EMC’s Proposed Cork Data Center: What Was Planned and What’s Known

EMC’s 2014 Cork application proposed a data center and office block beside its existing Ovens facility. The available reports do not establish whether it was built.

EMC applied in December 2014 to build a data center and office block beside its existing facility in Ovens, County Cork. That filing was a planning application—not confirmation that the project received permission or was built. The available reports do not establish what ultimately happened to the proposal.

What did EMC propose in Cork?

Contemporary reports said EMC lodged a planning application with Cork County Council on 18 December 2014 for a data center and an office block. The proposed site was next to EMC’s existing Ovens operation in County Cork, southwest Ireland. Data Center Dynamics reported the application and proposed site; Data Center Knowledge also summarized the proposed development.

Data Center Dynamics reported that the site could give EMC the option to develop facilities over a ten-year period if permission were granted. That describes a potential development horizon, not evidence that the council approved the application or that construction followed.

Was the proposed data center built?

The cited contemporary reports establish that EMC applied to build the campus; they do not establish whether permission was granted or whether the development was completed. On the evidence available here, its final status is unresolved. An application should not be treated as proof of either approval or construction.

How does the Ovens cooling retrofit fit in?

Arup describes a separate free-fresh-air-cooling retrofit at EMC’s existing Ireland Centre of Excellence in Ovens, Ballincollig. It reports a project cost of €2.5 million, projected annual electricity savings of 13 million kWh and projected annual carbon-emissions reductions of 7,000 tonnes. Arup’s page does not display a publication year, and it presents these as project achievements or projections rather than independently verified outcomes. These figures concern the retrofit at the existing facility—not the energy use, design or performance of the data center proposed in 2014. Arup’s data center services page describes the Ovens work.

What changed in Ireland’s data-center policy since 2014?

Ireland’s Department of Enterprise, Tourism and Employment announced a Large Energy User Action Plan in January 2026, updated on March 20, 2026. The plan describes a coordinated, plan-led approach to very large, energy-intensive investments, including data centers, and emphasizes locating new large energy demand near renewable energy sources. This is later policy context; it is not the stated basis for EMC’s 2014 application. The department’s announcement explains the plan.
