The European Commission fined Apple €1,840,984,000 on 4 March 2024 for restricting music-streaming apps’ ability to tell iPhone and iPad users about cheaper subscription options available outside Apple’s App Store. The headline figure of about $1.9 billion is an approximate dollar conversion; the legally imposed amount is in euros.
What the EU fined Apple for
The case concerned Apple’s “anti-steering” rules. Those rules limited how music-streaming apps distributed through the App Store could explain that a subscription might be cheaper on a website, show the external price, or tell users how to sign up outside the app.
The Commission concluded that these restrictions imposed unfair trading conditions on consumers, contrary to Article 102 of the Treaty on the Functioning of the European Union and Article 54 of the EEA Agreement. The relevant market was the distribution of music-streaming apps to users of Apple’s iOS devices.
In the Commission’s account, a user could be prevented from seeing an external offer inside the app and might have to search independently for it—or never find it. The Commission said that could contribute to higher subscription costs and a poorer user experience.

Executive Vice-President Margrethe Vestager said on decision day that Apple had restricted developers from informing consumers about “alternative, cheaper music services available outside of the Apple ecosystem.” That is the Commission’s characterization of the conduct, not a court judgment independently assessing every factual dispute.
How the dispute began and how long it lasted
Spotify filed its formal complaint against Apple in March 2019. The Commission’s decision said the infringement ran from 30 June 2015 through 4 March 2024, nearly a decade.
The duration mattered to the penalty. The Commission said Apple’s rules operated throughout that period and affected consumers who used music-streaming apps on iOS devices.

How much was the fine?

The Commission said the €1.8 billion lump sum was around 0.5% of Apple’s worldwide turnover for fiscal year 2023. The $1.9 billion wording commonly used in headlines is therefore only an approximate conversion and not the amount specified in the decision.

The Commission’s theory was not limited to Apple’s treatment of Spotify. It focused on the information available to all iOS users of music-streaming apps.
- Less price information: an app might be unable to display a cheaper web price or explain that one existed.
- More friction: a user interested in subscribing outside the app might have to leave the app and search for the offer independently.
- Potentially higher prices: if users did not know about external offers, they could remain on a more expensive route.
- Non-monetary harm: the Commission also treated lost convenience and reduced ability to make an informed choice as relevant harm.
The Commission used those alleged effects, together with the conduct’s length and Apple’s economic strength, when setting a deterrent penalty.

What Apple said in response
Apple rejected the Commission’s findings and said the decision lacked credible evidence of consumer harm. It described Europe’s music-streaming market as competitive and growing and announced that it would appeal.
Apple also stated that Spotify held a 56% share of Europe’s music-streaming market in March 2024. That is Apple’s figure and argument; the cited material does not establish it as a Commission market statistic.

What Spotify said changed—and what it said did not
Spotify welcomed the Commission’s decision. It said it would use Apple’s music-services entitlement to show EU iPhone users pricing and information about purchasing through Spotify’s website.
Spotify nevertheless said the change did not give it everything it wanted. In Spotify’s description, it still could not freely provide a simple in-app purchase link that would take users directly to an external checkout. Those are Spotify’s claims about the practical effect of the decision and the remaining restrictions.

Did Apple appeal the fine?
Apple’s challenge is listed as Case T-260/24. The available Court of Justice/EUR-Lex record identifies the action, but the materials for this article do not establish a judgment or a current procedural outcome. The appeal should therefore be treated as unresolved here.

That case should not be confused with separate proceedings involving Apple’s App Store obligations or gatekeeper duties under the Digital Markets Act. A result in another Apple proceeding does not by itself decide the music-streaming fine in Case AT.40437.
What the decision means for iPhone users in the EU
The immediate consumer issue is information: whether a music app can tell an EU iPhone or iPad user that a different subscription route exists, what it costs, and how to use it. The Commission’s order targets Apple’s restrictions, while Spotify’s account indicates that the exact user experience may still depend on the communication and link Apple permits under its entitlement.
The decision does not mean every Spotify subscription will automatically be cheaper outside the app, nor does it establish a universal price difference. It addresses the ability to communicate external offers and subscription instructions.
