Short answer: Sino King Technology’s proposed Hefei, China, DRAM factory appeared inactive by January 2017, but the available reporting does not prove that the project was formally cancelled, that the company was dissolved, or that the factory was built. The strongest evidence is a contemporaneous EE Times report describing dead contact channels and an alleged dispute with Chinese investors over recruitment costs.
What was Sino King’s China fab plan?
Sino King Technology was founded by Yukio Sakamoto, the former chief executive of Japan’s Elpida Memory. The venture was associated with a proposed semiconductor fab in Hefei, Anhui province, and aimed to develop low-power DRAM for Internet of Things applications.
The plan relied on Chinese partners to provide the very large capital investment while Sino King concentrated on design and production technology. It also called for recruiting experienced semiconductor specialists from Japan, Taiwan and South Korea.
- Reported project scale: about $7 billion for the broader Hefei semiconductor project, as characterized by EE Times in 2017. That figure is a reported project value, not verified Sino King spending.
- Initial staffing: 10 Japanese and Taiwanese engineers, according to the 2017 account.
- Planned workforce: about 1,000 engineers. This was a hiring ambition, not a confirmed headcount.
- Product focus: low-power DRAM intended for IoT devices.
Why did the announced schedule change?
Publicly reported targets moved over time, which is important because a target date is not evidence that construction or production occurred.

The differing dates should be read as changing projections rather than combined into one firm delivery timetable. None of these sources confirms that a fab was completed or that Sino King reached mass production.
What signs suggested the project had stalled?
In a report published January 25, 2017, EE Times said Sino King “no longer appears to be in active operations.” The article described several contemporaneous checks:
- The company website had been stripped of news and updates, leaving a contact form.
- An inquiry sent through that form received no reply.
- A call to the listed telephone number reached a recording saying the number no longer existed.
Those observations support the narrower conclusion that the venture appeared inactive at that time. They do not constitute a legal cancellation notice or a corporate-registry finding.
Was a salary dispute the reason?
EE Times attributed a possible explanation to semiconductor consultant Takashi Yunogami and unnamed industry word-of-mouth. The report said Sakamoto had reportedly promised Japanese semiconductor engineers an annual salary of 100,000,000 yen—roughly $887,000 in the article’s conversion—if they relocated to China and stayed for at least three years.

The same account said Chinese investors objected to that level of compensation and that Sakamoto reportedly would not reduce it. It also mentioned a claim that 180 Japanese engineers had signed up. However, the article explicitly introduced that number as “word on the street in Japan,” so it should be treated as hearsay rather than an audited recruitment total.
The alleged investment and recruitment disagreement is a plausible explanation for the apparent stall, but it is not a formal termination statement. The reviewed material contains no attributable announcement from Sakamoto, Hefei officials or investors explaining that the project was cancelled.

Does “dropped” mean officially cancelled?
No. “Apparently stalled” or “apparently inactive by January 2017” is supported by the available evidence. “Formally cancelled” is not.

- the company’s present-day legal or operating status.
Resolving those questions would require a later corporate-registry record or an official notice from Hefei or the project participants. The 2017 trade-press reporting alone cannot establish what happened after its observations.
