The September 30, 2026 announcement does not disclose the new budget in dollars, a staffing limit, or the size of any reduction. It also does not establish that a professional OIG peer review prompted the decision.
Why is FHFA changing the OIG budget?
FHFA said its recent adoption of zero-based budgeting led it to examine expenditures and compare the OIG with peer offices. FHFA described its action as allocating a “Peer-Matched” budget intended to make the OIG budget efficient and right-sized. The agency said it supports the OIG’s independence and mission. These are FHFA’s stated rationale and position, not an independently documented explanation of the benchmark. FHFA’s September 30, 2026 announcement does not identify the peer agencies, comparison period, calculation method, or final allocation.
What figures did FHFA cite?
FHFA said the OIG requested 16% of the agency’s operating budget and represented 18% of its workforce. It compared those figures with an approximately 2% average Inspector General budget allocation and a 4% average staffing share. FHFA’s announcement does not provide the underlying data or define the comparison set, so these percentages should be treated as FHFA’s claims rather than a fully documented government-wide comparison.

Budget share and workforce share are different measures. Even taken as stated, they do not reveal the final budget, the number of positions FHFA will support, or the size of a cut. The announcement supplies none of those figures.

What was the OIG budget before the announcement?
FHFA’s FY2024 Performance and Accountability Report provides historical context, but it does not establish the new peer-matched amount. It reports an FY2024 OIG budget of $57.0 million and 122 employees at the end of that fiscal year. For FY2025, the report lists a budget of $58.5 million and 155 positions supported. The FY2024 figure is a reported budget amount and the headcount is a year-end count; the FY2025 figures are budget and supported positions, not a later actual headcount. FHFA’s performance and accountability reports also list agency operating budgets of $318.8 million for FY2024 and $350.0 million for FY2025.
Does “peer match” mean a professional peer review recommended a cut?
Not on the available evidence. FHFA’s announcement describes a budget comparison among peer OIGs. FHFA-OIG also publishes professional reviews of its work, but those are distinct from the budget exercise; the available official records do not connect a professional review to the budget decision.

FHFA-OIG’s professional reviews
The FHFA-OIG peer-review page lists an external audit peer review dated September 3, 2025, an external inspections and evaluations review dated August 6, 2025, and an investigative operations qualitative assessment dated July 5, 2023. These assess professional work and quality controls, not whether the OIG’s budget matches other offices.
What the audit review found
The SEC OIG’s September 3, 2025 report reviewed FHFA-OIG’s audit quality-control system for the year ended March 31, 2025. It concluded that the system was suitably designed and complied with to provide reasonable assurance of conformity with applicable professional standards and legal and regulatory requirements in all material respects. The report gave the audit organization a “pass” rating. That is a finding about audit quality control—not a validation of FHFA’s budget benchmark and not evidence that the review caused the budget action. Read the SEC OIG audit-system review.

What remains unknown?
- The final peer-matched OIG budget in dollars.
- How many positions the allocation will support or whether staffing will change.
- The dollar amount of any reduction and when it would take effect.
- Which peer OIGs FHFA selected and how it calculated the benchmark.
Without those details, the announced percentages and older fiscal-year figures cannot be used to calculate a reliable cut or predict the operational effect.
