The report does not explain how the gap was calculated or identify the primary document setting the target.
What Goa’s GST collection figures show
The figures reported for 2026 cover different periods and tax scopes, so they should not be treated as interchangeable. The April–August figure is a five-month amount; the September amount is a separate monthly total; and the April–September figure combines central and state GST jurisdictions.

All collection figures and comparisons in this table were reported by The Times of India on 2 October 2026. The September total domestic GST figure includes a broader collection measure than Goa’s SGST alone; the reported 7% decline and 4% increase therefore describe different scopes, not contradictory results.
What the reported 10–11% shortfall means—and what is unknown
Singh was quoted as saying, “Currently, we are short of the target, around 10-11% short.” The report also described ₹3,100 crore as a “stiff and challenging” annual target. These are attributed statements in the news report, not a calculation independently set out there.

The report does not specify the calculation method, say whether the target was time-phased across the financial year, or identify a primary document establishing the ₹3,100 crore target. As a result, the reported five-month and six-month collection totals alone do not establish how the 10–11% gap was derived.
Why Goa’s budget estimates are not the same as this target
Goa’s 2025–26 Annual Financial Statement lists separate budget estimates of ₹159,846 lakh for Central GST and ₹468,231.02 lakh for State GST. These are state-budget estimates for distinct receipt categories; they are not confirmation of, or directly interchangeable with, the ₹3,100 crore annual target attributed to the Central GST commissioner.

The Goa Budget portal and the Department of State Tax Goa provide official government reference points, but the report’s stated target and its calculation are not established by the cited budget statement.

No cause is established in the report. It gives the target, the attributed shortfall and several collection totals, but does not connect the gap to a particular industry, compliance trend, economic condition or policy change. The figures support describing the reported position; they do not support a specific explanation for it.
