie and storage call, its owner and its purpose.
  2. Use CHIPS when an embedded component needs state partitioned by top-level site rather than unrestricted cross-site state.
  3. Consider the Storage Access API when an embedded component legitimately needs first-party storage and the browser and user permit access.
  4. Evaluate FedCM for federated identity flows that do not require unrestricted tracking.
  5. Run automated tests with third-party cookies blocked and storage partitioning enabled.

Identity and measurement vendors

Ask precisely what “cookieless” means. A service may rely on authenticated identifiers, server-side IDs, probabilistic matching or fingerprinting-like signals. Check browser coverage, consent behavior, deletion handling, data retention, security, contract terms and independent measurement before committing.

The privacy trade-off

Keeping cookies preserves compatibility for users who allow them, but it also leaves cross-site tracking available in Chrome. Removing them could reduce one form of tracking while increasing Google’s influence if replacement APIs favored its integrated advertising stack. Retiring many Privacy Sandbox APIs removes some of those proposed alternatives as well.

The durable issue is therefore not simply whether Chrome flips a switch. It is whether users receive understandable control, whether companies can measure advertising without following people across sites, and whether competing browsers and platforms provide meaningful privacy protections.

What the reversal means for personal-finance businesses

Financial publishers, comparison sites and fintech marketers often depend on accurate attribution, consent records and trustworthy identity. A retained Chrome cookie may keep one browser path working, but it does not solve differences across devices, browsers or privacy settings. First-party data still requires consent, purpose limitation, security and deletion processes. Server-side tagging can centralize collection, but it does not eliminate those obligations or automatically make identifiers anonymous.

Do not build a new measurement architecture around a temporary Chrome exception, a single vendor ID or the assumption that “first-party” means “privacy-safe.” Design for missing identifiers and document what happens when a user opts out.

The Bottom Line

Google’s cookie deadline disappeared, but the underlying browser, privacy and measurement problems did not. Treat Chrome’s retained cookies as one available path—not a permanent guarantee—and keep building consented first-party data, resilient measurement and cross-browser operation.
