Engineering Services Companies vs. Staffing Firms: How Their Business Models Differ

Engineering services companies typically take on technical work; staffing firms typically supply labor. Compare the contract’s scope, supervision, deliverables, and payment terms to identify the model.

An engineering services company is typically hired to perform technical work or deliver a defined engineering service; a staffing firm typically supplies workers to add capacity to a client’s workforce. The practical test is what the contract makes the provider responsible for—not the provider’s name. Some companies offer both models, so compare the proposed scope, supervision, deliverables, and payment terms.

What is the difference between an engineering services company and a staffing firm?

The core difference is the thing the buyer is purchasing. In an engineering-services engagement, the client contracts for technical work, such as design, advisory, or project support. In a staffing engagement, the client obtains labor capacity, often by assigning supplied workers to its own work under its day-to-day direction.

These are practical descriptions, not universal legal definitions. The agreement and statement of work determine who is responsible for the work, how it is managed, and what the provider must supply.

What does an engineering-services company do?

An engineering-services provider may take on a technical scope rather than simply supply personnel. A 2022 SEC-filed annual report describes outsourced design, construction oversight, advisory, and training services, with examples such as infrastructure work and transportation engineering. This illustrates possible scope; it is not a current census of the market or a template for every contract.

For a buyer, the important question is whether the provider has agreed to produce or perform something specific. Look for the work to be done, the deliverables or services included, how completion will be assessed, and which party owns each project responsibility. Do not assume those terms from the phrase “engineering services” alone.

What does a staffing firm provide?

A staffing firm generally recruits or supplies workers for a client’s workforce. ManpowerGroup’s 2025 Form 10-K describes its Staffing and Interim services as augmenting clients’ workforces with contingent employees who perform services under client supervision. The filing also says those contracts are generally short-term and describes revenue recognition based on a fixed amount for each hour of service. Those details describe ManpowerGroup’s business and accounting policy, not every staffing firm or every staffing agreement.

When reviewing a staffing proposal, establish who will supply the workers, who directs their daily assignments, how hours and assignment duration are handled, and what the contract says about employer responsibilities. An hourly charge may be part of the arrangement, but the contract—not the category label—sets the actual payment terms.

When should a business use engineering services versus engineering staffing?

Consider engineering services when the need is a defined technical scope

This model may fit when the business wants a provider to perform engineering work, provide technical advice, or take responsibility for specified project services. Before signing, agree on what is included, what the provider must deliver, how the work will be accepted, and where the client retains responsibility.

Consider staffing when the need is additional labor capacity

This model may fit when the business needs people to work within its existing operations and expects to direct their day-to-day activity. Clarify the skills and number of workers required, assignment length, supervision, hours, and each party’s obligations.

Neither model is inherently cheaper, more profitable, or lower-risk across all situations. Compare proposals using the same scope and make sure the price basis, responsibilities, and expected work are clear before making a decision.

Why can the same provider offer both models?

Provider labels can be misleading because firms may combine staffing, recruitment, consulting, project-based work, and managed services. Randstad USA’s engineering practice, for example, describes contingent, permanent, and project-based solutions. ManpowerGroup’s 2025 report lists temporary and contract recruitment, project-based workforce solutions, managed services, outsourcing, consulting, and professional services among employment-services offerings.

That overlap means two proposals from the same company could represent different engagements. Compare the actual statement of work, who supervises personnel, what deliverables are promised, and how fees are calculated rather than assuming the provider’s category settles the question.

Questions to ask before choosing a provider

  • What exactly are we buying? A defined technical service or outcome, or people and labor capacity for a period?
  • Who directs the work? Identify who assigns daily tasks and supervises the people doing them.
  • What is the provider accountable for? Specify deliverables, acceptance criteria, candidate supply, hours, and assignment duration as applicable.
  • How is the fee calculated? Confirm whether the proposal prices hours, a defined scope, or another basis, and what is included.
  • Which responsibilities remain with the client? Put supervision, project duties, and any stated employer responsibilities in the contract.
  • Could the engagement change models? If staffing, project work, or consulting is combined, make each component and its terms explicit.
