Elon Musk appears to have made Apple a real, if privately reported, Starlink proposal in 2022—but the dramatic headline overstates what is proven. According to The Information, SpaceX proposed making Starlink the exclusive satellite-connectivity provider for iPhones for 18 months, with a reported $5 billion upfront payment and $1 billion a year afterward. Musk allegedly gave Apple 72 hours to decide and threatened to develop a competing iPhone-compatible service if Apple refused.
Apple rejected the arrangement and used Globalstar for the iPhone 14’s Emergency SOS via satellite. There is no public contract confirming the reported terms, no evidence Apple lost $5 billion, and no public admission that Tim Cook made a mistake. The real question is whether Apple traded broader future connectivity for control, carrier relationships and a narrower emergency product.
What Musk reportedly offered Apple
The account comes primarily from The Information, which cited two people described as having direct knowledge of the discussions. Its report places the approach in 2022, shortly before Apple announced the iPhone 14 and its satellite emergency feature.
- Starlink would provide satellite connectivity for iPhones.
- Apple would reportedly pay about $5 billion upfront.
- The arrangement would be exclusive for 18 months.
- After exclusivity, Apple would reportedly pay $1 billion per year.
- Musk allegedly gave Apple 72 hours to accept or reject the proposal.
- He reportedly threatened to launch a competing service that could work with iPhones if Apple declined.
These are reported negotiating terms, not the terms of a publicly released contract. Apple and SpaceX have not publicly confirmed the precise figures or deadline.

Why the timing mattered
Apple was preparing to add satellite communications to the iPhone 14 for places without cellular coverage. Its initial goal was emergency messaging—not ordinary internet access, voice calling or a replacement for a mobile network.
SpaceX and T-Mobile announced their own direct-to-phone partnership in August 2022, roughly two weeks before Apple unveiled the iPhone 14, according to the reporting. That sequence helps explain why Musk could pursue a carrier route after Apple declined, but it does not prove that Apple’s proposal and the T-Mobile agreement were the same transaction.
Why Apple reportedly said no
Concern about wireless carriers
The Information reported that Cook worried an exclusive Starlink arrangement could damage Apple’s relationships with wireless operators. Carriers remain central to iPhone distribution, billing and network access, so an Apple-controlled satellite service could have created commercial friction.

Control over the product
Apple’s Globalstar approach let it define the feature, user interface, privacy rules and emergency workflow. A Starlink deal would have made Apple more dependent on infrastructure controlled by SpaceX and would have required Apple to accept a large, long-term financial commitment.
Different technical goals
Emergency SOS is a constrained service with carefully defined messages and operating conditions. Starlink’s direct-to-cell ambition was broader, potentially extending to ordinary texts and other mobile services. In 2022, Apple may have judged a focused emergency rollout more achievable than underwriting a still-developing general connectivity platform.
Other strategic considerations
Apple also had to weigh its existing Globalstar relationship, spectrum and international regulatory approvals, network capacity, reliability standards and the risk of relying on a single satellite vendor. These are strategic interpretations rather than publicly stated reasons from Apple.
What Apple chose instead
Apple launched Emergency SOS via satellite on the iPhone 14 and announced a $450 million investment in U.S.-based satellite infrastructure, with most of the money supporting Globalstar’s network and ground stations. Apple’s announcement is available in its Newsroom.

The investment was publicly documented. It should not be treated as a like-for-like substitute for the reported Starlink proposal:
| Apple–Globalstar approach | Reported Apple–Starlink proposal |
|---|---|
| Primarily emergency communications | Potentially broader satellite connectivity |
| Apple-controlled feature and experience | Integration with SpaceX’s Starlink network |
| Narrower initial use case | More ambitious possible service scope |
| Existing satellite partner | New exclusive arrangement |
| Publicly documented $450 million infrastructure investment | Reported $5 billion upfront and $1 billion annual payments; no public contract |
What Musk did after Apple declined
SpaceX pursued a carrier-based strategy with T-Mobile. Starlink’s Direct to Cell model uses participating mobile operators to connect compatible phones in areas lacking conventional cellular coverage.
That route is materially different from Apple naming Starlink its exclusive satellite partner. A carrier may offer Starlink connectivity to some iPhones without Apple integrating Starlink directly into iOS or accepting the reported 2022 deal.
Whether a particular iPhone can use a carrier’s satellite service depends on the country, carrier, device model, software, regulatory approval and network conditions. “iPhones use Starlink” is therefore too broad without naming the carrier and market. Current service details should be checked with Starlink’s updates and the relevant carrier.

| Evidence | Apple publicly announced the investment and service | Terms are based on confidential-source reporting |
Did Apple actually “pay the price”?
That phrase is editorial judgment, not an established financial result. The documented consequences are more limited:
- Apple proceeded with Globalstar rather than an Apple-exclusive Starlink arrangement.
- SpaceX developed a separate carrier-based direct-to-phone strategy.
- Apple did not obtain early exclusive access to Starlink’s broader network.
- Later reporting described SpaceX challenges involving spectrum rights associated with Globalstar. A successful regulatory challenge could have affected Apple’s satellite plans, but that possibility is not proof that Apple’s service failed.
The public record does not establish that Apple lost $5 billion, that Cook personally made a costly mistake, or that Globalstar’s arrangement collapsed. The Federal Communications Commission’s filing is the appropriate source for detailed regulatory claims: FCC document.
A timeline of the separate events
- 2022: Musk reportedly approached Apple about an exclusive Starlink arrangement.
- August 2022: SpaceX and T-Mobile announced a direct-to-phone partnership.
- September 2022: Apple introduced the iPhone 14 and Emergency SOS via satellite.
- November 2022: Apple announced its $450 million satellite-infrastructure investment, primarily supporting Globalstar.
- Later developments: SpaceX continued building carrier-based direct-to-cell services, while reporting described possible spectrum-related risks involving Globalstar.
The bottom line for readers
Apple appears to have rejected a reported Starlink proposal that was expensive, exclusive and potentially broader than its emergency product. Cook’s decision can look costly if the benchmark is immediate access to Starlink’s future network. It looks more defensible if the benchmark is Apple’s control of the user experience, preservation of carrier relationships, limited initial use and avoidance of a multibillion-dollar vendor commitment.
The most accurate conclusion is not that Cook definitively “paid the price.” It is that Apple chose a controlled emergency capability through Globalstar, while SpaceX pursued direct-to-phone connectivity through carriers. Those strategies overlap, but they are not the same product or the same deal.

Frequently Asked Questions
Was there a signed $5 billion Apple–Starlink contract?
No public contract has been produced. The $5 billion upfront payment, 18-month exclusivity, $1 billion annual payments and 72-hour deadline come from confidential-source reporting.
Does an iPhone using a carrier’s Starlink service mean Apple accepted Musk’s offer?
No. Carrier-based Starlink access is a separate arrangement from Apple making Starlink its exclusive satellite provider.
Did Apple’s Globalstar satellite service fail?
The available evidence does not establish that it failed. Later spectrum disputes were described as a potential risk, not a confirmed shutdown or collapse.
