On July 10, 2025, former Meta AI researcher Tijmen Blankevoort reportedly circulated a departure memo alleging a “culture of fear” inside Meta’s AI organization. The memo described repeated performance reviews, layoffs, weak morale, mission confusion and internal conflict. It emerged just as Meta was reportedly offering extraordinary compensation packages to recruit frontier-AI researchers, including a package valued at more than $200 million for former Apple foundation-models leader Ruoming Pang and offers reportedly reaching $300 million for some candidates.
The two stories do not prove that Meta’s recruiting campaign caused workplace dysfunction, or that Blankevoort’s account describes every AI team. They do reveal a strategic contradiction: Meta is spending aggressively to acquire elite talent while reorganizing existing employees in ways that later generated similar complaints about fear, low autonomy and compulsory transfers.
What Blankevoort alleged
Blankevoort was a former Meta AI researcher who worked on the company’s LLaMA models, according to India Today. His allegations appeared in an internal departure memo reported by The Information and summarized by other outlets. The original memo was not publicly released in the coverage reviewed.
That distinction matters. This was not a lawsuit, regulator complaint or independently audited workplace report. It was one departing employee’s firsthand observations and judgments, and Blankevoort was not presented as speaking for the entire company.

The specific claims
- A “culture of fear” shaped day-to-day work.
- Employees faced frequent performance reviews and continuing anxiety about layoffs.
- Morale and creativity were declining.
- The division lacked a clear, shared mission.
- Internal conflicts and organizational dysfunction were spreading beyond individual teams.
- Some workers appeared motivated more by avoiding dismissal than by advancing Meta’s AI mission.
Blankevoort reportedly said the dysfunction was spreading “like a metastatic cancer.” That is his metaphor, not a measured finding about the organization. The most defensible reading is that he described a workplace he believed had become increasingly risk-averse and fragmented.
Contemporary coverage described Meta’s AI division as having more than 2,000 people in 2025, but that was a reported figure rather than an official, enduring headcount. Meta’s organizational labels and staffing changed rapidly afterward.
Why the memo appeared during a talent war
Meta was simultaneously building a superintelligence-focused effort intended to close the gap with OpenAI, Google DeepMind, Anthropic and other frontier laboratories. Mark Zuckerberg was reported to be personally involved in recruiting researchers and executives from rival companies, including Apple, OpenAI, Anthropic and Google.

Package value is not cash spent
A headline figure can combine base salary, signing awards, restricted stock, performance awards and retention grants that vest over several years. Equity value can rise or fall with Meta’s share price, and a maximum projected value is different from guaranteed compensation. Therefore, “Meta spent hundreds of millions” is stronger than the available evidence supports. The accurate formulation is that Meta reportedly offered compensation packages worth hundreds of millions of dollars.
Those recruiting figures also should not be combined with Meta’s separate infrastructure plans. The Guardian reported that Zuckerberg said Meta planned to spend up to $135 billion on AI infrastructure in 2026; that is a capital and operating investment in computing and related systems, not a talent-compensation total. Meta’s changing AI structure
Coverage uses several names for organizations that are related but not interchangeable: Meta’s earlier research groups, the newer Meta Superintelligence Labs effort and Applied AI. Treating them as one fixed division obscures the timeline.
From a 2,000-plus division to a larger Applied AI unit
The 2025 reporting referred to an AI division of more than 2,000 people. In 2026, WIRED and TechCrunch described Applied AI as roughly 6,500 engineers and product managers. The later number reflects a different and apparently broader organization after major reorganizations; it is not evidence that Meta’s original 2025 unit simply tripled in size.

Meta also reportedly reassigned more than 7,000 workers to teams focused on AI agents and cloud infrastructure. At least 1,000 engineers were reportedly moved into Applied AI. Some accounts said the change initially appeared voluntary but later became compulsory or effectively compulsory, with workers told that transfers were not optional.
What current employees later reported
Reports in 2026 supplied context that resembles parts of Blankevoort’s account, while still falling short of proving every allegation in his memo.
Applied AI “draftees”
WIRED reported dissatisfaction among employees in the roughly 6,500-person Applied AI organization. Anonymous workers described themselves as “draftees” and said they were assigned to generate coding problems, create training data and evaluate models rather than perform the product-development work they expected. Some characterized the tasks as mechanical or repetitive and below their perceived skill level. WIRED
Transfers, organizing and fear
The Guardian reported transfers involving thousands of workers, employee petitioning and attempted organizing activity. It also quoted an employee using “extreme culture of fear” language. The report included concerns about workplace activity and data being used for AI training. The Guardian

TechCrunch described complaints about forced reassignment and a hostile interruption during an internal presentation. It also reported that Meta acquired Scale AI for $14.3 billion, a corporate acquisition rather than employee compensation. TechCrunch
What this evidence can and cannot establish
- Multiple reports indicate significant dissatisfaction among some current employees.
- Anonymous accounts can reveal conditions employees may fear describing publicly, but they are difficult to verify independently.
- Applied AI complaints do not establish that every Meta AI team shared the same culture.
- The 2026 reports followed major reorganizations and may describe a substantially changed organization from the one Blankevoort left.
- Petitions and organizing efforts demonstrate dissent, not necessarily a legal violation or universal opposition.
Does expensive recruiting fix Meta’s AI problem?
Recruiting elite researchers can bring specialized knowledge, credibility that attracts additional candidates and access to people who understand frontier-model techniques. If Meta believes advanced AI has winner-take-most economics, paying a premium may be a rational attempt to catch up quickly.
But talent acquisition is not the same as talent productivity or retention. Frontier research also requires a coherent agenda, reliable infrastructure, high-quality data, effective management and enough psychological safety for people to challenge assumptions. A researcher who receives a huge equity-heavy package still needs authority, collaborators and a stable mission to produce results.
The integration risk
Large differences between newly recruited stars and existing employees can create perceived inequity. Existing engineers may be asked to support new projects or perform repetitive data and evaluation work while outsiders receive extraordinary offers and influence. That arrangement can make retention harder even if the recruitment campaign succeeds on paper.

The mission risk
Blankevoort’s allegation that fear displaced mission-driven work is especially relevant to research organizations. Constant evaluation and layoff anxiety may encourage short-term compliance rather than ambitious experiments. This is an analytical risk, not proof that Meta’s models or products failed, but it explains why a talent war cannot be judged only by the number of famous hires.
Meta’s response and the unresolved questions
India Today reported that Meta CTO Andrew Bosworth characterized the most extreme compensation reports as unusual and limited to key leadership roles. That is Meta’s reported position on the scale of the packages, not a comprehensive response to the workplace allegations.
The available coverage does not provide a public copy of Blankevoort’s memo or a detailed Meta response addressing each claim about performance reviews, layoffs, mission confusion and morale. It also does not establish the guaranteed or realized value of the reported packages, the precise reporting lines among Meta’s AI units, or whether every transfer was formally mandatory.
Those gaps should shape the conclusion. The evidence supports a documented sequence: a 2025 departure memo alleging fear and dysfunction; an aggressive, reportedly nine-figure recruiting campaign; and 2026 reports of discontent after large-scale AI reassignments. It does not prove a single company-wide culture, a causal link between compensation and dysfunction, or that Meta’s strategy has already failed.

Meta may be making a rational bet that exceptional AI talent is worth exceptional compensation. At the same time, the company’s reorganizations and reported employee treatment may reduce the productivity and retention benefits that those hires are supposed to create.
Blankevoort’s memo is best understood as an important allegation from one former researcher, not a definitive audit of Meta. Later accounts from current employees make the concern harder to dismiss, but they remain largely anonymous and describe an evolving organization. The central question is therefore not whether Meta “spent” $300 million on a paycheck. It is whether Meta can integrate expensive recruits, preserve a credible mission and give the broader workforce enough autonomy and trust to turn that investment into durable AI capability.
