Erpminer’s claimed authorization has not been independently confirmed by the Republic of the Congo’s official sources identified for this report. A TechBullion article published on April 23, 2025, said the company had received “exclusive authorization” and signed an MOU covering equipment manufacturing, maintenance, training and a local service operation. It did not publish the authorization, MOU, license number, issuing ministry or statement from a named government official.
What Erpminer announced
The announcement, dated April 22, 2025 and reproduced by TechBullion the following day, described a government-backed plan in the Republic of the Congo (Congo-Brazzaville). According to the report, Erpminer said the arrangement would support:
- a local production base for digital-currency-mining equipment;
- a service and maintenance center;
- technical training;
- employment for thousands of young people;
- digital infrastructure and economic diversification; and
- a goal of making Congo one of Central Africa’s largest digital-mining hubs within five years.
Those details are reported claims attributed to Erpminer, not a government-confirmed project record. The announcement is available at TechBullion.

The article names no specific Congolese ministry, minister, regulator, decree, license number or government spokesperson. A link to Erpminer’s own website cannot substitute for a government record.

“Exclusive authorization” is not a complete legal description
That phrase leaves several issues unresolved:
- Is exclusivity national, regional or limited to a particular site?
- Does it cover manufacturing, equipment imports, hosting, company-owned mining farms, or only negotiations?
- How long does it last, and what performance conditions apply?
- Was it issued by the national government, a ministry, a regulator, a public company or a local authority?
- Does it grant land, electricity, tax, customs or investment privileges?
- Is it a binding license, or a cooperation MOU that still requires permits?
Without the signed documents, “exclusive” could describe anything from a narrow commercial preference to a legally enforceable concession. The published announcement does not establish which.
Manufacturing equipment is different from operating crypto businesses
The announcement mixes several activities that can have different legal treatment:

Equipment manufacturing and servicing
Building, importing, repairing or selling ASICs and other computing equipment is not the same activity as operating a cryptocurrency mine. It can still require industrial, environmental, customs, labor and electricity approvals.
Mining and hosting
Running company-owned machines, hosting customers’ machines or selling cloud hash rate involves continuous power consumption and may trigger additional rules. The announcement does not specify whether Erpminer would operate a mining farm, merely manufacture equipment, or do both.

Digital-asset services and payments
Wallets, exchanges, crypto-asset transfers, mining-reward settlements and cryptocurrency payments raise separate financial-regulatory questions. The Republic of the Congo’s Ministry of Finance hosts a May 6, 2022 COBAC communiqué concerning prohibition of crypto-assets in the CEMAC zone at finances.gouv.cg. That document raises a material issue for any crypto-asset operation, but it does not by itself determine the legality of every form of equipment manufacturing.
The employment and user figures conflict
An Erpminer-related press release dated December 30, 2024 claimed more than 2 million jobs over nine years and more than 50,000 users in Congo. The later TechBullion announcement instead referred generally to “thousands” of jobs and gave a five-year regional ambition. The earlier release is available as an EIN Presswire PDF.

Neither figure is independently established. A credible employment estimate would define direct versus indirect jobs, permanent versus temporary work, the hiring timetable, wage levels and the investment supporting each position. The user figure would need a methodology, date, geography and distinction between registered accounts and active users.

The Republic of the Congo’s Ministry of Industrial Development describes procedures for establishing an industrial unit and authorizing an existing one. The process includes project and feasibility documentation, technical review, site inspection and a signed authorization. The ministry’s portal is industrie.gouv.cg.

For this project, documentary verification should also cover:
- the company’s Congolese registration and beneficial ownership;
- the issuing authority, authorization number, date, term and conditions;
- the full MOU and identity of each signatory;
- the project site, capital budget and construction or operating status;
- environmental and social approvals;
- grid connection, power capacity and electricity pricing;
- import, customs and tax treatment for hardware;
- labor, training and local-procurement commitments; and
- any approval needed for mining, crypto-asset services or crypto payments.
Government announcements and legal instruments should be checked through the Republic of the Congo government portal, the Secretariat-General portal and the Official Journal portal. A missing search result is not proof that no authorization exists: records may be unpublished, indexed only in French or filed under a subsidiary or partner’s name.
Could the project help local development?
Manufacturing and technical services could create skilled jobs, supplier demand and useful data-center infrastructure. Whether those benefits outweigh costs depends on facts the announcement does not provide:
- permanent local headcount and training completion;
- local ownership, procurement and tax payments;
- power consumption and whether electricity is available without displacing households or other industries;
- equipment noise, cooling, emissions and electronic-waste management;
- foreign-exchange flows and any tax exemptions; and
- whether the operation creates downstream businesses beyond exporting computing capacity.
Crypto-mining economics are also volatile. A facility can become uneconomic when coin prices, network difficulty, hardware efficiency or electricity costs change. A government endorsement, even if documented, would not guarantee profitability or protect workers and taxpayers from those risks.
Questions Erpminer and the government should answer
- What is Erpminer’s full legal name and Congolese registration identity?
- Which ministry or agency issued the authorization, and who signed it?
- What are the authorization number, issue date, territory, duration and revocation conditions?
- Does the agreement cover manufacturing, importing, hosting, company-owned mining, crypto services or only cooperation?
- Where is the project site, what is its planned capacity and how much electricity will it require?
- How were the two-million-job and 50,000-user figures calculated?
- What capital has been committed, what construction has started and how many people are employed now?
- Which environmental, customs, tax, labor and digital-asset approvals have been obtained?
Bottom line
Erpminer has publicly described a proposed government partnership in the Republic of the Congo, but the available material does not independently establish that the government issued an exclusive operating authorization. The legal scope of the alleged deal, its exclusivity, implementation status and economic impact remain unverified. Until the signed authorization, MOU and relevant permits are made available—or confirmed through official Congolese records—the announcement should be treated as a company-reported proposal, not proof that a functioning, government-licensed mining project exists.
