The government-wide federal hiring freeze was a blanket pause from January 20 through October 15, 2025. In 2026, it has been replaced—not repealed by a return to unrestricted hiring—by agency staffing plans, vacancy approvals, hiring ratios and mission-based priorities.
Is the federal hiring freeze still in effect?
Not as the original blanket order. Executive Order 14356, issued October 15, 2025, shifted agencies to continuing accountability and strategic staffing. OPM and the Office of Management and Budget explained on November 5, 2025, that agencies must prepare annual staffing plans and apply controls to each vacancy. Until an agency submitted its plan, it continued operating under the July 7 freeze memorandum and the one-for-four hiring direction.
That means a USAJOBS posting in 2026 does not signal a return to unrestricted growth. Agencies must connect hiring to mission requirements, obtain the approvals required by their plans and comply with government-wide priorities. OPM Director Scott Kupor described the approach as “accountability and discipline” focused on staffing for mission need rather than bureaucratic habit.
What changed after the dated freeze
- Agencies moved from a blanket prohibition to annual staffing plans and strategic approval of vacancies.
- The one-for-four limit remained part of the transition until an agency had an approved staffing plan.
- FY 2027 planning guidance directs agencies to base staffing on mission needs instead of historical headcount.
- Agencies are expected to reserve capacity for artificial intelligence, cybersecurity, software engineering and other technology work.

Who was covered by the freeze?
OPM’s freeze FAQ said the order applied to every executive department and agency, regardless of funding source, and to every type of Federal civilian appointment regardless of appointment length. A vacant civilian position could not be filled and a new civilian position could not be created unless an exception or applicable law authorized it.

The rule was an executive-branch policy. It should not automatically be applied to the legislative branch, judicial branch, U.S. Postal Service or an independent entity operating under separate hiring authority.
Which federal jobs were exempt?
The exceptions did not mean that all hiring stopped. The following categories were listed as exempt or eligible for special treatment under the memoranda and OPM guidance:

How the one-for-four rule affected hiring
Executive Order 14210 directed agencies to hire no more than one employee for every four employees who departed. Public-safety, immigration-enforcement and law-enforcement functions were excluded from that calculation. The order also required data-driven agency hiring plans and greater leadership involvement in approvals.
The ratio was not a promise that one vacancy in four would be filled. It was a ceiling on aggregate hiring, applied alongside mission justification, agency controls and applicable exceptions. An agency could still prioritize a critical position while leaving routine vacancies unfilled.

What the policy meant for USAJOBS applicants
Fewer routine openings
A vacant job was not automatically available for recruitment. Agencies had to demonstrate mission need, fit the position within staffing controls or obtain an exemption. This reduced ordinary administrative expansion and made vacancy announcements less predictable.
Different occupations faced different odds
Public safety, immigration enforcement, national security and benefits delivery had clearer pathways during the freeze. The later planning guidance added an explicit preference for AI, cybersecurity, software engineering and other technology capabilities. Routine back-office growth faced more scrutiny.

More approval gates and longer decisions
Agency-head approvals, OPM exemptions, strategic hiring committees and annual staffing plans added steps between a manager’s request and a final selection. Applicants may therefore see longer periods without an update, delayed start dates or a posting that is withdrawn when approval is not secured.
Skills mattered more than broad occupational labels
The Merit Hiring Plan and subsequent staffing guidance emphasized validated, mission-related skills. Applications should make specific capabilities easy to verify rather than relying on a generic description of experience.

No current government-wide USAJOBS vacancy total is established here. The number and timing of announcements vary by agency plan, exception status and mission requirement.

On June 2, 2026, OPM reported shared pools containing 3,529 qualified candidates available for immediate hiring. OPM said the pools allow agencies to avoid duplicate recruiting and move directly to interviews and selections.

These are OPM-reported pools, not a count of all open jobs or a guarantee that every candidate will receive an offer. Agencies still make selections under their staffing plans.
OPM separately reported approximately 68,000 new Federal employees hired and approximately 154,000 voluntary resignations through the Deferred Resignation Program. Those figures are agency-reported by OPM and have not been presented as independently audited totals.

- Identify the authority behind the job. Confirm that the position is in an executive-branch agency and note whether the announcement signals an exempt or mission-critical function.
- Prioritize skills named in current plans. Technology, cybersecurity, software engineering, AI, public safety, enforcement and benefits-delivery experience align more closely with the stated priorities than a general interest in government work.
- Translate experience into measurable skills. Use the announcement’s specialized experience and competency language, showing the tools, scale, outcomes and mission results you delivered.
- Expect a staged process. A vacancy may require agency leadership review, committee review or an OPM exception before a selection can proceed. Keep applying while waiting for a decision rather than treating silence as a final rejection.
- Watch for shared-pool outreach. If an agency contacts you through an OPM cross-government pool, respond promptly with documentation of eligibility and the relevant technical or mission skills.
- Check status and start-date conditions. Because controls can delay or change a recruitment action, read agency messages carefully and do not leave current employment until the agency confirms the appointment and start date.
What applicants should take away
The January 2025 freeze closed most ordinary civilian hiring temporarily, but it always contained mission-based exceptions. October 2025 ended the blanket phase without ending constraints. In 2026, the realistic path into federal service is selective: target an agency’s documented mission need, show the required skills clearly and plan for more approvals and uncertainty than before the freeze.
