ESMC is a TSMC-led semiconductor joint venture building a Dresden, Germany, wafer fab for automotive and industrial chips. It adds substantial local capacity, but because TSMC owns 70% and operates the plant, it strengthens Europe’s supply resilience rather than making the European Union fully self-sufficient.
What is the ESMC wafer fab?
European Semiconductor Manufacturing Company (ESMC) is constructing a 300mm semiconductor fabrication plant in Dresden, Saxony. The venture was announced by Taiwan Semiconductor Manufacturing Company (TSMC), Bosch, Infineon and NXP in August 2023. Its stated customers include the automotive, industrial, internet-of-things and telecommunications sectors, while the European Commission describes the supported facility primarily as serving automotive and industrial applications.
Dresden already has a significant semiconductor cluster. ESMC is intended to add a high-volume, open-foundry option there, allowing companies other than the four shareholders to order production.
Who owns and operates ESMC?
The partners’ August 2023 announcement set the ownership split below, subject to approvals and other conditions. TSMC is responsible for operating the fab.

The operating arrangement is central to the sovereignty question. European companies gain a local manufacturing site and access to TSMC’s process expertise, but governance, operating know-how and the core technology model remain TSMC-led. ESMC is therefore not an EU-owned replacement for overseas semiconductor technology.
What chips and processes will it make?
300mm wafers and announced nodes
The fab is designed for 300mm (12-inch) silicon wafers. Its announced process mix is:
- 28nm and 22nm planar CMOS
- 16nm and 12nm FinFET
These are mature and specialty-oriented processes compared with the newest leading-edge logic nodes. They are nevertheless widely used where automotive qualification, long product lifetimes, power efficiency, connectivity and embedded functions matter more than the smallest possible transistor dimensions.

Specialty technologies
The planned technology variants include automotive processes, embedded flash, resistive RAM (RRAM), magnetoresistive RAM (MRAM) and radio-frequency (RF) technologies. The mix is aimed at integrating computing, memory, sensing and communications functions needed in vehicles, industrial controls, connected devices and telecommunications equipment.

At design capacity, the European Commission and ESMC give an output of 480,000 silicon wafers per year. The partners’ 2023 announcement expresses the same scale as 40,000 300mm wafers per month. ESMC says the project is expected to create nearly 2,000 direct high-tech professional jobs; the partners described the figure as about 2,000 direct jobs.
Those are full-capacity design figures, not an assertion that the plant will produce that volume immediately after opening. Actual output will depend on equipment installation, qualification, customer orders and market conditions.

Is ESMC an open foundry?
Yes. ESMC and the European Commission describe an open-foundry model in which customers beyond Bosch, Infineon, NXP and TSMC can place manufacturing orders. That broadens the benefit beyond the shareholders and gives European chip designers a nearby source for qualified automotive and industrial production.
Open access does not mean unlimited capacity or guaranteed allocation. The fab will still need to qualify each customer’s designs and manage capacity as demand develops. ESMC’s public descriptions do not specify a customer-by-customer allocation policy.
How much is Germany subsidizing ESMC?
On 20 August 2024, the European Commission approved a €5 billion German state-aid measure for the project under EU State aid rules. ESMC says total investment is expected to exceed €10 billion. The partners’ announcement describes a funding mix of equity, debt and support from Germany and the European Union.

The €5 billion figure is the approved German aid measure, not the project’s entire cost and not a stated return to taxpayers. The official material reviewed for this article does not quantify how much EU import dependence the fab will remove or provide a return-on-subsidy calculation.
What is the construction and production schedule?

“Tool-in” and first production are different milestones. Equipment must be installed, tested and used to qualify processes before the fab can approach its 480,000-wafer annual design capacity. ESMC says the ramp will follow customer needs and market conditions.

What it improves
- Local supply: European automotive and industrial customers can source some important chips within the region rather than relying exclusively on distant fabs.
- Resilience: Additional capacity in an established Dresden cluster can provide another production location during logistical or geopolitical disruption.
- Broader access: The open-foundry model is designed to serve customers beyond the four shareholders.
- Skills and ecosystem: The project is expected to create nearly 2,000 direct jobs and support suppliers, equipment specialists and process engineers around the site.
What it does not solve
- Foreign control remains: TSMC owns 70% and operates the facility, so Europe remains dependent on a non-EU technology owner for key expertise and governance.
- It is not leading-edge production: The announced 28/22nm and 16/12nm processes address mature and specialty demand, not the most advanced logic chips used in top-tier processors.
- One fab cannot cover the whole supply chain: Semiconductor security also depends on design tools, raw materials, packaging, testing, equipment and other fabs.
- Measured impact is still unknown: The Commission and ESMC have published capacity and investment targets, but not a quantified reduction in EU import dependence.
The European Chips Act, in force since 21 September 2023, sets broader goals of reinforcing the semiconductor ecosystem, increasing production capacity, attracting skills and reducing external dependencies. ESMC is one of the act’s first-of-a-kind projects, but it is one component of that wider strategy rather than proof of complete technological independence.

What does ESMC mean for the European economy?
For Europe’s industrial base, the project’s most practical value is dependable access to established process technologies used in vehicles, factory equipment, communications and embedded systems. A local fab can shorten some supply chains and give European designers a closer partner for qualification and production.
For public finances, the €5 billion aid approval represents a large policy commitment whose ultimate value depends on the plant reaching its stated capacity, attracting customers and operating competitively over time. The published sources establish the aid and investment amounts, but they do not establish a taxpayer payback period or a guaranteed volume of European production.
Bottom line: is ESMC a bid for EU semiconductor sovereignty?
ESMC is a substantial step toward greater European semiconductor resilience: a planned 300mm Dresden fab, more than €10 billion in expected total investment, up to 480,000 wafers a year and an open-foundry model for automotive and industrial demand. It is not full EU semiconductor independence. The facility’s technology, operation and majority ownership are TSMC-led, and its mature-node focus complements rather than replaces leading-edge and other parts of the global supply chain.
